Subject: Brownfields Soil Management Options

Mr. Tucker:
The North Carolina Department of Environmental Quality (DEQ) Brownfields Program received
the In -Situ Soil Characterization Report submitted on May 27, 2021 (Report) that included a
request to export up to 1,550 cubic yards of soil from the Bookers Garage Brownfields Property
(23074-19-060). Additional information regarding the proposed receiving sites was also provided
on May 28, 2021. This request was submitted on your behalf by Ms. Alexis McKenzie of Hart &
Hickman, PC (H&H).
Based on our review of the data provided, the DEQ Brownfields Program agrees that these soils
may be exported to the following options. In -situ soils characterized by EX-1 through EX-3
detailed in the Report may be managed at Reeve's Landfill (2323 Salome Church Road, Charlotte,
Mecklenburg County, Permit No. 60-S-LCID), Old 27 Landfill (1222 Old 27 Highway, Mount
Holly, Gaston County, Permit No. 36A-LCOD-2010), or a Construction & Demolition (C&D)
Landfill, or a Municipal Solid Waste (MSW) Landfill, or at another Brownfields Property with
prior DEQ Brownfields approval. Other options may be available; however, DEQ requires that
the receiving facility be identified and approved prior to export. The receiving facility should have
metals concentrations which are consistent with those from the Brownfields Property.
All soil export must be conducted under a DEQ Brownfields approved Environmental
Management Plan (EMP). Soils should be field screened during excavation prior to export from
the property. If unanticipated impacts are identified during excavation, please refer to the EMP
for further actions and cease transfer until appropriate characterization can be completed. In
addition, in accordance with the Bookers Garage EMP, an annual Redevelopment Summary
Report will be submitted to DEQ Brownfields. Details related to the disposition of this soil

including but not limited to, total volume, general description of field screening efforts, etc. should
be included with the Redevelopment Summary Report.

necessary permits, licenses or certifications which may be required from other state or local
