Dear Mr. Neuman:
The North Carolina Department of Environmental Quality (DEQ) Brownfields Program received a
request to export fill from the Red Carpet Inn Brownfields Property (23070-19-060), owned by MOD
CLT Property, LLC. This request was submitted on your behalf by Mr. Will Frazier, PG of Terracon
Consultants, Inc. (Terracon) on March 25, 2022 via the Brownfields Soil Sampling Report. Based upon
our review, the stockpiled soils may be managed as follows:
x Shallow soil from Areas 1, 2, and 4, as described in the Brownfields Soil Sampling Report, will be
disposed of at a permitted Municipal Solid Waste (MSW) Subtitle D landfill.
x Soil from Area 6 from depths at and greater than 15 feet below ground surface (bgs) will be
disposed of at a MSW Subtitle D Landfill
x Soil from Area 7 will disposed of according to the following
o Soil from the sample area delineated in green and purple on Exhibit 7 of the Brownfields
Soil Sampling Report from depths at and greater than 10 feet bgs will be disposed of at a
MSW Subtitle D Landfill.
x Soil from the remaining excavation areas depicted in the Brownfields Soil Sampling Report can
be disposed of at the Old 27 LCID Landfill, or another Brownfields Property with prior DEQ
Brownfields approval.
