Environmental Current Use of Property: Mixed Use Structures on Property: Existing Structures Violation: No Vapor Mitigation Systems: Observed Vapor Mitigation Violation: No Use of Surface Water or Groundwater: Not Observed Water Use Violation: No Exposed Soils: Observed Exposed Soils Violation: No Summary: During the Site inspection, there were sections of vapor barrier visible within the former mill building (Photo 2), and sub-slab monitoring points visible in both the former mill building, and within the new construction apartment building. VIMS risers within both buildings were covered with sheet rock, and no attempt was made to gain access to the roof. During an inspection of the new apartment building, DEQ personnel noticed that although some of the monitoring points were sealed (Photos 4 and 5), many of the threaded monitoring point caps were missing, and the final brass cover plates were partially taped to the concrete slab over approximately half of the monitoring points (Photo 6). When some of these were temporarily removed, significant amounts of construction debris were observed within most of the monitoring points (Photo 7). Summary: N/A Summary: Former textile mill undergoing renovation as a mixed-use retail/residential apartment building, a separate new construction apartment building, and parking deck. Summary: Exposed soils present were consistent with EMP, and site development activities. Although not accessible from the building interior, there are plans within the VIMS design (Figure 6, Detail drawing 14, which should have been followed for any soil contact walls present within either building. PHOTOGRAPHS Photo 1: Former mill building visible in center of photo, with new construction apartment building partially visible in background and on right side of photo. The site inspection was performed as a result of recent sub-slab soil gas, and indoor air sampling performed within the new apartment building. There were numerous low-level detections of COC’s present in the sampling results including TCE, PEC, benzene, and naphthalene. Monitoring point sealing within the new apartment building is inconsistent, with numerous sub-slab monitoring point covers not sealed to the sub-slab monitoring points, and in many cases, significant amounts of construction debris were present within the monitoring points. Based on the inspection performed, the monitoring points should be cleaned out (shop vac or other method), and a method of sealing the monitoring points from indoor air should be proposed and implemented, with photo documentation provided. Photo 5: Expansion plug temporarily installed within monitoring point. Even with interior threads, this appeared to form a good seal within the monitoring point. Cap is located on top of the concrete slab, and not connected to sub-slab monitoring point in any way. Photo 7: Although construction debris was observed within the monitoring point shown in Photo 6, this example contained the most construction debris observed. Not all monitoring points were opened during the inspection.
