The redevelopment project is referred to as Hawkins Press. The Site consists of one contiguous parcel (Parcel Identification No. 12104201) totaling approximately 2.85 acres of land. A Site location map is included as Figure 1, and a Site map is included as Figure 2. Redevelopment plans include razing the Site buildings and leveling the Site for construction of a multi-story residential, commercial retail, amenity building, and associated parking deck. Redevelopment plans also include construction of new paved access roads and landscaped areas. A copy of the Site Development Plan prepared by BB+M Architecture is provided as Appendix A. Land Use Restriction (LUR) c. included in the Brownfields Agreement indicates that during January of each year after the completion of the Brownfields Agreement, for as long as physical redevelopment of the Brownfields property continues, a report of environment-related activities will be prepared for submittal to the DEQ Brownfields Program. This report has been prepared in accordance with LUR c. in the recorded Brownfields Agreement for the Site. A summary of environmental- related activities associated with redevelopment of the Brownfields property is provided in the following sections. 2.0 Environmental Related Redevelopment Activities Redevelopment activities at the Site are ongoing and have included demolition of the Site buildings, Site-wide grading activities, utility installations, and initial construction work on the multi-story residential apartment building and associated parking deck. Redevelopment activities at the Site are being completed in accordance with the DEQ-approved Environmental Management Plan (EMP) dated November 3, 2020. In addition, a vapor intrusion mitigation system (VIMS) is being installed during construction of the proposed apartment building in accordance with DEQ-approved Vapor Intrusion Mitigation Plan (VIMP) Revision 2 dated August 24, 2021. 2.1 Soil Management In December 2021, during initial grading activities associated with redevelopment, approximately 407 tons of geotechnically unsuitable soil was generated that could not be re-used on-Site due to high organic matter content according to the geotechnical engineer. In accordance with the DEQ-approved EMP, the unsuitable soils were transported to the Republic Services Subtitle D Landfill located in Concord, North Carolina. Copies of the disposal manifests documenting export from the Site are provided in Appendix B. Installation of the vapor mitigation system is on-going and will continue into 2022. Inspections completed during vapor mitigation system installation will be documented in a future report. 3.0 Summary In summary, redevelopment activities at the Crayton Printing Brownfields property are ongoing and are being conducted in accordance with the DEQ-approved EMP. In addition, vapor intrusion mitigation systems are being installed during construction activities in accordance with the DEQ-approved VIMP. Upon completion of construction activities and installation of impervious surfaces in exterior areas surrounding the new building, H&H will observe the Site for unpaved areas. Based on observations, H&H will prepare a Work Plan outlining a proposed final grade soil sampling approach for DEQ Brownfields Program review and approval. In addition to final grade soil sampling, following completion of the VIMS installation activities, H&H will prepare a VIMS Installation Completion Report for submittal to DEQ.
