The western building Buildings 12-15, which were inspected consists of sub-slab and crawlspace suction lines. Crawlspace, interior and roof mounted active fans are present on the western building (Photos 1, 2 and 5). During the Site Inspection, inspectors checked that all fans were operational, and performed limited vacuum and smoke testing. As noted in prior site inspections, there are two crawlspace riser discharge locations approximately 4 ft above grade in close proximity to a sidewalk (Photo 3). See Inspector Comments for additional details. Previously agreed to additional assessment of the mitigation system and site occupancy conditions have stalled and the most recent pressure monitoring results were inadequate. DEQ is working with the owner to return the property to compliance. Summary: N/A Summary: Former mill building that has been renovated into residential apartments. In addition, buildings 12-15 are connected to the main lobby, leasing office, and other common spaces via a shared hallway. Risk to the building occupants including staff is currently unknown but will be addressed in the forthcoming assessment report. PHOTOGRAPHS Photo 1: Active VIMS fan and horizontal riser piping visible within crawlspace. The Site Inspection was performed to confirm the status of the VIMS operating within Buildings 12-15 which is used as an apartment building. A preliminary check of the crawlspace fans indicated they were operational. Each of the rooftop sub-slab system fans were checked for operation and it was found that the fan located on the northwest corner of the building was unplugged, possibly during recent pilot testing performed by Geosyntec (Photo 5). The fan was plugged back in by the maintenance staff, and all of the roof-top fans were then operational. Vacuum measurements were checked at two roof-top fans and vacuums ranged from -3.346” WC to -4.266” WC. Vacuum measurements were also taken at two access ports within the building, and vacuum influence ranged from 0.000 to 0.049” WC (Photo 6). Smoke pen testing was performed at several locations, including at the base of wood columns within the atrium. No short- circuiting was observed during the very limited smoke testing performed (Photo 7). All sub-slab suction points discharge from roof mounted fans. Photo 5: Roof mounted fan B-1 on the northwestern portion of the roof. Although unplugged when checked, it was plugged back in, and all the roof-top fans were then operational. Vacuum was also checked at access panel P-14-1 and no vacuum influence was observed (< 0.000” WC). Photo 7: Smoke pen testing of wood column within atrium. Although smoke would enter crack, it appeared to be moving upward, and did not appear to be pulled below the floor slab due to short circuiting.
