Environmental Current Use of Property: Mixed Use, Residential Structures on Property: Existing Structures Violation: No Vapor Mitigation Systems: Observed Vapor Mitigation Violation: Unknown Use of Surface Water or Groundwater: Not Observed Water Use Violation: No Exposed Soils: Not Observed Exposed Soils Violation: No Summary: Passive VIMS (Geo-Vent, Geo-Seal barrier, designed and certified by NC Professional Engineer with three vent risers capped with wind turbines were to be installed on the apartment building. During the inspection, the following were not complete, missing, or not located: proper placarding, two VIMS riser access panels, and riser turbines and labeling. Per the Certification of Vapor Mitigation Installation Report dated February 4, 2019, prepared by Terracon Consultants, Inc. these were present after installation but were not identified by the building superintendent or during the site inspection. Also located on the parcel is a pre-existing retail structure containing a brewery, deli, nail bar and vacant rental space. The current system has identified issues that need to be addressed: 1. VIMS turbines not present; and 2. One of the three risers exiting the roof in an area appearing to be significantly sheltered from air movement due to close proximity of the elevator shaft and rows of air conditioner condensers (Photograph 4). It is unknown if the VIMS is working to its full design capacity in its current configuration. Based on the inspection, the system is not operating as designed and approved by DEQ. The VIMS needs to be addressed, brought into compliance, and an updated report submitted to DEQ for review and approval. PHOTOGRAPHS Photo 1: View of apartment complex with existing retail building located on the right. After arriving on-site, met with the building superintendent. The following problem areas were identified: 1. Only able to locate one of the three riser access panels. Others were not visible. In the one panel area, labeling was not observed on the piping within the access panel (although due to spacing, it may have been present). 2. Inspected the roof with the building superintendent. We identified the three VIMS riser pipes. No turbine vents installed on riser piping and no marking that they had previously been installed, no vent pipe placards were observed at the time of the inspection. 3. Missing labeling. There should be placard(s) installed within the utility and mechanical rooms which identify the building as being protected by a VIMS, and that alteration of floor slab requires notification of the owner and VIMS designer. The building superintendent is unaware of any of these placards being present on the property, although no attempt was made to verify their presence at the time of the inspection. There may be a label on riser as shown in the design, but it was not identified at the time of the inspection. In addition to not having a turbine or large identifying label as shown in the approved VIMS design, riser is sheltered from airflow by elevator shaft, and air conditioner condensers.
