(II) FACILITY HISTORY: $1.99 Dry Clean X-Press is a petroleum solvent dry cleaning plant that has been owned and operated by Mr. Lomesh Patel since its establishment in November 2009. The facility is located in the Bethany Village Shopping Center between My Eye Dr. and a vacant retail space. The facility is open from 7 am to 7 pm M-F and 8 am to 5 pm on Saturday, and services one pickup location, Ace Cleaners (2430 Southwest Cary Pkwy) in Cary. Since the solvent-recovery system was installed after December 14, 1982, and the total manufacturers' rated dryer capacity is greater than or equal to 84 pounds, the facility is subject to the National New Source Performance Standard (NSPS) for Petroleum Dry Cleaners Subpart JJJ found in Title 40 CFR Part 60, Subpart JJJ (40 CFR Sections 60.620 through 60.625). The most recent solvent waste generated was transported to EWS Alabama Inc. in Glencoe, AL (EPA ID# ALD981020894). Three years of waste manifests were on site and available for review. Approximately 73 pounds of solvent waste are generated per month. In the past 12 months, 850 pounds of facility-generated waste were transported off site. The last waste pickup occurred on March 17, 2016, when a total of 850 pounds of non-hazardous waste were transported off site (liquid waste). One partially full 55-gallon drums of hazardous waste were observed on site at the time of the inspection (approx. 30 lbs.). The facility utilizes an onsite wastewater treatment unit (WWTU) to dispose of facility-generated contact water. (IV) INSPECTION SUMMARY: On May 24, 2016, Pam Moore, Compliance Inspector, with the North Carolina Division of Waste Management, Dry Cleaning Solvent Cleanup Act (DSCA) Program conducted a Compliance Inspection at $1.99 Dry Clean X-Press. The inspector met with Wesley Hawkins, store employee, who provided the inspector access to the facility's equipment and available records. The facility continues to use the same two dry cleaning machines observed during previous inspections. The machines are normally operated from 7 a.m. to 2 p.m. Monday through Friday and were observed in operation. No leaks were observed but the inspector did notice a small amount of wet lint/debris in the spill pan of machine #1. Separator water is collected in containers and treated onsite; no separator water was observed and a total of about 1.5 gallons is generated per day. Solvent filters are changed every three months and are drained more than 8 hours prior to removal and disposal. A nearly full drum of Ecosolv solvent was stored onsite, at the back of the facility in spill containment. An empty solvent drum was observed onsite, behind the dry cleaning machines. A 55-gallon waste drum is stored onsite near the presses in spill containment. A small amount of waste, only a few gallons, was in the drum. The vacuum pump is located in the boiler room. Pump condensate is drained into a container and treated onsite. No condensate was observed and less than one gallon of condensate is generated per day. The spotting table is near the presses and has a waste collection container. The inspector observed a purchase order for a 1-gallon container of Picrin but none was observed onsite; Mr. Hawkins knew nothing about the Picrin or any spotting agents. A 55-gallon solvent waste drum is stored near the presses in spill containment. The drum contained only a few gallons of non-hazardous solvent waste. The facility uses a Galaxy mister to treat contact water. The mister is located next to machine #1 in spill containment. The misting nozzle is mounted on the metal support of a large metal awning on the exterior rear of the building (see photo below). During the May 2015 inspection one of the lines leading to the misting nozzle was broken; the inspector observed that new copper lines have been installed to the misting nozzle (the facility sent in a photograph of the new lines after the 2015 inspection). Filters on the mister are changed once per year. The inspector observed a purchase receipt for replacement filters dated 5/17/2016. The facility has been keeping a daily inspection log of the mister on a form provided to them by the inspector during the 2013 inspection (the inspector gave Mr. Patel the petroleum compliance calendar during the May 2015 inspection but he chose to continue using the photocopied form). Ms. Moore told Mr. Hawkins that the facility only had to record the results of the WWTU inspection once per week but to be sure to always record the date the filters are changed; a 2016 petroleum compliance calendar was given to Mr. Hawkins. The operation manual for the mister was onsite, an emergency information form was completed and posted and spill cleanup material (pig mats) was stored onsite. The following is a summary of $1.99 Dry Clean X-Press's compliance with respect to the DSCA Required Minimum Management Practices provided in 15A NCAC 02S.0202, National New Source Performance Standard (NSPS) for Petroleum Dry Cleaners Subpart JJJ found in Title 40 CFR Part 60, Subpart JJJ (40 CFR Sections 60.620 through 60.625), and Recovery Act (RCRA) referenced in 40 CFR part 261.5 and 262. MMP VIOLATIONS - 15A NCAC 02S.0202 None NSPS VIOLATIONS - 40 CFR Part 60, Subpart JJJ None (V) CONCLUSIONS: Based on observations documented by the DSCA Inspector during the May 24, 2016 inspection, $1.99 Dry Clean X-Press is currently in compliance with the applicable regulations. (VI) ENFORCEMENT HISTORY (Penalties): None (VII) RECOMMENDATIONS: A DSCA Compliance Program Checklist (#01871) was issued to Mr. Wesley Hawkins, employee of $1.99 Dry Clean X-Press, indicating any compliance issues to be addressed (no response required). Mr. Hawkins was instructed to take the necessary actions to maintain compliance at $1.99 Dry Clean X-Press. A follow-up inspection should be conducted by May 24, 2017 to confirm compliance. Air and water lines (now copper) connected to misting nozzle of WWTU, a correction of a violation observed during the previous inspection when one of the lines was broken.
