1.0 Introduction
On behalf of The Square South End LLC and Centro Square LLC (Prospective Developers or
PDs), Hart & Hickman, PC (H&H) has prepared this report to provide a brief summary of annual
environment-related activities associated with redevelopment of the West Boulevard
Brownfields property (Brownfields Project No. 22076-18-060) located at West Boulevard and
South Tryon Street in Charlotte, Mecklenburg County, North Carolina (Site or subject Site). The
Site consists of one approximately 1.8-acre parcel located in a mixed residential, commercial,
and light industrial area in South End Charlotte.
Approximately 1.3 acres of the Brownfields property is owned by The Square South End LLC
and is developed with a high-rise commercial office building, a multi-story parking deck, and
access drives. Centro Square, LLC owns remaining portions the Brownfields property
surrounding the parking deck and is currently constructing a mixed-use residential apartment
building. A Site location map is provided as Figure 1, and the redevelopment layout is shown in
Figure 2.

A Brownfields Agreement between the North Carolina Department of Environmental Quality
(DEQ) and The Square South End LLC was recorded for the Site on December 13, 2019. Centro
Square, LLC acquired portions of the Brownfields property surrounding the parking deck in
September 2020. Land Use Restriction (LUR) No. 8 included in the Brownfields Agreement
generally states that a report of environment-related activities will be prepared each year for as
long as physical redevelopment of the Brownfields property continues. Redevelopment activities
at the Site began in August 2019 and are nearing completion. This report has been prepared on
behalf of the PDs in accordance with LUR No. 8 in the recorded Brownfields Agreement. Please
note, this report was revised to include copies of the non-hazardous waste manifests provided by
Republic Services for the January 2021 soil export described below.
A brief summary of annual redevelopment activities is provided in the following section.
2.0 Redevelopment Activities
Redevelopment activities at the Site have been conducted in accordance with the DEQ-approved
Environmental Management Plan (EMP) dated July 15, 2019, and the Soil Export Management
Plan Addendum dated November 14, 2019. Redevelopment at the Site included razing existing
buildings, grading which resulted in export of soil, and construction of the office building,
mixed-use commercial and residential building, and associated parking garage. As part of the
redevelopment activities, the PDs have also installed vapor intrusion mitigation systems (VIMSs)
for the new buildings. Upfit activities and completion in one of the ground-level tenant spaces
within the commercial office building was also completed.
A brief summary of soil export and VIMS installation activities is provided below.
Soil Export – Mixed-Use Apartment Building
Redevelopment activities at the Site began in August 2019 and have included completion of
grading activities, installation of subsurface utilities, foundation construction, and vertical
construction of the Site buildings. In addition, as Site redevelopment activities near completion,
soil that cannot be reused as fill on-Site is being generated during installation of tree pits and

other finishing activities. Between January 2021 and December 2021, approximately 800 cubic
yards of soil generated during redevelopment activities was exported to the Republic Services
Subtitle D Landfill located in Concord, North Carolina. The waste manifests documenting
disposal of the export soil at Republic are provided in Appendix A.
Soil Export – Office Building
During construction of the office building, two tenant spaces on the ground floor were left
without a concrete slab for ease of upfit by future tenants. The spaces were sealed with a
completed vapor barrier, but no finished floor. In June 2021, the southern retail space was upfit
for use as a fitness studio. During upfit activities, the vapor barrier was removed and sub-slab
utilities were installed in the soil and gravel beneath the vapor barrier. Sub-slab utility
installation generated approximately 3 cubic yards of excess soil that could not be reused on-
Site. The soil generated during tenant upfit sub-slab utility installation was loaded onto trucks
and transported to Republic Services Subtitle D Landfill located in Concord, North Carolina.
The waste manifest documenting disposal of the export soil at Republic is provided in
Appendix A.
Vapor Mitigation System Installation
During redevelopment activities, the PDs have installed vapor intrusion mitigation systems
during construction of the office and mixed-use apartment buildings. The systems have been
installed in accordance with the DEQ-approved Vapor Intrusion Mitigation Plan (VIMP)
prepared for the office building dated April 8, 2020, and the VIMP prepared for the mixed-use
apartment buildings dated February 1, 2021. Installation of the office building VIMS is
documented in the VIMS Installation Completion Report dated April 28, 2021.
Installation of the VIMS in the mixed-use apartment building is ongoing, but is nearing
completion. A brief summary of VIMS installation activities for the mixed-use apartment
building is included below. Installation, inspection, and efficacy sampling details for the mixed-
use apartment buildings will be included in and installation report that will be submitted to the
DEQ Brownfields Program at a later date and under separate cover.

H&H completed inspection activities during various phases of VIMS installation at the mixed-
use buildings to confirm that the system was installed in accordance with the DEQ-approved
VIMP. The inspections are ongoing and began in February 2021 by, or under direction of the
VIMS design engineer. Observations made during installation inspection activities indicate that
components of the VIMS have been installed in accordance with the DEQ-approved VIMP.
As part of post-construction VIMS effectiveness testing activities for the mixed-use apartment
buildings, vacuum influence pilot tests were completed in each VIMS treatment area to confirm
communication and vacuum measurements at or above 4 Pascals differential pressure under an
active sub-slab depressurization scenario. In addition, following completion of VIMS
installation activities, H&H collected sub-slab soil gas samples in completed portions of the
buildings for laboratory analysis to confirm compounds are not accumulating beneath the slab at
levels that would pose potential risks for structural vapor intrusion. Laboratory analytical results
indicated that no compounds were detected at concentrations above acceptable levels in the sub-
slab soil gas samples. Following installation of the VIMS in an unfinished tenant space located
in the southern portion of the mixed-use building, additional inspections, pilot testing, and sub-
slab soil gas sampling will be completed. As noted above, a report documenting results of VIMS
installation activities including inspections, pilot tests, and sub-slab soil gas sampling activities
for the mixed-use buildings will be submitted under separate cover.
Final Grade Soil Sampling
Redevelopment activities at the Site are nearing completion and in accordance with the
DEQ-approved EMP, final grade soil sampling will be conducted at the Site in areas that are not
covered with buildings, concrete or asphaltic paved surfaces, or a minimum of two feet of
demonstrably clean fill soil. The EMP outlines approximately one soil sample per 100 linear feet
of landscaping or approximately 1,000 square feet of area. The aliquots will be homogenized for
analysis of semi-volatile organic compounds by EPA Method 8270 and RCRA Metals plus
hexavalent chromium by EPA Method 6020/7471/7199. In addition, one aliquot per sample will
be collected for analysis of volatile organic compounds by EPA Method 8260. The proposed
