The sampling was performed in accordance with the approved work plan (Revision 2) submitted on April 22, 2022. The testing took place on May 11 and 12, 2022, and was conducted to augment a prior VI assessment conducted by RDHEC in September 2020. In only one out of 10 sub -slab samples collected, the only detected analyte in soil gas to exceed a non-residential screening level was Chloroform (presumably from chlorination of municipal water and not VI). While Trichloroethylene (TCE) was detected above its residential screening level in three of the soil gas samples, no TCE was detected in any of the four indoor or ambient background air samples at a laboratory limit of detection (LOD) of 0.053 ug/m3 (7.9 times lower than the residential screening level of 0.42 ug/m3). The highest concentrations of each detected analyte were also modeled using the NCDEQ Risk Calculator for the indoor air and soil gas to indoor air pathways. The cumulative risk for each was found to be negligible/acceptable, except for the residential indoor air Hazard Index in the soil gas (due to TCE presence). However, the lack of detectable TCE in the indoor air samples in a building with multiple open trenches (VI pathways) in the Main Laundry area implies that: • TCE presence under the building is limited, and confined to only a small area of impact at the southeast quadrant of the Main Laundry area, and • Based on the LOD for TCE in indoor air, the findings suggest that the building's concrete slab is achieving an attenuation factor (AF) of 0.0006, which is at least 47 times lower than the default residential soil gas to indoor air AF of 0.03 used by the risk calculator. The work was requested by the NCBP due to the presence of trichloroethylene (TCE) in soil gas samples in the Main Laundry area during prior testing by RDHEC in September 2020. Three (3) indoor air, one (1) ambient air, and 10 sub -slab soil gas samples were collected over a two-day period on May 11 and 12, 2022, in accordance with the April 22, 2022, NCBP-approved work plan. The samples were analyzed for a list of 20 site -specific chemicals of concern (i.e., the detected soil gas analytes from the 2020 sampling'). The sub -slab soil gas sampling results indicated that Chloroform was the only compound to exceed a Non -Residential Soil Gas Screening Level (NRSGSL). The location of the exceedance (SS- 5) was southeast of the TCE detection during the prior 2020 sampling. The presence of Chloroform beneath the slab may be attributable to chlorinated municipal water, given site use as a commercial laundry. The indoor air sampling results were reported as J-flagged estimated concentrations of Chloroform ranging from 0.067 ug/m3 to 0.082 ug/m3, or only 13% to 15% of the Non -Residential Indoor Air Screening Level (NRIASL) of 0.53 ug/m3. The outdoor ambient sample similarly had a J-flagged estimated concentration of Chloroform of 0.071 ug/m3 (13% of the NRIASL). TCE was reported in sub -slab soil gas samples at concentrations ranging from nondetectable to a maximum of 83 ug/m3 in sample SS-5 collected in the Main Laundry area, which is 47% of the NRSGSL of 180 ug/m3. No TCE was detected in any indoor air samples. Naphthalene was the only analyte in the indoor air samples detected at a concentration that exceeded the NRIASL. The indoor levels of Naphthalene mirrored the concentration found in the outdoor control sample and all were reported as J-flagged estimated concentrations. However, no Naphthalene was detected in any of the sub -slab soil gas samples indicating the Naphthalene in not attributable to VI sources. The indoor air sampling results showed only low levels of up to 15 of the remaining site -specific chemicals of concern. The concentrations of these ranged from 0% to 22% of the respective NRIASLs (and they were essentially at the same levels as the outdoor air control sample). 1 24 compounds were detected during the 2020 sampling but four (4) of those analytes have since been delisted from the current 2022 NCBP screening level tables —4-Ethyltoluene, Acetone, Ethanol, and Trichlorofluoromethane (Freon 11). Additional Vapor Intrusion Sampling Report (Rev 0) National Linen Service Site (NCBP Project #24028-20-065) Wilmington, North Carolina June 23, 2022 Page 2 The two sub -slab soil gas sampling locations for further REC evaluation at the northwest and southwest corners of the building resulted in only six negligible detections, ranging from 0% to 4% of the respective NRSGSLs. Hence, these RECs presented no VI concerns within the building. To further evaluate VI risks from the sampling, the maximum concentrations of each detected analyte were entered as exposure point concentrations in the NCDEQ Risk Calculator (January 2022 version). The indoor air sampling results showed negligible (acceptable) VI risks for both residential and commercial end use of the building. From a commercial endpoint basis (e.g., Non -Residential Worker Soil Gas to Indoor Air pathway) the Risk Calculator also indicated only a negligible risk potential. However, for the Residential Indoor Air pathway, while the target carcinogenic risk was acceptable, an unacceptable hazard index greater than 1 was predicted. This was due to the elevated presence of TCE in the soil gas at sample location SS-5 near the southeast corner of the Main Laundry area. Although the risk analysis predicted an unacceptable hazard index of 1.6 for residential indoor air from TCE in soil gas, the actual indoor air sampling results showed no detections of TCE, with a hazard index of only 0.13, based on the maximum detections of 15 other compounds. Since the ratio of indoor air to sub -slab soil gas results was zero (i.e., no TCE was detected in the indoor air samples), no further action is necessary for either residential or commercial use per current NCBP guidelines. In conclusion, multiple lines of evidence from this round of assessment, coupled with the September 2020 sampling at the former National Linen Service site, show that the risk of VI is negligible/acceptable for the planned commercial (non-residential) use of the building. 2.0 INTRODUCTION The site is comprised of one parcel (1.87 acres) zoned for urban mixed -use redevelopment, which is occupied by a vacant 43,000-square-foot building (a former industrial laundry) and paved parking. A topographical site map is provided in Figure 1. Current plans are to repurpose the site to commercial use as a music venue, brewery and restaurant. The proposed redevelopment plan is provided in Figure 2. The sampling was performed in accordance with the approved work plan (Revision 2) submitted on April 22, 2022. The goal of the additional assessment was to further evaluate the indoor air within the building. This was due to the presence of TCE in one soil gas sample in the Main Laundry during the sub -slab soil gas sampling effort in September 2020. The scope of work also included two additional soil gas sampling locations at the northwest and southwest corners of the building (within the Ironing & Laundry Sorting area, and in the vicinity of the UST pit with prior contaminated groundwater, respectively) to further evaluate identified RECs at the site. The indoor air sampling and building inventory took place May 11, 2022. The soil gas probe installations and sampling occurred the following day (on May 12t", immediately after collection of the indoor air samples). Copies of the Table 1 Property Summary and the Table 2 Sampling Summary (VI Only) from the work plan are included for your reference. 3.0 SAMPLING SUMMARY The work involved with this assessment included: • Site reconnaissance of building and surrounding property to photograph conditions and complete the Indoor Air Building Survey and Sampling Form. • Collection of four (4) 24-hour air samples using individually certified 6-L Summa canisters: o Three (3) indoor air samples from within the National Linen building at locations of Sept 2020 sub -slab exceedances greater than RSGSLs o One (1) ambient air (control) sample obtained outside the building (upwind) and within parcel R05413-040-002-000 0 24-hour flow regulators o Total of four (4) EPA Method TO-15 SIM/Hi-Lo level lab analyses for site -specific analyte list compounds • Collection of 10 concurrent sub -slab soil gas samples from nine (9) locations using batch certified 1-L Summa canisters: o Three (3) sub -slab soil gas samples from within the building at same locations of prior RSGSL exceedances in 2020 o Four (4) sub -slab soil gas samples in the vicinity of the prior RSGSL exceedance for TCE in the Main Laundry area o One (1) sub -slab soil gas sample within Ironing & Laundry Sorting area (at north end of 5t" Avenue) o One (1) sub -slab soil gas sample in the vicinity of the UST pit with contaminated groundwater (at south end of 5t" Avenue) 0 10-minute flow regulators o One (1) duplicate sample using a stainless -steel tee o Total of 10 TO-15 standard lab analyses (site -specific analyte list) Figure 3 summarizes the indoor air and soil gas sampling locations (including duplicate/control samples), as well as building and parcel delineation. 4.0 SITE ACTIVITIES The assessment activities detailed below were performed in general accordance with the VI Guidance (NCDEQ DWM Vapor Intrusion Guidance dated March 2018 — Version 2) and the approved work plan. The building was vacant at the time, so no occupant interference occurred Additional Vapor Intrusion Sampling Report (Rev 0) National Linen Service Site (NCBP Project #24028-20-065) Wilmington, North Carolina June 23, 2022 Page 4 during the testing. Also, there is no intact/operational heating, ventilation and air conditioning (HVAC) system for the building. 4.1 May 11, 2022 Placement of Indoor/Ambient Air Samoles Upon arrival to the site, the indoor air and ambient air (background/control) samples were initiated at the locations noted on Figure 3. Each of the individually certified 6-L Summa canisters were fitted with 24-hour flow regulators and tubing was attached to tripods so that the inlets were at breathing zone height. Due to a 30% chance of rain overnight, the proposed location of ambient sample A-4 was changed from the southeast open parking lot to beneath the building awning at the exterior of the East Storage area (to protect the canister and collected sample). This location change has been reflected on the attached drawing. The wind direction over the sampling period was out of the NNEz, thus the sample was generally obtained upwind of the building, per the work plan. Details of the air sampling are noted on the attached Table 3 — Vapor Intrusion Indoor Air Sampling Form. Chemical Survey After the air samples were initiated, the NCBP Indoor Air Building Survey and Sampling Form (Appendix A) was completed by performing a room -by -room walkthrough and photographing current conditions. At the time of the previous testing (September 2020), the site had four tractor trucks and three moving trailers parked at the northeast of the site outside the Ironing & Laundry Sorting area, along with numerous stored items (culvert, piping, metal items, and debris) along the northeast, east and southeast perimeter. During this sampling visit, however, nearly all those items had been removed, leaving only a few reusable items (e.g., a stack of bricks, a section of fencing, some window frames, and an awning roof) remaining outside the building. Similarly, during 2020, the building interior contained various materials stored by a moving company (wood panels, pallets, furniture, a piano, and cabinets), as well as multiple crates that contained costumes, movie sets/materials, and furniture/furnishings that were warehoused at the site by film production entities. During this visit, the entire building interior had been emptied of those items. Except for some dilapidated ceiling tiles and miscellaneous trash/debris, no potential indoor air contamination sources were identified. Photographs of the site on this date are located online at this link (https://photos.app.goo.gl/YKzLDR7lKwiP5iGb7). 2 Based on meteorological data collected by the nearest personal weather station (Woodlawn - KNCWILM1231), located less than 1 mile south of the site on Woodlawn Avenue. Additional Vapor Intrusion Sampling Report (Rev 0) June 23, 2022 National Linen Service Site (NCBP Project #24028-20-065) Page 5 Wilmington, North Carolina 4.2 May 12, 2022 Collection of Indoor/Ambient Air Samples RDHEC returned to the site the following day prior to the end of the 24-hour sampling period for the indoor and ambient air samples. The gauges on each of the canisters were checked and found to be nearing completion (approximately one hour remaining). While waiting, locations for the sub -slab soil gas samples were identified per the work plan and sampling media was staged at the probe sites. The indoor air and ambient sample canisters were each stopped once the sample time had reached 24 hours. The final pressure of each canister was -5 inches of mercury (-5" Hg) or greater. Temporary Sub -Slab Sampling Probes Once each of the air sample canisters had been collected and boxed, drilling and placement of the temporary sub -slab probes (Vapor Pins) was begun. A portable generator provided power for a hammer drill that was used to bore 5/8-inch holes in the concrete slab. Depths ranged from 11.5 to 15 inches beneath the slab surface. Vapor Pins fitted with silicone sleeves were secured into each boring using a special tool and rubber hammer, then capped. The building has concrete floor slabs throughout, ranging from 4 to 7 inches thick. Each of the probes were placed into the concrete floor and compacted sands were found beneath each boring location. Details regarding probe depth and slab thickness are provided on the Vapor Intrusion Soil Gas Sampling Form (Table 4). The sample locations are shown to scale in Figure 3. By the time the last probe had been installed, the first vapor pins had equilibrated for approximately 3 hours or more', thus allowing collection of the soil gas samples to commence. Sub -Slab Soil Gas Sampling RDHEC collected 10 samples for soil gas analysis from nine (9) locations as outlined in the work plan. Each of these were sub -slab soil gas samples (— 1-ft depths beneath the slab). Three of the samples (SS-1, SS-6, and SS-7) were at locations where the only detections above screening levels were obtained during the 2020 sampling. SS-6, where the prior TCE detection occurred, also included a duplicate sample. Samples SS-2 through SS-5 were placed to surround the SS-6 location and evaluate the presence and/or migration of TCE. One sample was collected at the northeast of the building along South 5t" Avenue within the Ironing & Laundry Sorting area (SS- 8). The final sample (SS-9) was collected at the southeast of the building, near the former UST pit that had contaminated groundwater. The soil gas samples were collected using 1/4" Teflon tubing and batch certified 1-L Summa canisters per the laboratory protocol using quick connect and Swagelok fittings. Small 1- to 2- 3 Greater than the 20-minute stabilization time required in the Assessment Checklist for minimally invasive points. Additional Vapor Intrusion Sampling Report (Rev 0) National Linen Service Site (NCBP Project #24028-20-065) Wilmington, North Carolina June 23, 2022 Page 6 inch pieces of 1/4" and 3/8" Tygon or silicone tubing were used to make connections to various 3-way valves and fittings of the sampling trains. The individual canisters were fitted with 150 ml/min flow regulators that resulted in sample times of approximately 7 minutes. The duplicate sample was collected using a stainless -steel tee and a single flow regulator that resulted in an 8- min sample time across the two canisters. New tubing and supplies were used for each sampling train, canister connection, etc. The various sample locations and lab results for detected analytes (from the current and prior assessments) are noted Figure 3. Shut -In and Leak Check Tests The probe tubing was connected to the sampling train and a shut-in test was performed to ensure connections exhibit airtight conditions over a period of 2 to 3 minutes for each location. A shroud was placed over each probe and sampling train. Helium was introduced into the shroud to a concentration of —20% or greater and documented using a portable MGD-2002 helium monitor. The probe tubing was then purged of a minimum of three dead volumes using a 60-ml syringe. Each probe location was purged into a 0.5-L Tedlar bag, which was removed from the sampling train and its contents monitored for helium levels using the monitor. Successful leak checks were obtained from each location (i.e., the purged soil gas contained less than 5% of the initial shroud concentration of helium). Following the leak checks, the samples of soil gas were then collected into a 1-L stainless steel Summa canister at each location (location SS-6 employed an inline tee to collect a duplicate sample for quality assurance purposes). Following completion of the sampling at each location, post -sampling leak checks were performed using helium, as described earlier. No helium leaks were noted during the post -leak tests. Afterward, the probe tubing and Vapor Pins were removed from each location and the borings were grouted flush to the slab foundation level with cement. Sample Shipment and Analysis Each of the collected samples were couriered to a certified laboratory (Eurofins) under proper chain of custody for analysis using EPA Compendium Method TO-15 "Determination of Volatile Organic Compounds (VOCs) in Air Collected in Specially -Prepared Canisters and Analyzed by Gas Chromatography/Mass Spectrometry (GC/MS)". A "Site Specific COCs - SLs — RLs" list was included with the samples confirming that the laboratory reporting limits met the latest Residential Indoor and Sub -Slab Soil Gas Screening Levels when 6-L and 1-L Summas are used4. The analyses were as stated in Table 2 (from the Work Plan) for both the indoor air and sub -slab 4 The lab reporting limit (RL) for the air samples was higher than the extremely low screening level for Naphthalene. Therefore, a request was made to report any detections with J-Flags to the minimum detection limit (MDL) on all analyses. Photographs of the sampling tasks at the site on this date are located online at this link (https:Hphotos.app.goo.gl/PHgugBgriLR4TBz59). 5.0 SUMMARY OF FINDINGS Sub -Slab Soil Gas Sub -slab location (SS-5) had the only detected analyte in the soil gas that exceeded the NRSGSL. The contaminant was Chloroform at a concentration of 280 ug/m3, which was approximately five- fold greater than the NRSGSL of 53 ug/m3. TCE was also detected in six sub -slab samples (five locations) under the building — in the Main Laundry and SW Storage areas. But only three sample locations within the Main Laundry area had levels above the residential soil gas screening level (RSGSL) of 4.1 ug/m3. Concentrations of TCE were found to be well below the NRSGSL of 180 ug/m3 (8% to 47%) The two additionally requested soil gas sampling locations at the northwest and southwest corners of the building for further REC evaluation resulted in only six negligible detections, ranging from 0% to 4% of the respective NRSGSLs. Ambient/Indoor Air The air sample findings detected only Naphthalene at a concentration equal to or above either the Residential or Non -Residential Indoor Air Screening Levels (RIASL or NRIASL) of 0.083 and 0.36 ug/m3, respectively. The levels of Naphthalene in the three (3) indoor air samples and ambient control sample were essentially the same, ranging from 0.36 to 0.39 ug/m3. The level of Chloroform in the ambient air control sample was 13% of the NRIASL and 58% of the RIASL. The indoor air sample concentrations of Chloroform were largely the same, ranging from 13% to 15% of the NRIASL and 55% to 67% of the RIASL. Risk Assessment Analysis To further evaluate VI risks from the sampling, the maximum concentrations of each detected analyte were entered as exposure point concentrations in the NCDEQ Risk Calculator (January 2022 version). The indoor air sampling results showed negligible (acceptable) VI risks for both residential and commercial end use of the building, as summarized below: Additional Vapor Intrusion Sampling Report (Rev 0) National Linen Service Site (NCBP Project #24028-20-065) Wilmington, North Carolina NCDEQ Risk Calculator — Indoor Air Pathway Resultss June 23, 2022 Page 8 (Note - Naphthalene was not in this pathway evaluation since it was only present in ambient and indoor air due to off -site sources and Naphthalene was not detected in any of the 10 soil gas samples collected beneath the building.) RDHEC also ran the Risk Calculator using the highest levels of detected analytes in the sub -slab soil gas samples. It was found that from a commercial endpoint basis (e.g., Non -Residential Worker Soil Gas to Indoor Air pathway) the Risk Calculator indicated only a negligible risk potential, with cumulative carcinogenic risk and a non -carcinogenic hazard quotient of 5.6E-6 and 1.2E-01, respectively. For the Residential Indoor Air pathway, the target carcinogenic risk was acceptable, however, the hazard index exceeded 1.0. This was due to the elevated presence of TCE in the soil gas at sample location SS-5 near the southeast corner of the Main Laundry area. The VI risk calculations from the soil gas samples are tabulated below: NCDEQ Risk Calculator — Soil Gas to Indoor Air Pathway Results Although the risk analysis predicted an unacceptable hazard index of 1.6 for residential indoor air from TCE in soil gas, the actual indoor air sampling results showed no detections of TCE and the indoor air hazard index was only 0.13, based on the maximum detections of 15 other compounds. This suggests that the impacted area beneath the slab is relatively limited, and/or the concrete slab is providing at least 47-fold more effective VI attenuation than the default attenuation factor (AF) used in the risk model6. Printouts of the data input sheets and NCDEQ Risk Calculator results of the risk assessment are provided in Appendix C. S Acceptable risk is defined by the DWM VI Guidance as target carcinogenic risk levels ranging from 1E10-4 to 1E10-6 and a Hazard Index of less than 1 6 Given the limit of detection (LOD) was less than 0.053 ug/m3 for TCE in the indoor air analyses (no TCE was detected), and the maximum TCE concentration in the soil gas samples was 83 ug/m3, the AF would be 0.0006. This is 47 times (— 5 orders of magnitude) lower attenuation through the slab than calculated by the default residential soil gas to indoor air AF of 0.03. Additional Vapor Intrusion Sampling Report (Rev 0) June 23, 2022 National Linen Service Site (NCBP Project #24028-20-065) Page 9 Wilmington, North Carolina Conclusions Considering the above findings, below is a summary of additional conclusions from this VI sampling effort: • There was no Naphthalene detected in any of the soil gas samples. Therefore, the presence of this contaminant in indoor and outdoor air is from urban/off-site sources rather than VI. • The presence of Chloroform in the soil gas was discounted as the result of decades of municipal water supply use at the laundry (i.e., from chlorination rather than a VI contaminant). • The locations and concentrations of the TCE detections suggest a small area of impact that is limited to the southeast quadrant of the Main Laundry area of the building (sample locations SS-4, SS-5 and SS-6). • The indoor air sampling from the three indoor air locations showed acceptable Chloroform levels for both residential and non-residential use and no detections of TCE in the indoor air within the building. • Per the guidelines, since the ratio of indoor air to sub -slab soil gas results was zero (i.e., no TCE was detected in the indoor air samples), no further action is necessary for either residential or commercial use. • Since there are existing floor trenches and pathways in the Main Laundry area, the lack of TCE indoors suggests that: o there is minimal TCE beneath the footprint of the building, and o the existing slab is mitigating and/or attenuating levels to those found in the ambient air background sample. o It is RDHEC's opinion that a combination of both these factors resulted in no TCE in the indoor air. o The existing trenches will be sealed once final upfits to the building are completed. o A commercial -grade HVAC system will be installed and operational following renovations. This will provide greater air changes than residential systems, further mitigating the risk of VI. Multiple lines of evidence from this round of assessment, coupled with the September 2020 sampling at the former National Linen Service site, show that the risk of VI is negligible for the planned commercial (non-residential) use of the building. Consequently, no further assessment or mitigation are warranted per current NCBP guidelines. 6.0 QUALITY ASSURANCE/QUALITY CONTROL (QA/QC) RDHEC followed the NCBP Checklist guidance for duplicate sample collection frequency of one duplicate per 20 samples, per media, per method, per day. For the three indoor air samples, the ambient background sample was used as a control sample (i.e., duplicate). For the nine (9) sub- Additional Vapor Intrusion Sampling Report (Rev 0) June 23, 2022 National Linen Service Site (NCBP Project #24028-20-065) Page 10 Wilmington, North Carolina slab soil gas sample locations, one duplicate was obtained at SS-6 in the Main Laundry area where TCE was found to be above the RSGSL from the September 2020 sampling event. During the shut-in test for the sampling train, the initial canister pressures were noted and logged. None of the initial canister vacuum readings were less than -29 inches mercury. The air sample canisters were stopped when the internal vacuum reached -5" Hg (or when sample time had reached approximately 24 hours). The sub -slab canisters were each stopped at -5" Hg to ensure that sufficient residual vacuum was retained during shipment to the laboratory and that a time -weighted sampling period concentration could be documented. (Sample SS-4 was stopped at -5 "Hg but when the gauge was tapped, it went to - 4" Hg.) Dedicated sampling trains comprised of new tubing, fittings, and syringes were used for each sample location. To prevent possible cross -contamination, no probe/sampling train materials were re -used between sampling locations. With canister sampling, there are minimal QA/QC requirements other than ensuring the valve is securely closed and a Swagelok cap fitting is placed on the inlet port. The canisters were labeled with the date, site information, sample identification number, initial and final vacuum readings and sampling times, and the requested analyses. They were then placed into laboratory -supplied shipment containers for shipment back to the laboratory for EPA Method TO-15 analyses. The laboratory analytical request form was completed and enclosed with the canister shipment to the laboratory for the above -specified analyses under standard chain -of -custody protocol. Due to the extremely low screening levels involved with residential indoor air sampling (RIASLs), RDHEC requested individually certified 6-L Summa canisters and the TO-15 Hi/Lo analysis, which includes TO-15 SIM with TO-15 Low Level analysis to achieve the lowest reporting levels (RLs). Depending on the residual vacuum, or if dilutions were necessary, should an analyte exceed the target screening level, the lab was requested to J-flag the result to the minimum detection limit (MDL) to get closer to required level of detection (see earlier discussion regarding Naphthalene detections). 7.0 INVESTIGATION DERIVED WASTE (IDW) MANAGEMENT The borings from the sub -slab placement of the Vapor Pin probes with the hammer drill created a small quantity of waste (concrete dust). This material was collected using a dust broom and placed in a trash bag, then disposed in a trash can. No hazardous levels were encountered that required containerizing or further waste characterization/disposal. The laboratory performed analysis via modified EPA Method TO-15 using GUMS in the Full Scan and SIM acquisition modes. The method involves concentrating up to 1.0 liters of air. The concentrated aliquot is then flash vaporized and swept through a water management system to remove water vapor. Following dehumidification, the sample passes directly into the GUMS for analysis.
