(II) FACILITY CLASSIFICATION:
HAZARDOUS WASTE GENERATOR CATEGORY - NA: Dry Clean Spot is not classified as a Hazardous Waste
Generator because the solvent being used is classified as non-hazardous and non-ignitable. The flash point of the
solvent being used is greater than 140°F. MCF Systems of Atlanta is contracted to remove solvent waste.
(III) INSPECTION SUMMARY: On March 23, 2017, Pam Moore, Compliance Inspector, with the North Carolina
Division of Waste Management, Dry Cleaning Solvent Cleanup Act (DSCA) Program conducted a Compliance Inspection
at Dry Clean Spot. The inspector met with Breanna Potter, store employee, who provided the inspector access to the
facility's equipment and available records.
The dry cleaning equipment is operated for an average of 4 to 5 loads per day, Monday through Friday, starting at 5 a.m.
No dry cleaning equipment changes, modifications, and/or additions were made since the previous inspection. The dry
cleaning equipment was operating per the manufacturer's specifications and in compliance with all applicable regulations.
Adequate spill containment was utilized for all dry cleaning equipment, solvent storage, and waste solvent storage areas.
The spill containment areas exceeded 110% of the largest solvent container and appeared to be free of cracks, breaks, or
damage. An emergency response plan was posted and dedicated emergency spill cleanup materials were readily available
at the time of the inspection. All wastewater containing dry-cleaning solvent was properly treated onsite. The onsite
wastewater treatment equipment (Galaxy mister) was properly maintained with the last documented filter change occurring
on January 23, 2017. Records pertaining to the maintenance of the mister were onsite, a correction of a violation from the
previous inspection. DSCA Petroleum Compliance Calendars were kept on site and were readily available for review; with
all required recordkeeping observed to be predominantly accurate and complete. Additional required recordkeeping (e.g.
waste manifests, etc.) were also readily available for review.
(IV) RECOMMENDATIONS: A DSCA Compliance Program Checklist (#01975) was issued to Ms. Breanna Potter,
employee of Dry Clean Spot, indicating any compliance issues to be addressed (no response required). Ms. Potter was
instructed to take the necessary actions to maintain compliance at Dry Clean Spot. A follow-up inspection should be
conducted by March 23, 2018 to confirm compliance.
