Summary: An active VIMS is installed within the southern school building described
above. The system has three fans mounted on the exterior of the western end of the
building (Photo 1). Three trunk lines extract air from a combination of suction pits and
relatively short sub-slab trenches, most of which can be identified by vinyl floor tiles that
have been replaced following the installations (Photos 2 and 3). Liquid filled u-tube
manometers, riser labeling, vapor pins, valving and system alarms were visible during the
inspection. During the Site Inspection, DEQ requested that AECOM install labels on
exterior blower discharge piping.
Summary: During the Site Inspection, the future use of creek water for a proposed goat
enclosure was mentioned by maintenance staff at the school. This would not be allowed
based on Land Use Restrictions (LURU’s) for the property.

Based on vacuum measurements observed within the school building (Photos 4 and 5),
the VIMS appears to be generally operating as designed, although two vapor pins on the
eastern end of the building had no measurable vacuum influence (Photo 6). This
operation of this portion of the VIMS may need to be reevaluated.
There are large gardens present on the southwestern portion of the property which are
used to grow vegetables (Figure 7). Some areas appear to be slightly raised, while others
are not. Although a black fabric material is installed below the soil/mulch layer, it is
unknown if this material would prevent roots from the growing from plants above the
fabric, into native soil below the fabric.

Photo 1: Exterior active VIMS fans, exhaust risers, VIMS alarms, and lockable disconnects
located on western end of school building. Requested during Site Inspection that AECOM install
labels on exterior riser piping.
During the Site Inspection, maintenance personnel identified a proposed goat enclosure
area as being west of the existing vegetable gardens, and not to the south as shown on
Mid-Atlantic’s drawing depicting the proposed location of the goat pen (Photo 7 and
attachment). As mentioned previously, utilizing water from the creek to provide water for
the goats was mentioned while on-site which would not be allowed under the existing
LUR’s for the property. Following the Site Inspection, the goat enclosure, possible use of
water from the creek, presence of vegetable gardens and current condition of the VIMS
was discussed with the DEQ Project Manager.
