Pressure field extension testing was performed at the Mt. Gilead Cotton Oil Company yesterday. A
table summarizing results is attached. The results demonstrate vacuum influence (>4 pascals) is
achievable throughout the slab at reasonable applied vacuum levels and flow rates. These data also
allow for blower selection/sizing if the system must be activated in the future.
Per Section 2.0 of the VIMS Design Report, I am requesting approval to abandon the temporary
vacuum monitoring points since pressure field extension testing has been successfully completed.
Also, I want to follow up on approval status of the VIMS Design Addendum #1, which provided for a
change in riser pipe routing.

Thanks for reaching out. I followed up with Kelly, he suggested at a minimum you provide a letter
that states the changes for vertical wall exhausts and that it will fully comply with the relevant
ASTM/AARST standard(s) regarding exhaust locations and still be fully protective of public health.
There are specific distances mentioned in the standards about how to determine distance to nearby
openings like windows and things.
Would that be practical for you to provide?

The developer is asking about changing the VIMS riser pipe routing to turn and exit the building
sidewalls rather than penetrate through the roof. The pipes would be located as currently planned,
but then would turn and exit the sidewalls just below the roof and then turn up and exhaust above
the roof. This is being considered to reduce the potential for leaks associated roof penetrations.
Would this change require approval of a design addendum, or can it just be documented in as-built
drawings?

The attached VIMS Design has been revised to address NCDEQ’s comments.
A few notes/responses to comments:
The rectangular entryway is not separated from the rest of the foundation, and vacuum
influence will extend beneath this portion of the building.
The features in the lower left corner of the building on sheet V2 are walk-in coolers/freezers
(no separate foundations).
Thanks for sharing the vapor pin insert – I will look at using that as an alternative on future
designs.

Good news, I was able to connect with Kelly today and review the VIMs. My comments are
attached. The design is acceptable, we just have a few suggested edits.
Previously you mentioned not wanting to penetrate the vapor barrier with sampling and
monitoring points. This may be a good option fo you. Just a suggestion, not a requirement.

Another issue is the certification language. In the work plan, you will need to use the standard
language in the checklist, with no variation. The current langue has been run through DEQ
legal and NC PE board as acceptable. I can not approve the work plan with changes in this
portion. It would need to be run through Bruce and Jay. This project does not have time to get
the legal review.
I am open this week if you want to review on the edit on TEAMS. We should be able to get
this project approved shortly.

The attached VIMS design has been revised to address NCDEQ’s comments.
I believe that each item was addressed. One modification was made to the certification statement
on the Installation Report/as-built drawings – the original language indicated that the design was
being certified, which is not appropriate for an installation report/as-built. An engineer certifying an
as-built can only certify that it was constructed in accordance with the design. They cannot certify
the design if they did not prepare the design. Ideally, the same engineer will complete the design
and as-built, but this isn’t always the case.
