Environmental Current Use of Property: Residential Structures on Property: Existing Structures Violation: Unknown Vapor Mitigation Systems: Observed Vapor Mitigation Violation: Yes Use of Surface Water or Groundwater: Not Observed Water Use Violation: No Summary: While on-site, confirmed that at least one operating VIMS discharge riser exits the northern side of the apartment building approximately four feet above grade, and discharges towards sidewalk located approximately 5 feet from side of the apartment building (Photos 1 and 2). The VIMS exhaust location is a violation of several requirements within CC-1000 Soil Gas Control Systems In New Construction of Buildings including but not limited to; • The point of exhaust shall not be located less than 10’ above grade. • In relationship to exterior flooring surfaces (which includes sidewalks) the point of exhaust shall be not less than 10 feet horizontally to the side of exterior flooring surface, and the point of exhaust shall be compliant with directional spread requirements (exhaust gas must not be vented in a downwards trajectory). Temporary pilot-test barriers/piping set-up observed within atrium and adjacent apartments although not currently in use (Photos 3-6). Summary: N/A Summary: Existing mill building renovated for multi-residential apartments. Leasing manager not available during site visit. It is unclear if there are currently tenants within units that are not currently approved for occupancy. Summary: N/A Condition: Summary: N/A There is at least one blower exhaust location that does not meet NCDEQ Brownfields standards as detailed in the prior Vapor Mitigation Section. PHOTOGRAPHS Photo 1: VIMS galvanized steel exhaust piping from crawlspace on left side of photo. The purpose of this inspection was to determine the occupancy and mitigation status of site building 12-15. Repeated requests for information from the Brownfields PMU group to the developer have gone unanswered and there are public health concerns associated with the site building. The leasing agent was not present at the facility during the Site Inspection, so occupancy data for the western building, and access to the roof-top VIMS fans was not obtained during the site inspection. As discussed in the previous Vapor Mitigation Section - photos of a VIMS exhaust discharge exiting side of building, and temporary pilot test barriers and partial piping still installed within atrium and adjoining ground floor apartments installed by Geosyntec were taken. The VIMS discharge is approximately four feet off the ground and the exhaust airflow is angled downwards approximately 45° due to the backdraft damper visible in the photo. Photo 3: Pilot test barrier with interior suction piping at entrance to atrium (only one side of entrance shown). Suction pipe exiting end of barrier most likely plumbed together using PVC piping shown in Photo 6 during pilot testing and discharged out of building.
