Is future redevelopment hindered at the property? Explain: Despite being in the heart of downtown Raleigh, at the nexus of the Warehouse District and the desirable Glenwood South neighborhood, the brownfields property remains underused, with one building sitting completely vacant, another partially vacant, and several parcels only being used as surface parking lots. The property is suited for a higher -capacity and higher - density use, and the planned residential units are especially needed in this area. The PD needs to ensure that the property can safely be used through the Brownfields Program, and that it and future owners and occupants will have the protections and benefits afforded by a Brownfields Agreement. The availability of financing for the property will depend on the property's entry into the Brownfields Program. B. Location Map: PD must provide a copy of the relevant portion of the 1:24,000 scale U.S.G.S. topographic quadrangle man that shows the location of the property, clearly plotted, and that measures at least an 8'/z by 11 inches. (Note: these maps can be purchased through the above link, or often through retail outdoor recreation stores that can print out the relevant map. Submit, in hard copy under a separate cover, supporting documentation such as letters of credit, financial statements, etc. The PD's affiliate, Dalian Development LLC, is the mixed -use residential development arm of a number of affiliated family -office development companies based in Washington DC. Building assets to hold long-term, Dalian currently has stabilized assets in Philadelphia PA and San Antonio TX, with a total value of approximately $250M. Besides its redevelopment plans for this brownfields project, Dalian also will be developing a 340- unit apartment project in Richmond VA, estimated to break ground in 2021. Hossein Fateh's data center developer, CloudHQ LLC, is a privately -held market leader in data center development. In both 2018 and 2019, CloudHQ LLC delivered the largest single - tenant data center lease in industry history, and continues to scale larger on future data centers. Its primary campuses in Manassas VA and Ashburn VA have stabilized assets of well over $IB, and its pipeline on these campuses is at least another $2B. CloudHQ LLC has also assembled campuses in France, Germany, UK and Brazil, which will continue to feed its pipeline with billions of dollars in planned future development. Finally, Hossein Fateh's other affiliate company, WindHQ LLC, is primarily a wind farm operator/developer. WindHQ LLC owns a 163MW wind farm near Amarillo TX, and is currently seeking other opportunities to build/buy, especially when it can be tied to data center development. Given the success of such pioneering endeavors, Dalian's principal and managing member, Hossein Fateh, has an excellent reputation among banks, institutions and his peers in the development and finance industries. The PD is very well - capitalized to execute on this redevelopment project. D. Does PD have or can it obtain the managerial means to fully implement a Brownfields Agreement and assure the safe use of the property? Since 2015, Dalian Development has developed, owns and operates more than 1,000 residential units in San Antonio TX and Philadelphia PA. This portfolio includes over 1M gross square feet of residential development, at a total stabilized asset value of over $250M. Dalian seeks inf Il opportunities in national target markets to develop mixed -use projects with 200+ units that complement and enhance vibrant, revitalizing neighborhoods. Dalian Development and its affiliates have significant experience with brownfields and sites with other potential environmental concerns. Dalian on the Park, its 293-unit Philadelphia project, was built on a Brownfield site originally occupied by an old hotel building in the Arts District of downtown. This development included demolition of the existing structure (a 3-story hotel) and remediation efforts to account for PCBs, asbestos, and old fuel tanks. Recently in San Antonio TX, Dalian took significant precautionary measures on its 360-unit Dalian 151 project to address environmental concerns. For example, Dalian vented all its buildings sub -slab to ensure satisfaction of radon requirements. CloudHQ also has vast brownfield remediation experience internationally, ranging from the standard underground fuel storage tank removal, to the more uncommon Unexploded Device Ordinance it is dealing with in its German development project. In summary, the PD and its affiliated companies have significant experience alleviating environmental concerns on sites in the US and abroad. They are well -suited to deal with all environmental issues on the brownfields property. In addition, the PD has retained PPAB 5344387v3 8 professionals, including Parker Poe Adams & Bernstein LLP and ECS Southeast LLP, both of whom are experienced in Brownfields redevelopment and the implementation of Brownfields requirements in particular. These professionals (i) have significant experience with the NC Brownfields Program and the redevelopment of challenged properties, and (ii) are aware of the work and restrictions that are typically included in Brownfields Agreements to assure the safe use of the property. The combination of these resources will assist in the successful implementation of a Brownfields Agreement and safe use of the property. E. Does PD have or can it obtain the technical means to fully implement a Brownfields Agreement and assure the We use of the property? Please see our responses to Questions VI.0 and VI.D, above. With the help of the consultants and legal counsel identified above, the PD has the technical ability to fully implement a Brownfields Agreement and to assure the safe use of the property. In particular, the PD has retained ECS Southeast, LLP to manage the technical aspects of both this application and the implementation of an eventual Brownfields Agreement (including technical "work to be performed'). ECS Southeast has worked on numerous Brownfields projects in North Carolina and is thoroughly familiar with the technical aspects and requirements of the Brownfields Program. The PD has retained Parker Poe Adams & Bernstein LLP to assist with the legal aspects of the Brownfields Agreement. F.
