HomeMy WebLinkAbout25019_RE_ [External] Linden Mill Slope tree removal_Email Response 20221114From:Alvalle, Miguel A To:Minnich, Carolyn; Todd Elliott Cc:Mark Miller Subject:RE: [External] Linden Mill Slope tree removal Date:Monday, November 14, 2022 11:07:41 AM Todd, Here is some of the items I have included in various correspondence related to working in the area: A NC Accredited Asbestos Supervisor should be available to review each task and ensure the task is completed safely according to asbestos best practices to minimize the disturbance and/or exposure of asbestos. Personnel air monitoring is recommended during the task. Air samples can be analyzed using NIOSH Method 7400, a Federally approved method for airborne fibers of any type (wood, asbestos, other). NCDEQ, and NCDHHS will require precautions for any disturbance to asbestos-containing material during all phases of work at the property. This task should be completed with no disturbances of asbestos containing materials. There should be no removal or digging into any soil or gravel located on the property. There should be no removal of asphalt or concrete surface cover. The location of all utilities is the responsibility of the contractor. The contractor will be responsible for locating and protecting all subsurface infrastructure and utilities, obtaining any permits or registrations and pay for any fees. NCDEQ DWM staff Migue Alvalle (919-814-6401) Carolyn Minnich (704-66-0330) should be notified 2 business day ahead of commencing any fieldwork at the property. NCDEQ DWM staff should be updated on any change in the scheduled. NCDEQ DWM will act as the community liaison between the work to be completed and the community. NCDEQ DWM staff or property manager should be updated on the activities and progress. Any inquiries or concerns from residents should immediately be forward to NCDEQ DWM staff or property manager to directly respond. Contractor should have large enough perimeter safety zone around the work area and always maintain good zone control. Dust suppression measures shall be used before and during each task and available to be scaled as needed during the work. NCDEQ DWM should be contacted immediately if any chances of scope are necessary where additional asbestos protective measures are needed. NCDHHS Jeff Dellinger (Office: ( 919) 707-5972 ) is also available for consultation as needed during the task. Any clean-up should use a broom or use a water hose to clear sidewalks and driveways instead of a leaf blower. Ruts or tearing up ground from wheels need to be immediately repaired with clean topsoil, seed and matting to limit exposure or erosion. Regards, Miguel Miguel Alvalle, P.G. Based on what you have outlined below, they will not be removing the root ball or tree below ground. The main issue would be heavy truck making ruts or tearing up ground from wheels. Miguel, you have been working with local utility companies for digging, do you have verbiage or details we should give to them? I am out this morning for dental work, root canal. Do not click links or open attachments unless you verify. Send all suspicious email as an attachment to Report Spam. Carolyn and Miguel, Linden Mill was contacted yesterday by Asplundh Tree Experts. They are seeking permission to remove a dead sycamore tree on the slope on behalf of Duke Energy. The tree has potential to damage the power lines. To remove the tree a bucket truck would need to be located on the grass close to the slope. Other heavy equipment would either be located on the grass or at the bottom of the slope on the road. They would cut the trunk as close to the slope as possible, just leaving the stump in the ground. All other wood,debris would be removed from the area. Asplundh would like to perform the removal in the coming days. Picture of the tree in question is attached. Do you have any requirements, safety measures or suggestions for Linden Mill to move forward with this matter?
