ECS's additional services were provided in accordance with the Seaboard Station Block B In -Situ Assessment Work Plan Revision No. 0.0 dated May 30, 2020 and approved on June 8, 2020. This environmental assessment was performed following approval by the North Carolina Department of Environmental Quality (NCDEQ) Division of Waste Management (DWM) Brownfields Program (the Program). Included in this report is a description of the field activities, the results obtained, and our conclusions and recommendations. On November 18, 2020, ECS contracted with Quantex, LLC (Quantex), a North Carolina Certified Well Contractor (NCCWC) based out of Wendell, North Carolina, to conduct the drilling activities for the soil sample collection using a direct push technology (DPT) track mounted drill rig. Three borings, B-1 through B-3, were advanced to a total depth of 15 feet below ground surface (bgs). Representative soil samples were then collected from the 5-foot interval from 10 to 15 feet bgs from each of the three soil borings within the Block B cell identified as Area 1. Figure 3 has been included as an In -Situ Sample Boring Location Map (Block B). The three representative soil samples collected from the 10 to 15-foot depth horizon interval of each boring were composited by gently mixing the three representative samples together, resulting in the collection of one representative composite soil sample for laboratory analysis. The composited sample was collected into laboratory supplied/preserved containers. In addition, one duplicate sample, identified as DUP-7, was collected for Quality Assurance/Quality Control (QA/QC) purposes. Following collection, the confirmation soil sample, identified as 131-3R, and its duplicate, identified as DUP-7, were placed within an ice chilled cooler for courier transportation to the North Carolina certified laboratory to be analyzed for hexavalent chromium (Cr VI) by EPA Method 7199. Borings were abandoned by the NC Certified Well Contractor upon completion in accordance with North Carolina Administrative Code (NCAC) 2C standards. Laboratory analysis of B1-3R did not report Cr VI at concentrations above its laboratory Method Detection Limit (MDL). The laboratory analytical report and a copy of the Chain of Custody (COC) are included as attachments. Based on this summary report's findings, ECS concludes that the previous representative composite soil sample, identified as 131-3 and collected on June 26, 2020, with a reported estimated concentration of Cr VI above its Residential Preliminary Soil Remediation Goal (PSRG), has been sufficiently re -assessed via the collection and analysis of confirmation soil sample identified as B1-3R. Cr VI concentrations in both confirmation soil sample B1-3R and its duplicate (DUP-7), have been reported to be below the laboratory's Method Detection Limit (MDL) of 0.255 milligrams per Kilogram (mg/Kg). Based upon these results ECS believes that excess fill from Block B Area 1 grading and construction activities be beneficially re -used at NCDEQ approved off -site commercial/industrial locations, other brownfields sites, and municipal solid waste (MSW), construction/demolition (C&D), or land clearing/inert debris (LCID) landfills.
