HomeMy WebLinkAbout20050 Rite Aid CNE Soil Export B3 approval 20221221+maps December 21, 2022 Sent Via E-mail Mr. Scott Carr ATCO Camp North End 300 Camp Road Charlotte, North Carolina 28206 scott@camp.nc Subject: Brownfields Soil Management Approval Camp North End Building 3 Rite Aid Brownfields Property Charlotte, Mecklenburg County Brownfields Project No. 20050-16-060 Dear Mr. Carr: The North Carolina Department of Environmental Quality (DEQ) Brownfields Program received and reviewed a request to export an approximate 3,100 cubic yards of soils from the redevelopment of Building 3 (B3) at the CAMP North End/Rite Aid Brownfields Property. This request was submitted on your behalf by Mr. Andrew Besu of Hart & Hickman, PC (H&H) in his Camp North End In Situ Soil Sampling Request Email dated December 20, 2022. DEQ Brownfields reviewed the soil analytical data provided in the CNE B3 In-Situ Data Summary Package prepared by H&H. Based on our review of the data provided, the DEQ Brownfield Program agrees that these soils may be exported to the following options for areas CS-2 through CS-5 to Old 27 Landfill (114 Tate Street Mount Holly, Mecklenburg County, Permit No. 36-A-LCID), or all areas (CS-1 through CS-5)to Municipal Solid Waste (MSW) Landfill, or at another Brownfields Property with prior DEQ Brownfields approval. Other options may be available; however, DEQ requires that the receiving facility be identified and approved prior to export. The receiving facility should have metals concentrations which are consistent with those from the Brownfields Property. All soil export must be conducted under a DEQ Brownfields approved Environmental Management Plan (EMP). Per the CNE EMP, the soils will be field screened during excavation prior to export from the property. If unanticipated impacts are identified during excavation, please refer to the EMP for further actions and cease transfer until appropriate characterization can be completed. In addition, in accordance with the CNE EMP, an annual Redevelopment Summary Report will be submitted to DEQ Brownfields. Details related to the disposition of this soil including but not limited to, total volume, general description of field screening efforts, etc. should be included with the Redevelopment Summary Report. Please be advised that this approval from DEQ Brownfields does not waive any applicable requirement to obtain any necessary permits, licenses or certifications which may be required from other state or local entities.
