(Geosyntec) is providing this data package to present the analytical results for soil stockpile sampling located on the 41 Harnett Street portion of the Almont Shipping II Brownfields Property (NCBP No. 23080-19-065). The soil stockpile was generated during development of the paved parking lot located on the 19 Harnett Street property. This soil needs to be relocated to accommodate soil and groundwater testing and future redevelopment. A 27 March 2020 Work Plan for Stockpile Sampling and Relocation was approved by North Carolina Department of Environmental Quality (NCDEQ) on 30 March 2020. The sampling was performed in accordance with the Work Plan on 7 April 2020. Two composite samples, each consisting of five (5) aliquots from five (5) separate soil borings, were collected and analyzed for semi -volatile organic compounds (SVOCs) by EPA Method 8270, organochlorine pesticides by EPA Method 8081, the eight (8) Resource Conservation and Recovery Action (RCRA) metals by EPA Method 6010 and 7471, and hexavalent chromium by EPA Method 7199. Two grab samples from two of the aliquots was also analyzed for volatile organic compounds (VOCs) by EPA Method 8260. Aliquot locations are shown on Figure 1. The results (detections only) are shown in the attached Table 1. The laboratory analytical report, which includes a trip blank for VOCs and Level `B" Quality Control (QC), is provided in Attachment A. Only one metal (arsenic) and two polynuclear aromatic hydrocarbons (PAHs) were detected above a default direct exposure NCDEQ Preliminary Soil Remediation Goals (PSRG). The detected concentrations are consistent with typical background and/or anthropogenic levels in urban soils. To further assess the risk to exposure to these soils, Geosyntec used the NCDEQ Risk Calculator (NCDEQ, December 2019) to evaluate cumulative cancer and non -cancer risks to human health Ms. Caroline Goodwin 21 April 2020 Page 2 using the collected analytical data. The risk evaluation was conducted in general accordance with the Revised Technical Guidance for Risk -Based Environmental Remediation of Sites (Risk -Based Guidance) (NCDEQ, 2020). The maximum detected concentration from each chemical from the 2020 sampling event was input into the calculator as a conservative measure and per the Risk - Based Guidance. The results of the screening do not indicate unacceptable cumulative health effects (cancer and non -cancer) for the receptors considered, including residential. The direct output from the NCDEQ Risk Calculator results is presented in Attachment B. Geosyntec will notify NCDEQ when another Brownfields site or facility is identified for relocation of the soil stockpile. The export location will be approved, in writing, by NCDEQ prior to soil relocation. We look forward to your review of these results.
