Chestnut St. Winston-Salem, Forsyth County Brownfields Project Number: 20039-16-034 Dear Mr. Gerstmyer: On July 15, 2016, as outlined in its Letter of Eligibility, the North Carolina Department of Environmental Quality (DEQ) determined that the redevelopment of Warehouse District II parcels was eligible for entry into the North Carolina Brownfields Program. The following reports were submitted with your Brownfield Property Application dated June 10, 2016, and were reviewed during the evaluation process: Report Prepared By Date Phase I ESA-901 and 1109 N. Trade St. Progress Environmental, May 19, 2016 Inc. Phase I ESA-1023, 1025, 1026, 1028 & 1030 N Progress Environmental, May 20, 2016 Chestnut St. Inc. We have also requested supplemental historical documents and received those documents on May 30, 2019 by Jason Ricks with Pilot Environmental. These documents included seventeen historical Sanborn fire insurance maps and ten aerial photographs for the entirety of the Brownfields Property. For the Sanborn maps, we are in receipt of two files, one file has nine pages, two of which are dated (1907 & 1912), the second file has eight pages, three of which are dated (1900, 1907 & 1912). Please include dates for the remaining Sanborn maps. We are also in receipt of a draft environmental management plan (EMP); once we have the additional assessment data requested below, we will review the EMP further. Additional assessment activities, as outlined below, are required to assist in making risk management decisions for inclusion in the Brownfields Agreement (BFA). Additional Assessment Activities: Prior to conducting field activities, a work plan shall be prepared in accordance with the attached work plan checklist and submitted to the North Carolina Brownfields Program (NCBP) for its review and approval. The work plan should include a summary table that includes sample ID, sapling objective, proposed depth if applicable, analytical methods, QA/QC samples and background samples if appropriate, description of the sampling and analytical methods to be utilized and a map depicting the proposed sample locations. Sampling methodologies should be consistent with the most recent Inactive Hazardous Sites Program Guidelines for Assessment and Cleanup. Request Level 2 QA/QC data packages from a NC certified environmental laboratory. In line with standard Brownfields assessment guidelines, please analyze soil and groundwater samples from the locations below for volatile organic compounds (VOCs) via EPA Method 8260, semi volatile organics (SVOCs) via EPA Method 8270, and RCRA 8 metals, as well as any site -specific contaminants not included in the above analytical methods. a. For the Trade Street parcels, please include soil and groundwater samples at the following areas of concern as depicted on Sanborn maps and aerial photographs. We have also attached a Sanborn map with these locations circled in red: i. Auto sales and repair shop ii. Undertaker — also include sampling for formaldehyde iii. Drycleaner iv. Export Leaf Tobacco Sale — which may or may not have had chemical storage v. Snipes Sausage Factory — possible engine with tanks or coal vi. Union Bethel Church — please confirm heating source vii. Furniture repair b. Please further clarify the soil disturbance areas as noted on the 1972 and 1984 aerial photographs of the Trade Street parcels on the central portion of the site. For instance, was there disposal occurring or was the area a barrow pit? Please collect samples from this area. c. For the Chestnut St parcels, please include soil and groundwater samples at the following areas of concern as depicted on Sanborn maps, aerial photographs and from a recent site visit: i. LT Long Wood Lawn and Carpenter Shop — gasoline tank and engine ii. Gasoline tank in the center of the parking area iii. Corner of Chestnut and 11 th St — maintenance shop and old tanks east of building. Unknown drums and tanks that are out of use need to be disposed properly at a licensed facility with disposals manifests provided to the NCBP. If drums or tanks are used or stored onsite, NCBP needs to know their contents and location. iv. Surficial soil samples downgradient of coal storage area and engine room at neighboring Export Leaf Tobacco Warehouse District II August 2, 2019 3 1. Please provide any information regarding known fumigants used in the tobacco warehouse. If noted, collect samples downgradient of fumigant locations. d. Please provide any additional information regarding the Railroad track. Is this railroad still active? If not, please provide the date of termination. If known, please provide information regarding the types of materials transported on the railway. e. Based on redevelopment plans, we would also like to see shallow soil and groundwater assessment at any park areas as depicted in the redevelopment plans. It appears that there is a park planned for the area north of the parking lot next to Earl's restaurant. Please provide further information about this park. For instance, will the native soil serve as the park's ground surface or will there be import of a playground surface (i.e. rubber, mulch, etc.)? f. In order to assess vapor intrusion concerns for the current building at the corner of 9th and Trade Streets and the potential for migration from offsite sources, we would also like to see groundwater samples collected south and west of the building. Sub -slab vapor samples may be required depending on groundwater results. g. Please also include a Brownfields Receptor Survey, included as an attachment. 2. Report and Figures: Upon receipt of analytical data, submit a summary report with a description of fields activities, tabulated data in comparison to applicable screening levels, the laboratory data packet with applicable QA/QC documentation and figures. The figures should include a site plan with locations of sample points, the current site structures, concentration map(s) for contaminants detected above applicable standards, groundwater potentiometric map. The final report should be signed and sealed by an NC licensed Professional Geologist (PG). 3. Redevelopment Plan: Because risk management decisions may vary depending on the nature of the redevelopment, it will be important that DEQ review the locations of the various elements. Please forward any maps or drawings, including grading plans, you may presently have indicating these details, even if only preliminary or conceptual. We have in our receipt general concept plans, please provide additional information regarding soil disturbance and any subgrade work. 4. Schedule: Inform DEQ on the activities and progress of any building dismantling and demolition that will occur as part of site redevelopment. Be aware that during dismantling any and all chemicals, wastes, demolition debris and contaminated media must be managed in accordance with all applicable laws and guidelines. Please work closely with me on any activities associated with the site. I want to remind you that you are not afforded the protections of the Brownfields Agreement until the Brownfields documents are finalized, signed and recorded at the county register of deeds office. If you operate at the site prior to this time, you jeopardize your eligibility as a Prospective Developer. No soil disturbance without approved EMP. 5. Plat: If you have not already, please begin working with an NC licensed surveyor to develop a survey plat for the entirety of the Brownfields Property. Also included is the NCBP's survey plat checklist. Warehouse District II August 2, 2019 4 Please keep in mind that as plans change for the property or new information comes to light, additional assessment may be required at a future date.
