Do not click links or open attachments unless you verify. Send all suspicious email as an attachment to Report Spam. Hi Carolyn, H&H completed in-situ soil characterization activities on December 12, 2022 for approximately 3,100 CYs of soil that will be generated by the PD during upcoming grading activities for redevelopment of Building 3 (B3) at the CAMP North End/Rite Aid Brownfields Property (BPN 20050-16-060). The soil characterization activities were completed in general accordance with the DEQ approved environmental management plan (EMP) and scope of work proposed in the December 8, 2022 email below. Based on soil sampling data discussed below, the PD is requesting approval to export approximately 2,450 CYs of soil from the CS-2 though CS-5 evaluation areas to Old 27 LCID Landfill (120 Tate Street, Mt. Holly, North Carolina). Included in the attached data summary package are figures depicting the work area, a summary of in-situ soil analytical data, and the laboratory analytical report. As noted on the attached Figure 3, the B3 excavation area was divided into five (5) areas (CS-1 through CS-5), with each area comprised of between 500 CYs to 650 CYs of soil. H&H advance three(3) soil borings in each of the five (5) soil evaluation areas using a decontaminated stainless steel hand auger to the proposed grading cut depths of 2 ft bgs (CS-1) or 4 ft bgs (CS-2 through CS- 5). The soil borings were observed for visual and olfactory evidence of impacts, and screened for the presence of volatile organic vapors with a calibrated photoionization detector (PID). A grab sample was collected from each characterization area for analysis of volatile organic compounds (VOCs) by EPA Method 8260 from undisturbed portions of the aliquot exhibiting the highest potential for impact based on field screening results. The three (3) aliquots in each area where then homogenized for a composite sample for analysis of semi-VOCs (SVOCs) by EPA Method 8270, and RCRA metals plus hexavalent chromium by EPA Methods 6020/7179/7199. In addition to the five (5) soil samples discussed above, H&H collected a duplicate sample from one of the five soil samples for the same analyses as the parent sample for quality assurance/quality control (QA/QC) purposes. The soil samples were placed in dedicated laboratory supplied sample containers, labeled with the sample identification, date, and requested analyses and placed in a laboratory supplied cooler with ice. The samples were then delivered to Waypoint Analytical under standard chain of custody protocols for the analyses described above. Soil analytical results were compared to the DEQ Preliminary Soil Remediation Goals (PSRGs) dated July 2022, Site-specific background metals concentrations, and background metals concentrations at the Old 27 LCID Landfill. As summarized in the attached Table 1, laboratory analytical results indicate estimated trace levels of the VOCs acetone and methylene chloride in each of the samples at a concentrations above the laboratory method detection limit, but well below their respective PSRGs. The VOC n-hexane was detected at an estimated concentration of 0.001 J mg/kg in soil samples CS-3, CS-4, and CS-DUP, well below the most stringent protection of groundwater PSRG of 55 mg/kg. The polycyclic aromatic hydrocarbons (PAHs) benzo(a)anthracene (0.261 J mg/kg), benzo(b)fluoranthene (0.326 J mg/kg) chrysene (0.230 J mg/kg), fluoranthene (0.486 J mg/kg), and pyrene (0.402 J mg/kg) were detected above laboratory method detection limits but below PSRGs in sample CS-1. Additionally, the compound benzo(a)pyrene (0.236 J mg/kg) was detected in sample CS-1 above the Residential PSRG of 0.11 mg/kg and protection of groundwater PSRG of 0.12 mg/kg. As anticipated, metals were detected in each of the samples. The metal arsenic was detected at concentrations above the Residential PSRGs of 0.68 mg/kg in each sample. Additionally, the metal hexavalent chromium was detected above of the Residential PSRG of 0.31 mg/kg in soil samples CS-2 (0.654 mg/kg) and CS-DUP (0.365 mg/kg). However, the detected concentrations of arsenic and hexavalent chromium are consistent with background levels at the Site and the Old 27 LCID Landfill. As such, H&H is requesting your approval to export soils represented by samples CS-2 through CS-5 to the Old 27 LCID landfill. Soil represented by sample CS-1 will be managed on-site or exported to the Republic CMS Landfill in Concord, North Carolina in accordance with the EMP. Thank you for your assistance with this project and we appreciate your prompt review and approval to transport the soils from B3 within the CS-2 through CS-5 evaluation areas. The scope of work you have outlined is in accordance with with the EMP revised on 3/28/2019) and with current best practices in the brownfields program. Just a reminder, the final data will need to be sumarized and compared with Old 27 LCID site specific data. Summary report will need certified lab reports and sealed by NC PE or PG. It’s a quick turn around, not much time for error. I’ll be out of the office on 12/15 & 16 (Picking up son at college and next day he has shoulder surgery). Do not click links or open attachments unless you verify. Send all suspicious email as an attachment to Report Spam. Hi Carolyn, On behalf of Scott Carr (CAMP North End/Rite Aid Brownfields Property, BPN 20050-16-060), we are seeking approval via this work plan summary email to conduct soil characterization activities for redevelopment activities for the Building 3 (B3) redevelopment proposed in the central portion of the Site (see attached Site Location Map -Figure 1). During renovation activities of Building 3, the contractor anticipates generating approximately 3,100 CYs of soil to be exported off-Site. The purpose of the characterization will be to determine export/disposal options for excavated soil. Based on timing, Scott would like to send the soil to the Old 27 land clearing and inert debris (LCID) landfill located in Mount Holly, NC, if acceptable, based on the results of the proposed soil characterization activities as described below. H&H met on-Site this week with the construction contractor and determined the following information regarding the proposed B3 project. • there is not enough room on-site to manage the soil to be generated during the pending B3 construction activities without handling the soil multiple times; • contractors want to initiate grading activities next Wednesday 12/14; and • the depths of the excavation will range from 2 to 4 ft below the ground surface (bgs), estimated volumes, and the boundary of the excavation(s) are as depicted on the attached Sample Location Map - Figure 2. Please note, grading is anticipated to begin Wednesday 12/14 and H&H has tentatively scheduled soil characterization field activities on Monday 12/12. H&H proposes to complete in-situ soil characterization using an approach similar as to what is described in the DEQ approved In-situ Soil Characterization Work Plan completed for CIP roadway improvement at the Site dated September 4, 2019. As noted on the attached Figure 2, we propose dividing the B3 excavation area into five (5) areas (CS-1 through CS-5), with each area comprised of between 500 CYs to 650 CYs of soil. In each of the five areas, H&H proposes to collect three (3) aliquot soil samples with a decontaminated stainless steel hand auger for the following analysis: one grab sample per area (5 areas total) collected from the “worst case” aliquot and analyzed for VOCs by EPA Method 8260; and one composite sample per area (5 areas total) collected and analyzed for SVOCs by EPA Method 8270 and RCRA Metals by EPA Methods 6020/7471 (plus Cr VI by EPA Method 7199). In addition to the five (5) soil samples discussed above, H&H proposes to collect a duplicate sample from one of the five soil samples for analysis of VOCs by EPA Method 8260, SVOCs by EPA Method 8270, and RCRA Metals by EPA Methods 6020/7471 (plus Cr VI by EPA Method 7199) for quality assurance/quality control (QA/QC) purposes. H&H will submit the soil samples to a NC-certified laboratory under a chain of custody. Upon receipt of the data, H&H will generate an email soil transfer request which includes a summary of soil characterization activities and table comparing soil characterization results to DEQ preliminary soil remediation goals (PSRGs) and Old 27 background metals concentrations. Additionally, H&H will submit a letter report separate from the email transfer request for documentation purposes. H&H will share this data with DEQ to determine disposal options for each of the excavation areas (C1-C5). We appreciate your prompt review of this proposed work plan. Please feel free to reach out to me or Matt Ingalls should you have any questions.
