(Mid-Atlantic) has prepared this Brownfields Redevelopment Progress Report to document redevelopment activities completed during the 2021 calendar year on the Former Spencer’s Mill property located at 328 Willow Street, Mount Airy, North Carolina (Brownfields Property; Drawing 1). The redevelopment activities are being conducted in accordance with the approved North Carolina Department of Environmental Quality (NCDEQ) Notice of Brownfields Property (Brownfields Project #19023-15-086) dated November 27, 2018. This report satisfies the Post-Redevelopment Reporting requirements contained in the Environmental Management Plan (EMP), dated March 13, 2018 and paragraph 15.f of the Brownfields Agreement (BFA). 1.0 ACTIONS ON THE BROWNFIELDS PROPERTY For 2021, there were no environmental related activities conducted at the Brownfields Property including: actions taken in accordance with Section V of the BFA; soil grading or cut and fill actions; stockpiling, containerizing, decontaminating, treating, handling, laboratory analysis and ultimate disposition of any soil, groundwater or other materials Annual Redevelopment Summary Report January 12, 2022 Former Spencer’s Mill Page 2 238 Willow Street, Mount Airy, North Carolina NCBP Project No. 19023-15-086 suspected or confirmed to be contaminated with regulated substances; or removal of any contaminated soil, water or other contaminated materials (for example, concrete, demolition debris) from the Brownfields Property. In September 2021, asbestos abatement activities were conducted in the structures labeled “hotel” and “vacant” on Drawing 1. These activities were conducted in compliance with the Health Hazards Control Unit of the Division of Public Health of the North Carolina Department of Health and Human Services. 2.0 ENVIRONMENTAL ASSISTANCE As stipulated in the NCDEQ-approved EMP, Mid-Atlantic remains on-call should unexpected environmental conditions (i.e. previously unidentified UST, buried debris, soil staining, drums, etc.) be encountered during construction activities, with the exception of conditions identified on the property owned by Spencer’s Mill Ventures, LLC.
