HomeMy WebLinkAbout20130312$199DryCleanXPress_MEMO1 DSCA Memo To: File #920075C, Wake County From: Pam Moore Date: March 13, 2013 Re: $1.99 Dry Clean X-Press, Inspection Summary—In Compliance with MMPs Preferred Cleaners Davis Drive 3607 LLC, Property Owner Mr. Lomesh Patel, Owner 4400 Triland Way 3603 Davis Dr. Ste. 103 Cary, NC 27518 Morrisville, NC 27560 (919) 481-0441 On March 12, 2013, Pam Moore, Compliance Inspector with the North Carolina Division of Waste Management, Dry Cleaning Solvent Cleanup Act (DSCA) Program conducted an initial compliance inspection at $1.99 Dry Clean X-Press, a petroleum facility in Morrisville. The facility is open from 7 am to 7 pm M-F and 8 am to 5 pm on Saturday. It is attached to Triangle Eye Institute, and services one pickup store, Ace Cleaners in Cary, NC. Ms. Moore met with Mr. Lomesh Patel, facility owner. The facility received an outreach visit in November 2012 and had three violations relating to their wastewater treatment unit; it was not in spill containment, an operation manual was not on site, and a three-year maintenance and service history was not being kept. The Galaxy mister WWTU is now stored in spill containment, the operation manual for the mister is now on site, and Mr. Patel has an inspection log for the WWTU which he completes weekly. A WWTU filter purchase receipt dated 11/8/2012 was on site and the filters on the mister were change on 11/23/2012 and recorded in the inspection log. Mr. Patel said he changes the filters once per year. The facility continues to use two identical Union HL860 dry cleaning machines, one for dark clothes and one for light clothes. Both machines were observed in operation and no problems were noted. The machines are operated from 7:30 am to 2 pm M-F. Separator water is manually drained into collection containers and treated in the WWTU, and about 1 gallon is generated total per day. One 55-gallon waste drum is stored across from the dry cleaning machine in spill containment. The drum is labeled “non-regulated waste” and was about 1/3 full. Any contact water Mr. Patel deems “too dirty” to treat in the WWTU is disposed in the waste drum. A 55-gallon solvent drum was stored onsite, also across from the dry cleaning machine in spill containment. Mr. Patel said he buys one drum of solvent from Phenix Supply per year, occasionally two. An emergency information form was completed and posted, spill cleanup material was stored on site and waste manifests for the last three years were stored on site. The facility contracts with MCF Systems of Atlanta to haul their waste drum to the Clean Harbors facility in Hebron,OH (last waste manifest was dated 6/5/2012).  Page 2 Galaxy mister in spill containment, a correction of a violation from 2012 outreach visit.
