On behalf of KA LoSo Holdings LLC (Prospective Developer or PD), Hart & Hickman, PC
(H&H) has prepared this Redevelopment Summary Report for the South and Hollis LoSo
Brownfields property (Brownfields Project No. 24062-20-060) located at the intersection of
South Boulevard and Hollis Road in Charlotte, Mecklenburg County, North Carolina (Site). The
Site consists of seven contiguous parcels (Parcel Identification Nos. 14905314, 14905315,
14905301, 14905302, 14905303, 14905305, and 14905306) totaling approximately 2.6 acres of
land located in a mixed-use area of Lower South End Charlotte. A Site location map is included
as Figure 1, and a Site map is included as Figure 2.
Redevelopment plans include razing the Site buildings and leveling the Site for construction of a
multi-story residential, commercial retail, and amenity building and associated parking deck.
Redevelopment plans also include construction of new paved access roads and parking areas, and
landscaped areas. Redevelopment activities at the Site are being conducted in accordance with
the North Carolina Department of Environmental Quality (DEQ) Brownfields Program approved

Environmental Management Plan (EMP) dated July 2, 2021. A copy of the Site Development
Plan prepared by LandDesign is provided as Appendix A.
The DEQ-approved EMP indicates that a report of environmental-related activities will be
prepared for submittal to the DEQ Brownfields Program each year for as long as physical
redevelopment of the Brownfields property continues. This report has been prepared in
accordance with redevelopment reporting requirements outlined in the DEQ-approved EMP.
Environmental Related Redevelopment Activities
In accordance with the DEQ-approved EMP, written notification of initial construction and
grading activities was provided to the Brownfields Program via email on December 2, 2021. A
copy of the email notification and DEQ confirmation of receipt is provided in Appendix B.
Redevelopment activities at the Site are ongoing and have included razing the former
approximate 3,980 square foot (sq ft) commercial building (3423 South Boulevard), approximate
3,490-sq ft warehouse building and rear shed (3435 South Boulevard), and approximate 7,450-sq
ft commercial building (3441 South Boulevard). These three buildings were located in the
western portion of the Site along South Boulevard. Erosion control measures have been installed
and initial grading activities have included grubbing and stripping of surficial soil and pavement
in undeveloped portions of the Site. H&H is on call if the contractor uncovers areas of potential
environmental concern during grading activities.
During demolition activities, Clear Site Industrial, LLC (Clear Site) identified the previously
documented approximately 550-gallon orphan UST located west of the former commercial
building located at 3423 South Boulevard. The UST was partially filled with residual fluids that
consisted of a mixture of water and heating oil. The location of the former UST is shown on
Figure 2.
On December 27, 2021, Haz-Mat Environmental mobilized to the Site with a vacuum truck and
removed approximately 454-gallons of fluids and residual sludge from the tank for transport and

disposal. On December 28, 2021, the tank was removed and loaded onto a truck for transport to
Southern Metals for metal recycling. Copies of the fluid disposal manifest and letter prepared by
Clear Site documenting UST closure activities are provided in Appendix C.
After UST removal, H&H collected one (1) confirmation soil sample (UST-1) for laboratory
analysis from below the base of the UST. The soil sample selected for laboratory analysis was
collected directly into laboratory supplied glassware and labeled with the sample identification,
date, time, and requested analyses and placed in a laboratory supplied cooler with ice. The soil
sample was delivered to Pace Analytical Services (Pace) under standard chain of custody
protocols for analysis of volatile organic compounds (VOCs) by EPA Method 8260 and semi-
VOCs (SVOCs). Analytical results for the confirmation soil sample are pending and will be
documented under separate cover.
In addition, the Vapor Intrusion Mitigation Plan (VIMP) (Revision 2) prepared for the Site was
approved by the DEQ Brownfields Program in December 2021. Upon completion of
construction activities and installation of impervious surfaces in exterior areas surrounding the
new building, H&H will observe the Site for unpaved areas. Based on observations, H&H will
prepare a Work Plan outlining a proposed final grade soil sampling approach for the DEQ
Brownfields Program review and approval. In addition to final grade soil sampling, following
completion of the vapor intrusion mitigation system (VIMS) installation activities, H&H will
prepare a VIMS Installation Completion Report for submittal to DEQ.

We wanted to provide an update for the South and Hollis LoSo Brownfields property (NCBP 24062-
20-060). Based on conversations with the PD, the Site buildings are scheduled for demolition and
removal in early December 2021. Grading and installation of erosion control measures will begin
once the Site has been razed. In accordance with the DEQ-approved EMP, we wanted to touch base
to provide you with an update/notification of the planned redevelopment activities.
