V. PHOTOGRAPHS

Photo 1: VIMS barrier inspection facing east.
The Site Inspection was performed during a H&H barrier inspection at the property. In general, the VIMS
barrier installation looked good, with a couple of areas identified by H&H where the barrier was too taunt to
lay flat along the bottom of some footer trenches. In these locations, the barrier was sliced, and large patches
were added to allow barrier to relax as needed (Photos 4 and 5).

During DEQ’s Site Inspection, it appeared that the VIMS barrier along the vertical concrete walls (Background
Photo 1 and Photos 6 and 7) would not be adhered to the vertical concrete wall and did not appear to match
any of the VIMP drawings. The design engineer was contacted during the site inspection, however, without
internal discussions, the inspector was not prepared to give verbal approval on the proposed barrier
modification. This was discussed with the DEQ project manager and the VI Specialist following the Site
Inspection and subsequently, H&H was contacted regarding this issue.

During a Teams call on May 17, 2022, H&H indicated that the VIMS barrier in Photos 6 & 7 had been extended
and adhered directly to the vertical concrete wall. This was verbally approved by DEQ during the Teams call,
and H&H will submit a VIMS Modification Request covering this barrier modification. In addition, the
Modification Request will cover the installation of the VIMS barrier on the inside of soil contact walls where
soil was inadvertently backfilled against some exterior walls prior to installing the VIMS barrier.

Photo 6: Based on field conversation, VIMS barrier to be terminated at wood ledger board.
After requesting verification, design engineer phoned and suggested terminating VIMS barrier
at exposed footer. Neither option appeared to match the VIMP drawings.

Photo 7: Another section of wall similar to Photo 6 although wooden ledger boards are
mounted directly on concrete wall footer.
