Based on our review, the Soil Import Request and Soil Characterization Work Plan is approved. Be advised that this approval from the Brownfields Program does not waive any applicable requirement to obtain any necessary permits, licenses, or certifications for the above listed activities nor does it waive any requirement to comply with applicable law for such activities. Trade Street Winston-Salem, Forsyth County, North Carolina NCBP #24050-20-034 Terracon Project No. 75217006 Dear Mr. Doorn: On behalf of DPJ Residential, LLC, the Prospective Developer (PD), Terracon Consultants, Inc. (Terracon) hereby submits this Soil Import Request and Soil Characterization Work Plan. The imported soil may be needed in the event that on-site soil stockpiles are too wet or of insufficient quality to use as fill material. The PD is seeking your approval of this Soil Import Request and Soil Characterization Work Plan so that construction activities can continue at the site. Proposed Source of Fill Material The PD desires to import approximately 1,000 cubic yards of sand and rock fill materials from the Vulcan East Forsyth Quarry located at 2868 NC Highway 66 S in Kernersville, North Carolina. The materials will be transported from the quarry to the project site in dump trucks. Terracon understands that the Vulcan Materials Company quarry is not permitted through the NC Mining Inventory Program. As such, the NC Brownfields Program will require one soil sample per 1,000 cubic yards of fill (approximately 1.5 tons) to characterize the soil quality. Terracon’s procedures for collecting and analyzing the soil samples are described below. Work Plan to Characterize Import Soil Quality Terracon proposes to collect and analyze one soil sample per 1,000 yards of fill from the area of the quarry actively being mined. The attached Exhibit 1 shows the quarry boundary, and the approximate area of the quarry from which the soil sample will be collected. Terracon will be accompanied by quarry personnel during the sampling activities and will collect the soil sample while outfitted in EPA Level “D” personal protective equipment. Soil Import Request and Soil Characterization Work Plan Vernon Packaging Brownfields Site ■ Winston-Salem, NC October 15, 2021 ■ Terracon Project No. 75217006 Responsive ■ Resourceful ■ Reliable 2 In accordance with Brownfields Program requirements, Terracon will collect one grab sample for analysis of volatile organic compounds (VOCs), and one composite soil sample for analysis of semi-volatile organic compounds (SVOCs), eight Resource and Recovery Act (RCRA) metals and hexavalent chrome. The composite sample will consist of approximately equal aliquots of soil from three discreet locations within the active mining area. The soil samples will be collected at depths of approximately 6 to 9 inches below ground surface using a decontaminated trowel or shovel. The trowel or shovel will be cleaned in an Alconox solution and rinsed with deionized water prior to sampling and following each sample. One grab sample will be collected from an arbitrary location within the active mining area; if soils potentially impacted by VOCs are observed, the sample will be collected in that area. Soil grab samples collected from three arbitrary locations within the active mining area for SVOC and metals analysis will be placed into a large plastic bag and composited. The samples will be placed directly into laboratory-supplied glass containers, labeled, and placed on ice in a thermally insulated cooler. The samples will be shipped along with a chain-of-custody form to the state-certified Pace Analytical Laboratories in Mt. Juliet, Tennessee for analysis of VOCs using USEPA Method 8260, SVOCs using USEPA Method 8270, 8 RCRA Metals using USEPA Method 6010/7471, and hexavalent chrome using USEPA Method 7199. Data Reporting Terracon will provide a copy of the laboratory analytical report to the NC Brownfields Program along with a brief email summary of findings. Terracon anticipates the soil import activities can be approved assuming that the soil sample analytical results do not exceed their respective Preliminary Soil Remediation Goals (PSRGs) as described in the North Carolina Department of Environmental Quality (NCDEQ), Inactive Hazardous Sites Branch Guidelines for Assessment and Cleanup of Contaminated Sites, dated July 2021.
