Building 3 is located in the southern-central portion of the Camp North End (CNE) mixed-use redevelopment project. Note, the Building 3 identification number referred to in this report is the building number designated by the CNE redevelopment and differs from other building number notations utilized by the US Army Corps of Engineers (Corps) as part of ongoing assessment activities currently be conducted under a Formerly Used Defense Sites (FUDS) contract. A Site location map is provided as Figure 1 and a Sample Location Map is provided as Figure 2. The Rite Aid Brownfields Site is approximately 47.87 acres and is comprised of three contiguous parcels of land (Mecklenburg PIN #s 07903102, 07903105, and 07903103). The Site entered into a Brownfields Agreement with the North Carolina Department of Environmental Quality (DEQ) Brownfields Program (Brownfields Project #20050-16-060) in October 2017. Soil and groundwater contamination consisting primarily of volatile organic compounds (VOCs) including chlorinated solvents and metals due to historical operations and activities. As noted above, the Corps on behalf of the US Department of Defense (DOD) is working with DEQ to address impacts release to historical operations conducted at the Site including manufacturing of Model T Ford automobiles, a storage depot for the US Government, and for production of Hercules missiles for the military. Building 3 is currently a warehouse constructed with brick and concrete block walls on a raised concrete foundation. The northern portion of the warehouse is currently occupied by a restaurant (Unit B3B1) and brewery (Unit B3B2) and the central (B3B3 and B3B4) and southern (B3B5 and 2 https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/ATCO LLC - ATC/ATL-Vapor Building 3/Vapor Assessment Report/20050-16-060_Building 3 - Central_ Vapor Assessment Report.docx B3B6) portions of the warehouse are currently vacant. During Site redevelopment activities, a roadway connection (referred to “Connection G”) is proposed that will separate the central and the southern portions of Building 3 creating two separate buildings. The central portion of Building 3 is proposed for a 22,869-square ft multi-family redevelopment “U-shaped” structure. Specific details for the multi-family structure are currently being prepared. The southern portion of Building 3 is proposed for future commercial use. It is not anticipated that there will be a connected HVAC system between the multi-family and the other commercial structures. A proposed development plan for Building 3 is provided as Appendix A. The vapor assessment activities described in the following sections were performed in accordance with the Work Plan Additional Vapor Assessment – Revision 1 (Work Plan), dated August 11, 2021, and approved by DEQ on August 12, 2021. Background information from a previous sub-slab soil gas assessment activity conducted during initial Brownfield assessment activities is summarized below in Section 2.0 and the recent assessment activities are summarized in Section 3.0. 3 https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/ATCO LLC - ATC/ATL-Vapor Building 3/Vapor Assessment Report/20050-16-060_Building 3 - Central_ Vapor Assessment Report.docx 2.0 Previous Assessment Activities Background Information H&H conducted initial Brownfield assessment activities at the Site, which consisted of sub-slab soil vapor (SSV) sampling activities in 2016, including assessment at Building 3. The SSV sampling results were summarized in the H&H Phase I and II Environmental Site Assessment report dated August 16, 2016. A summary of the SSV sampling results for Building 3 is described below and excerpts from the previous sampling are provided in the Work Plan. During initial Brownfield assessment activities conducted in 2016, H&H conducted sub-slab sampling activities and identified VOCs in the central (SSV-7) and northern (SSV-8) portions of Building 3 at concentrations below DEQ Residential and Non-residential Vapor Intrusion Screening Levels (VISLs). The VOC trichloroethylene (TCE) was detected in the sub-slab sample SSV-7 at a concentration of 2.1 micrograms per cubic meter (µg/m³), which is below the Residential and Non- residential VISLs of 13.9 and 175 µg/m³, respectively. TCE was not detected above laboratory detection limits in the SSV-8 sub-slab sample. Based on the results of the SSV sampling, H&H did not conduct indoor air (IA) sampling activities in Building 3 in June 2016. The source of the TCE contamination appears to be a TCE plume in groundwater located northeast of Building 3, near Building 2, which appears to flow away from Building 3 in a north to northwesterly direction. A vapor intrusion mitigation system (VIMS) is planned to be installed in the northern portion of the adjacent Building 2 (Building 2 – North) where VOCs have been detected in groundwater, sub-slab vapor, and indoor air samples. Based on the VOC results in sub-slab vapor samples within the central and northern portion of Building 3, DEQ determined that vapor mitigation controls were not warranted in Building 3. However, DEQ requested further assessment of the central portion of Building 3 prior to development of proposed multi-family residential redevelopment due to the duration of time since this portion of the building was last assessed (2016), and the proposed redevelopment of the central portion of the Site for residential use. A summary of the completed activities for the additional vapor assessment is presented below in Section 3.0. 4 https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/ATCO LLC - ATC/ATL-Vapor Building 3/Vapor Assessment Report/20050-16-060_Building 3 - Central_ Vapor Assessment Report.docx 3.0 Vapor Assessment Activities 3.1 Sub-slab Vapor Point Installation Activities In order to further evaluate the potential for vapor intrusion associated with the proposed multi- family use in the central portion of Building 3, on August 25, 2021, H&H installed and sampled six (6) permanent sub-slab vapor sampling points (B3-SSVP-1 through B3-SSVP-6) advanced in the footprint of the proposed multi-family residential structure. The sample locations are depicted on Figure 2. The actual sub-slab sampling locations were measured in the field using the existing building exterior walls. The sub-slab vapor sample locations were installed and sampled in general accordance with the DEQ Division of Waste Management (DWM) Vapor Intrusion Guidance and the Work Plan. Briefly, the sub-slab vapor points were installed by utilizing a hammer drill and 1½-inch diameter drill bit to advance a pilot hole into the concrete slab to a depth of approximately 1¾ inches below the surface. A drill guide was then placed in the pilot hole, and a 5/8-inch diameter drill bit will be utilized to advance the boring through the concrete slab. Following concrete borehole advancement, loose concrete cuttings were removed from the boring using a bottlebrush and high efficiency particulate air (HEPA) vacuum. A Cox-Colvin Vapor Pin™ (vapor pin) assembly (stainless steel sampling point and silicone sleeve) were seated in the borehole using an installation/extraction tool and hammer. The vapor pins were installed as flush-mount sample points capable of being secured with a stainless-steel cover that screws onto the sampling point and is seated within the pilot hole annulus. 3.2 Sub-Slab Vapor and Soil Gas Sampling Activities Prior to sampling the sub-slab and soil-gas vapor monitoring points, a leak check was conducted at each location by constructing a shroud over the entire sampling train and flooding the air within the shroud with helium gas. Using an air pump, a sample was collected from the gas in the shroud into a Tedlar® bag and analyzed for helium concentrations using a helium gas detector. Vapor from the monitoring points was purged and sampled outside of the shroud into a separate Tedlar® bag and analyzed using the helium gas detector. The leak checks indicated that the helium concentrations 5 https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/ATCO LLC - ATC/ATL-Vapor Building 3/Vapor Assessment Report/20050-16-060_Building 3 - Central_ Vapor Assessment Report.docx through the sample train were less than 10% of the concentration measured within the shroud indicating a successful leak check for each sample. Following the successful field leak check, the sub-slab vapor samples were collected into approximate one-liter Summa canisters for laboratory analysis by connecting the Teflon® sample tubing to an airflow regulator using a brass nut and ferrule assembly to create an airtight seal. The airflow regulator was calibrated by the laboratory to allow the Summa canisters to fill slowly at a rate not greater than 200 milliliters per minute. In addition to the helium leak tests, shut-in leak tests were performed on each Summa canister and sampling train prior to sampling to ensure no leaks were present through the regulator or canister connections. Upon completion of sample collection, the air flow regulator was removed from the Summa canister and the samples were submitted to Waypoint Analytical, LLC (Waypoint) under standard chain of custody protocols for analysis of full-list VOCs by EPA Method TO-15. Upon receipt of the samples, the laboratory recorded the final received vacuum pressure for each Summa canister. The vacuum pressure in each Summa canister as measured in the field and laboratory upon completion of the sampling event was between five and seven inches of mercury (inHg). The laboratory and field starting and ending vacuum concentrations are listed the field sampling logs in Appendix B and on the laboratory chain-of-custody in Appendix C. 3.3 Quality Assurance/Quality Control For field and laboratory quality assurance/quality control (QA/QC) purposes, H&H collected one duplicate sub-slab sample to satisfy DEQ Brownfields minimum sample frequency of 1 duplicate per 20 samples per media and method. The duplicate sample (B3-SSVP-DUP-1) was collected using a laboratory supplied “T-sampler” from the B3-SSVP-4 parent sample location and was analyzed for the same compounds as the parent sample. In addition, H&H requested a Level II QA/QC data package from the laboratory and the laboratory reported values to the laboratory-specified method detection limits using J-flags. 6 https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/ATCO LLC - ATC/ATL-Vapor Building 3/Vapor Assessment Report/20050-16-060_Building 3 - Central_ Vapor Assessment Report.docx 4.0 Vapor Assessment Results The vapor assessment results from the central portion of Building 3 sub-slab vapor samples (B3- SSVP-1 through B3-SSVP-6) are summarized on Table 1 and the laboratory analytical report is included as Appendix C. The sample results were compared to the DEQ DWM Residential and Non- residential Soil-gas Screening Levels (SGSLs). The results indicate that several low-level VOCs were detected above laboratory reporting limits in each of the sub-slab vapor samples, but below the respective DWM Residential and Non-residential SGSLs. The site VOC contaminant of concern, TCE, was not detected above laboratory method detection limits in any of the sub-slab samples. However, the VOC tetrachloroethene (PCE) was detected in each of the sub-slab samples ranging from 5.66 µg/m3 in B3-SSVP-1 to 210 µg/m3/211 µg/m3 in B3-SSVP-4/B3-SSVP-DUP-1. These PCE concentrations are all below the Residential and Non-residential SGSLs of 280 µg/m³ and 3,500 µg/m³, respectively. To further assesses the sub-slab results, H&H calculated risk for the detected VOC concentrations. H&H utilized data collected from B3-SSVP-1 through B3-SSVP-6 using the DWM Risk Calculators dated June 2021. A combined “worse-case” residential and non-residential risk calculation was performed by using the highest detected concentration of each constituent from all of the samples. Risk calculator summary pages are included as Appendix D. The results of the cumulative risk calculations for the recent vapor assessment event indicate that the calculated “worse-case” cumulative potential carcinogenic and non-carcinogenic risks for the sub- slab soil gas samples are within the acceptable risk range of 1 x10-4 to 1 x 10-6 and the calculated hazardous index (HI) are less than 1 for both residential and non-residential use. The calculated residential use carcinogenic risk was 2.3 x 10-6 and the HI was 0.18, and the non-residential calculated carcinogenic risk was 1.7 x 10-7 and the HI was 0.014. Therefore, the results of the vapor assessment do not indicate a significant risk exposure within the central portion of Building 3 to future occupants and non-residential workers within the proposed residential building. 7 https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/ATCO LLC - ATC/ATL-Vapor Building 3/Vapor Assessment Report/20050-16-060_Building 3 - Central_ Vapor Assessment Report.docx 5.0 Summary and Recommendations H&H has completed soil gas point installation and sub-slab vapor sampling in the central portion of Building 3 at the Rite Aid Brownfields Property. A brief summary of the sampling results is provided below. • H&H installed and sampled six (6) permanent sub-slab vapor sampling points (B3-SSVP-1 through B3-SSVP-6) on August 25, 2021. • Results of the soil gas assessment activities did not identify VOC compounds at concentrations above DWM Residential or Non-residential SGSLS. • TCE was not detected above laboratory method detection limits in any of the samples. The VOC PCE was detected at a concentration above laboratory method detection limit in each sub-slab sample, but at concentrations below the DWM Residential and Non-residential SGSLs. • The results of the cumulative risk calculations for the recent vapor assessment event indicate that the calculated “worse-case” cumulative potential carcinogenic and non-carcinogenic risks for the soil gas samples are within the acceptable risk range of 1 x 10-4 to 1 x 10-6 and the calculated HI are less than 1 for both residential and non-residential use. Based on the vapor assessment results in the central portion of Building 3, there does not appear to be a significant risk exposure to future workers nor to future occupants within the proposed multi-family residential development.
