HomeMy WebLinkAbout18015_Craighead_Amaze NODA_Quarterly Vacuum Monitoring_2nd Q 2021 Via Email June 17, 2021 NCDEQ – Division of Waste Management Brownfields Program 1646 Mail Service Center Raleigh, NC 27699-1646 Attn: Ms. Carolyn Minnich Re: Quarterly Vacuum Monitoring – 1st and 2nd Quarter 2021 Craighead Road (Abernethy Lumber) Brownfields Site Charlotte, Mecklenburg County, North Carolina Brownfields Project No. 18015-14-060 H&H Project No. SHR-001 Dear Carolyn: On behalf of the FortyTwo, LLC, Hart & Hickman, PC (H&H) has prepared this letter report summarizing vapor intrusion mitigation system (VIMS) vacuum monitoring activities conducted for the 1st and 2nd quarter 2021 at the Amaze @ NoDa apartment complex located on the Craighead Road (Abernethy Lumber) Brownfields property (Brownfields Project No. 18015-14-060) in Charlotte, Mecklenburg County, North Carolina (Site). The apartment complex consists of two residential apartment buildings, identified as Building 1 and Building 2 (see Attachment 1). An active VIMS is installed at each building consisting of a sub-slab depressurization system with sub-slab vent piping, risers to the rooftop, and electric fans located on the risers above the roofline. The VIMS also contains a 15-mil vapor barrier installed below the ground floor slabs of each building. The VIMS installation activities for Building 1 were summarized in the Request for Occupancy / VIMS Construction Completion – Building 1 (Revision 2), dated March 6, 2020, and the installation activities for Building 2 were summarized in VIMS Construction Completion Report – Building 2 (Revision 1), dated May 1, 2020. As of August 2020, Building 1 has been occupied with residential tenants and Building 2 has been occupied since December 2020. In accordance with the Vapor Intrusion Mitigation Plan (VIMP) – Revision 1 dated May 23, 2017 (Work Plan) and Request for VMP Modification dated February 25, 2019 (Work Plan Modification), sub-slab vacuum measurements below these occupied residential structures are recorded on a quarterly basis. Building 1 has 18 vacuum monitoring points that are divided across five slab sections (1A, 1B, 1C, 1D, and 1E), and Building 2 has nine vacuum monitoring points that are divided across two slab sections (2A and 2B). The locations of the monitoring points are depicted on the Sheet VMP-1 for Building 1 and Building 2 (Attachment 2). H&H completed post-occupancy vacuum monitoring for Building 1 and Building 2 on February 9, 2021 (1st quarter 2021) and May 24, 2021 (2nd quarter 2021). The results of both vacuum monitoring events are provided in the attached Table 1 (Attachment 3). The 1st quarter vacuum monitoring indicated that vacuum levels within Building 1 ranged from 15.8 Pascals (Pa) to 125.4 Pa and that vacuum levels in Building 2 ranged from 78.5 Pa to 146.2 Pa. The 2nd quarter vacuum monitoring indicated that vacuum levels within Building 1 ranged from 17.7 Pa to 108.3 Pa and that vacuum levels within Building 2 ranged from 87.1 Pa to 153.7 Pa. Vacuum levels measured in each building during the 1st quarter 2021 and 2nd quarter 2021 were generally stable or slightly increased with the previous data, with the exception of vacuum at monitoring point MP-4 located in Slab Section A in Building 1. The vacuum observed at MP-4 during 1st and 2nd quarter 2021 was stable with vacuum levels of 15.8 Pa and 17.7 Pa, respectfully. However, these vacuum levels decreased from the previous monitoring events. If vacuum levels decrease further, additional troubleshooting will be performed to determine the cause and potential solutions or repairs to maintain adequate vacuum levels at this location. https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/FortyTwo LLC (FTY) Amaze @ NODA/Q2 2021/Amaze NODA_Quarterly Vacuum Monitoring_2nd Q 2021.docx Ms. Carolyn Minnich June 17, 2021 Page 3 All vacuum measurements collected during 1st quarter 2021 and 2nd quarter 2021 were notably greater than 4 Pa, which is the minimum vacuum deemed acceptable by DEQ to indicate adequate sub-slab depressurization is occurring below the slab. Furthermore, during both quarterly monitoring events, H&H inspected the fans on the roof of each building and all fans were operational and no issues were noted. Copies of the O&M forms completed by H&H are attached (Attachment 4). This data indicates that the VIMS installed in Building 1 and Building 2 at the Site continues to operate as designed and appears to be sufficiently depressurizing the sub-slab below the residential apartment buildings at the Site. In accordance with the DEQ-approved VIMP, vacuum measurements will continue to be collected on a quarterly basis for the first year of operation at both Building 1 and Building 2 and on an annual basis thereafter. To date, three quarterly vacuum monitoring events have occurred at each building after both buildings were occupied. Therefore, another quarterly event will be conducted in 3rd quarter 2021. Following this next quarterly update, future vacuum monitoring will occur on an annual schedule, unless the data indicates that additional vacuum monitoring may be warranted. Maintenance staff at Building 1 and Building 2 will be responsible for completing the monthly O&M forms to ensure the continued performance of the VIMS.
