Summary: N/A Brownfields Inspection Report: James Waste Oil, 25005-21-060 09/20/2021 1:02 PM Page 3 of 7 Use of Basements: Not Observed Basement Violation: No Storage of Chemicals: Observed Chemical Violation: Unknown Groundwater Monitoring Wells: Observed Monitoring Well Violation: No Current Exposure to Public/Public Risk: Summary: N/A Summary: Site is used for waste recycling and disposal, primarily consisting of waste oil, oil/water mix and used ethylene glycol (antifreeze). There is also smaller amounts of drummed hazardous waste, that is held temporarily prior to shipment. Condition: Unknown Summary: One 2-inch PVC, stick-up monitoring well appears to be located adjacent to an oil water separator (no longer in use), on the northwest portion of the property. The monitoring well is equipped with expansion plug & keyed lock and is also protected by two orange bollards and may be monitoring well W-3 shown in prior site plans (Photo 4). It is possible this well is grouted up, but this was not confirmed during the Site Inspection. Both portions of the property (located on both the north and south sides of Dalton Avenue) are fenced, and unauthorized access is prohibited. PHOTOGRAPHS Photo 1: Twenty-Three AST’s and secondary containment primarily for used and recycled oil storage on northern portion of Brownfields property (210 Dalton Ave.). The Site Inspection was performed in conjunction with DEQ’s Hazardous Waste Compliance Branch’s site visit which was performed to help evaluate the Used Oil Processing Facility Closure Plan that had been submitted for review. Because this site is applying for entry into the Brownfields Ready for Reuse program, it was determined that a simultaneous visit by DEQ Brownfields personnel would also be appropriate. Generally, the site looked relatively clean, with no oil, oily water or ethylene glycol (antifreeze) observed in any of the secondary containment structures or staining visible on their exterior walls. The only staining observed during the Site Inspection was relatively minor on the pavement adjacent to the used oil solidification pit where waste is loaded onto trucks for disposal at Republic Landfill (Photo 6). Current plans are to relocate the facility operations in approximately 9-months. Only after all operations had ceased at this location would site sampling be performed. It’s exact location could not be determined during the Site Inspection and Mr. Danzinger had no knowledge of its prior existence. Sawdust obtained from a furniture manufacturing plant is mixed with oil or oil/water mixture to solidify. Some pavement staining observed at this location. Photo 7: Truck wash bay and floor drain. Wash water drains to a 400-gallon sump below the floor drain which is periodically pumped out.
