unknown chemicals and oils used in the operations. In addition, an AST that formerly or
currently contains unknown substances is located on the adjacent parcel, approximately
50 feet from the property boundary. The Environmental Data Resources, Inc. regulatory
database search did not reveal any government records listing the subject site. In May
2021, Emerald, Inc. conducted a Phase II Environmental Site Assessment to determine
if soil and groundwater had been impacted by an uncontrolled release of chemicals to the
environment. This Phase II Assessment included the advancement of eight borings at the
site for collection of soil and groundwater samples. Each soil and groundwater sample
was tested by EPA Method 8260 for volatile organic compounds (VOC). Soil samples
collected from the site did not indicate impact by VOCs. Limited groundwater data was
obtained due to auger refusal prior to reaching the watertable at several locations. Sample
GW-2 contained exceedances of the 2L NC Groundwater Standard for Tetrachloroethane
(7.4 ug/l) and Trichloroethene (14.5 ug/l). Sample GW-4 exceeded the 2L NC
Groundwater Standard for Trichloroethene (7.4 ug/l) and vinyl chloride (1.1 ug/l).
1.2 Brownfields Activities
On July 15, 2021, a Brownfields Property Application was submitted to the NCDEQ
by Mt Gilead DG, LLC to determine if the site was eligible for the Brownfields Program.
An expedited or “Redevelopment Now” track was requested as part of the Brownfield
Application. The site was determined to be eligible for the Brownfield Program in a Letter
of Eligibility dated December 14, 2021, to Tom James of Mt. Gilead DG LLC. An initial
meeting to discuss the project was conducted on January 12, 2022, that included Tom
James of Mt Gilead DG, LLC, Amy Rickers Esq. of Johnston, Allison & Hord PA, Carolyn
Minnich of the NCDEQ, and Emerald Inc. to discuss the site, identify additional data
