1.0 Introduction
On behalf of Belmont Industrial, LLC (Prospective Developer or PD), Hart & Hickman, PC
(H&H) is submitting this report to summarize environment-related activities associated with
redevelopment of the Acme Spinning Mill Brownfields property (Brownfields Project No.
23045-19-036) located at 182 Woodlawn Street and 667 Cason Street in Belmont, Gaston
County, North Carolina (Site). The Site is comprised of three parcels totaling approximately 58
acres of land located in a mixed residential and commercial use area in North Belmont
approximately one-mile north of Interstate 85. A Site location map is provided as Figure 1, and
the Site and surrounding area are shown in Figure 2.
Phase I of the redevelopment plan includes construction of one approximately 380,000 square
foot (sq ft) industrial warehouse building in the western and central portion of the Site and one
approximately 227,000 sq ft industrial warehouse building in the eastern portion of the Site.
Redevelopment activities will also include installation of new paved access roads, paved parking

and loading areas, two stormwater retention ponds, and landscaped areas. Phase II of the
redevelopment may include construction of paved parking areas for trailer storage in accessible
portions of the northern Site parcel. The layout of the Site plan for the first phase of proposed
redevelopment prepared by McMillan Pazdan Smith Architecture is provided in Appendix A.
2.0 Environment-Related Redevelopment Activities
Redevelopment activities at the Site are ongoing and have included Site wide grading activities,
installation of temporary stormwater and erosion control measures, utility installations, retaining
wall construction, and initial building construction. Redevelopment activities at the Site have
been conducted in accordance with the North Carolina Department of Environmental Quality
(DEQ) Brownfields Program approved Environmental Management Plan (EMP) dated
May 21, 2020.
The DEQ-approved EMP generally indicates that a report of environment-related activities will
be prepared for submittal to DEQ Brownfields by January 31 of each year for as long as physical
redevelopment of the Brownfields property continues. This report has been prepared in
accordance with redevelopment reporting requirements outlined in the DEQ-approved EMP. A
summary of environmental-related activities associated with redevelopment of the Brownfields
property is provided in the following section.
Mass Grading Activities and Initial Construction Activities
According to cut and fill analysis prepared for the Site by Seamon Whiteside, grading is
expected to result in a net balance with no import or export soil needed to achieve final grade
elevations. Based on information provided by subcontractors for the PD, approximately 35,000
cubic yards of excess soil generated from areas of cut in the western and southwestern portions
of the Site was utilized as fill in the north-central portion of the Site to achieve final grade
elevations. No soil was imported or exported as part of mass grading activities completed in
2021. A copy of the cut-fill analysis is provided in Appendix B.
