Prior to redevelopment, the 1.68-acre site consisted of multiple commercial buildings with associated parking and driveways. The site entered into the North Carolina Department of Environmental Quality (NCDEQ) Brownfields Program and has a Brownfields Project No. of 24004-20-060. On November 16th, 17th, and 19th of 2021 Choate Construction delivered, in total, 61 cubic yards of topsoil to the site from Lanier Site Services, Inc. in Pineville, North Carolina (Figure 3 – see Area 2). 1.2 Proposed Sampling The site is near completion of redevelopment for office and retail use. In accordance with the Land Use Restriction (LUR) 15.d. of the Brownfields Agreement (BFA) and the approved Environmental Management Plan (EMP) for the site (approved on April 23, 2020), this work plan has been developed for the collection of surficial soil samples in portions of the site not covered by hardscape. The site green space has been divided into six (6) representative areas and five soil borings will be advanced in each area to a depth of two feet below the ground surface (bgs) (Figure 3). One set of soil samples (grab and composite) will be collected from each area. This work plan for the final grade soil sampling will be required to be approved by the Brownfields Project Manager prior to its implementation. The data collected during this assessment is intended for use only by Brownfields and not by other NCDEQ programs. 2.0 SCOPE OF WORK 2.1 Sample Collection Soil sampling will occur from the green space at the site which has been subdivided into six (6) representative areas (Figure 3). Each composite sample will be comprised of individual grab soil samples collected in re-sealable bags from each boring within each area. An individual soil sample will be collected from zero to two feet bgs at each sample point to be composited. Additionally, an individual soil sample and a duplicate sample will be collected from one to two feet bgs from each boring within each area for the grab sample analysis. The individual and duplicate samples will be placed immediately in re-sealable plastic bags after collection and the bags will be sealed. The duplicate sample bags will be placed on ice to prevent volatilization prior to screening of the individual bags. Each individual sample will be screened using a photoionization detector (PID) or similar device for volatile organic vapors. The individual grab soil sample with the highest PID reading per area from each of the one to two-foot section will be appropriately packaged in laboratory-supplied containers from its duplicate re-sealable bag and submitted to a North Carolina certified laboratory to be analyzed for volatile organic compounds (VOCs) using EPA Method 8260. Subsequently, each of the grab soil samples from zero to two feet bgs per area will be gently mixed together and one composite soil sample per area will be Final Grade Sampling Work Plan Seventh Street Properties Brownfields Project Number 24004-20-060 ECS Project No. 49:8832-C October 11, 2022 3 submitted for analysis for semi-volatile organic compounds (SVOCs) using EPA Method 8270, Resource Conservation and Recovery Act (RCRA) metals using EPA Method 6020, and for hexavalent chromium (Cr VI) by EPA Method 7199. 2.2 Deviation from Approved Plan This work plan is intended to be dynamic and to be adapted to specific and actual site conditions. Accordingly, should such conditions warrant a change either by addition, deletion or modification of a procedure, such may be accomplished with agreement between CC Elizabeth on Seventh, LLC representatives and ECS after consultation with, and subject to approval by the Brownfields Program. Such changes will comply with applicable local, State and Federal rules and regulations. A written amendment shall be prepared and submitted to the Brownfields Program for approval prior to implementation. Amendments must have the approval of the Brownfields Program prior to implementation. 3.0 SAMPLING METHODOLOGY 3.1 Sampling Methodology Soil sampling and analysis is to be conducted for VOCs by EPA Method 8260, SVOCs by EPA Method 8270, RCRA metals by EPA Method 6020, and for Cr VI by EPA Method 7199. A total of one representative soil sample (one grab and one composite pair) will be collected from each of the six (6) areas on the site (Figure 3). An individual soil sample and a duplicate will be collected from zero to two feet bgs and one to two feet bgs at each sample point with the use of a pre-decontaminated hand auger. The individual and duplicate sample will be placed immediately in re-sealable plastic bags after collection and the bags will be sealed. The ECS environmental professional will observe and document a description of the soil, note the color and texture of the soil, and note if the soil exhibits staining or exudes distinguishable odors. The individual grab soil sample with the highest PID reading from each one to two-foot section will be appropriately packaged in laboratory-supplied containers from its duplicate re-sealable bag and submitted to a North Carolina certified laboratory to be analyzed for VOCs. Subsequently, each of the grab soil samples from zero to two feet bgs will be gently mixed and one composite soil sample per area will be submitted for analysis for SVOCs, total RCRA metals, and for Cr VI. Laboratory results of the soil samples will be compared to the most current version of the NCDEQ Residential Preliminary Soil Remediation Goals (PSRGs) and Industrial/Commercial PSRGs. The objective of this work plan is to maintain the liability protections offered by the Brownfields Program by characterizing surficial soil not covered by hardscape at the site after redevelopment. 4.0 LABORATORY ANALYSIS 4.1 Soil Analytical Following sample collection, the sample containers will be labeled and maintained under chain- of-custody until delivered to a North Carolina certified laboratory. A Chain-of-Custody document will be utilized throughout the collection and transportation of the samples. A summary of the proposed samples and analysis is provided in Table 1. The laboratory’s Reporting Limits (RLs) and/or Method Detection Limits (MDLs) will be reported at or below the Residential Preliminary Soil Remediation Goals (PSRGs) (to the extent feasible) and J Flags (laboratory estimated concentrations) will be reported. A Level II QA/QC package will be reported by the laboratory. 5.0 QA/QC A duplicate composite and grab sample will be collected and submitted for analysis from one of the sample areas. 6.0 INVESTIGATION DERIVED WASTE (IDW) MANAGEMENT Limited investigation derived waste (IDW) is expected to be generated during the activities described in this work plan. IDW generated (i.e., soil cuttings) during the sampling activities, the soil will be used to backfill the borings and/or thinly spread in the vicinity of the borings. 7.0 REPORTING Subsequent to receiving the final laboratory analytical report, ECS prepare a report documenting the field activities, sampling procedures, laboratory analytical results, applicable figures and tables, and conclusions for submission to the Brownfields Program. If unidentified and/or unexpected conditions are encountered during the assessment, CC Elizabeth on Seventh, LLC will be notified. The final letter report will include ECS’ registered Geologist Firm number and bear the seal of the certifying North Carolina Licensed Geologist or North Carolina Licensed Professional Engineer. The responsibility of notifying the NCDEQ and other external parties lies solely with CC Elizabeth on Seventh, LLC and/or with ECS acting on their behalf.
