Doorn Brownfields Program Division of Waste Management North Carolina Department of Environmental Quality Mail Service Center 1646 Raleigh, NC 27603 Re: Philcron Automotive II EMP (BF Project #:23060-19-060) Dear Mr. Doorn: As you may recall, this firm represents Portman Residential (“Portman”), the Prospective Developer for the referenced Brownfields project. I write today on behalf of Portman in response to a comment from the Brownfields Program regarding the Environmental Management Plan for the project. Specifically, the Program requested in the relevant comment that Portman provide a letter indicating the revision of the intended use from office to residential. In addition, in your email transmitting the Program’s comments to Scott Young, Portman’s consultant on the Project, you stated that because office use was proposed in the original Brownfields Property Application, the requested letter will document for the public record the Prospective Developer’s intent to amend the use to residential. Please accept this letter as Portman’s response to the comment and notice of Portman’s intent to amend the use identified in the application to residential. Portman’s intended use of the property for the Project now is for a 24-story residential building with 364 units on 23 floors. The ground level will include a residential lobby, retail and back of house. An amenity and pool level will be located at Level 23. Roof terraces will be located at levels 7, 13, and 17. There will be six levels of parking. I trust this letter is responsive to the Program’s comment and will serve properly to document the proposed use of the Project.
