(Terracon) has completed a Limited Site Investigation (LSI) of the proposed Chick-fil-A #04954 restaurant located at 201 South Estes Drive in Chapel Hill, Orange County, North Carolina (site). According to client provided information and the Orange County GIS website, the site consists of an approximate 1.3-acre portion of a 38.39-acre parcel (Orange County Parcel ID: 9799220604) (Terracon, 2021). A topographic map is included as Exhibit 1. The location of the site is shown on Exhibit 2. Terracon previously completed a Phase I Environmental Site Assessment (ESA) of the site (Terracon Project No.: 70217309, dated May 17, 2021). Terracon identified the following recognized environmental condition (REC) associated with the site: Based on 2020 groundwater sampling results (AECOM Technical Services of NC, Inc. [AECOM], 2020), tetrachloroethene (PCE) was detected in groundwater in monitoring wells near the northern site boundary associated with the American Dry Cleaners Dry - Cleaning Solvent Cleanup Act Program (DSCA) incident. PCE was detected in monitoring wells MW-1 (located approximately 20 feet north) and 2W-6 (located approximately 100 feet northwest) at concentrations of 0.738 micrograms per liter (pg/L) and 160 pg/L, respectively (Exhibit 2). Additionally, the parent tract has been granted eligibility into the North Carolina Brownfield Program due to the on -site DSCA incident and petroleum contamination from an on -site automotive repair garage (Chapel Hill Tire, Incident #46402). At the time of this report, a finalized Brownfields Agreement including land -use restrictions was not in place; however, a Notice of Residual Petroleum (NORP) was recorded for the property on January 23, 2020 due to the petroleum contamination at the Chapel Hill Tire facility. The NORP implemented an industrial/commercial use only land -use restriction of soil. Further land -use restrictions may be implemented when the Brownfields Agreement is finalized. The purpose of the investigation was to evaluate subsurface conditions in soil, groundwater, and soil vapor with respect to the potential presence of chlorinated solvent constituents. The scope of work is not intended to provide complete delineation or develop corrective action costs. 1.1 Standard of Care Terracon's services were performed in a manner consistent with generally accepted practices of the profession undertaken in similar studies in the same geographical area during the same time. These LSI services were performed in accordance with the scope of work agreed with you, our client, as reflected in our proposal and were not restricted by ASTM E1903-11. 1.2 Additional Scope Limitations Findings, conclusions, and recommendations resulting from these services are based upon information derived from the on -site activities and other services performed under this scope of work; such information is subject to change over time. Certain indicators of the presence of hazardous substances, petroleum products, or other constituents may have been latent, inaccessible, unobservable, non -detectable, or not present during these services. We cannot represent that the site contains no hazardous substances, toxic materials, petroleum products, or other latent conditions beyond those identified during this LSI. Subsurface conditions may vary from those encountered at specific borings or wells or during other surveys, tests, assessments, investigations, or exploratory services. The data, interpretations, findings, and our recommendations are based solely upon data obtained at the time and within the scope of these services. 1.3 Reliance The LSI report has been prepared for the exclusive use and reliance of Chick-fil-A, Inc. (client). Reliance by any other party is prohibited without the written authorization of the client and Terracon. Reliance on the LSI by the client and all authorized parties will be subject to the terms, conditions, and limitations stated in the Supplemental to Agreement for Services, sections of this proposal incorporated therein, the Reliance Agreement (if applicable), and the LSI report. The defined contractual limitation of liability is the aggregate limit of Terracon's liability to the client and all relying parties. 2.0 FIELD ACTIVITIES Field activities were conducted on July 9, 2021. Activities included boring layout, private utility location, advancement of soil borings and temporary monitoring wells, and sampling of soil, groundwater, and soil vapor. Prior to LSI drilling operations, public utility locators were notified via 811 call. 2.1 Private Utility Location Terracon personnel performed a utility locate survey in the vicinity of the borings. Subsurface utility lines were marked and cleared prior to drilling activities. Responsive ■ Resourceful ■ Reliable 2 Limited Site Investigation Report Proposed Chick-fil-A #04954 Chapel Hill, North Carolina Irerracon August 6, 2021 Terracon Project No. 70217369 2.2 Soil Assessment Three soil borings (TW-01 through TW-03) were advanced via direct -push technology (DPT) and auger rotary methods using a track -mounted GeoProbeTm drill rig in the northern portion of the site (Exhibit 2). Soils were logged to document soil type, relative moisture content, and other lithologic characteristics. Soil samples collected via DPT methods were screened for organic vapors using a photoionization detector (PID). Solid stem augers were used to advance the borings after DPT refusal occurred at depths between 7 and 12.5 feet bls. Borings were terminated at approximately 30 feet below land surface (bls) after saturated soil conditions were encountered. Soil boring logs are included in Appendix A. Soil samples were selected for laboratory analysis based on PID results and/or were selected from the depth interval with the highest potential for impact above the water table (i.e. shallow soils). One soil sample was collected from each boring at depths between 2 and 7 feet bls or at least five feet above the measured water table. Each soil sample was placed into laboratory supplied containers, packed in ice, and shipped to Pace Analytical° Laboratory (Pace) in Mt. Juliet, Tennessee and analyzed for chlorinated volatile organic compounds (VOCs) via United States Environmental Protection Agency (USEPA) Method 8260D. Non -dedicated sampling equipment was decontaminated using a Liquinox®/water wash followed by a distilled water rinse prior to use and between borings. Temporary investigation locations were backfilled with bentonite and abandoned in accordance with applicable state requirements. 2.3 Groundwater Assessment Temporary wells (TW-01 to TW-03) were installed within the advanced soil boring locations. Temporary well construction details are summarized on Table 1 and were constructed as follows: Installation of a 15-foot section of 2-inch diameter, 0.010-inch machine slotted PVC well screen; Installation of a 2-inch diameter, threaded, flush -joint PVC riser pipe to the ground surface; and Addition of pre -sieved 20/40 grade silica sand for annular sand pack around the well screen from the bottom of the boring to approximately 2-feet above the top of the well screen. Prior to purging the temporary wells, the depth to groundwater was measured relative to the top of the temporary well casing and converted to depth bls. Water depths range from 8.33 to 28.03 feet bls (Table 1). The temporary monitoring wells were developed, then purged using peristaltic pumps and disposable tubing. The groundwater samples were collected after stabilization of field parameters (e.g., pH and specific conductance). Each sample was placed into laboratory supplied containers, packed in ice, and shipped to Pace Laboratories for analysis of chlorinated VOCs via USEPA Method 8260D. Drilling equipment and non -dedicated sampling equipment was decontaminated prior to use and between borings using a Liquinox®/water wash followed by a distilled water rinse. Temporary investigation locations were backfilled with bentonite and abandoned in accordance with applicable state requirements. 2.4 Soil Vapor Assessment Two temporary sub -slab soil vapor sampling points (SV-01 and SV-02) were installed within the existing on -site building and within the proposed building location. The sub -slab soil vapor sampling points were installed by using a handheld rotary hammer to drill a hole through the concrete floor slab of the building and inserting a sub -slab soil vapor sampling port (VaporPinTM) into the hole. Each soil vapor point was allowed to equilibrate for a minimum of 2 hours after installation and leak tested prior to sampling to ensure that the points were properly sealed, thus preventing indoor air from entering the point during sampling. Sampling locations are displayed in Exhibit 2. Sampling methodology for the shallow soil vapor sampling is described in the following paragraphs. Shut -In Test Prior to connection of the sampling equipment to the soil vapor sample point, a shut-in (dead- head) test was conducted to check for leaks in the aboveground purge/sampling manifold. A sampling train consisting of a batch certified 1-liter Summa canisterfor sample collection (sample canister) connected to a critical orifice flow restrictor (flow controller). The sampling train influent was capped, the sampling canister remained closed, and a negative pressure reading of at least 15 inches of mercury was induced on the sampling train pressure gauge. The pressure gauge was then observed for losses in vacuum. If there was an observable loss of vacuum, the fittings were adjusted until the vacuum in the sample train did not noticeably dissipate. Helium Tracer Test Following the shut-in test, the purge/sampling train was connected to the soil gas sampling point and a helium tracer gas leak test was conducted. The tracer gas serves as a quality assurance/quality control (QA/QC) method to verify the integrity of the sampling train seal to the sample point. An MGD-2002 helium detector was used to verify the presence and concentration of tracer gas. The protocol for using a tracer gas is to enclose the sampling train and sample point outlet with a shroud, enrich the shroud atmosphere with at least 10 percent helium. The purging device (syringe and/or hand pump) was situated outside of the shroud connected with the sampling train by Teflon° lined tubing running through the shroud. Purged soil gas was screened for helium to assess for leaks in the sampling point seal and with a PID to assess for VOCs. The shroud helium concentration and the helium concentration in the purged soil vapor was documented after each volume purged. The sampling train and vapor monitoring point connection was considered to be sufficiently sealed when helium concentrations were less than ten percent of the helium concentration in the shroud. Each point had a concentration of less than ten percent of the helium concentration in the shroud. Soil Vapor Sample Collection Following the helium leak test, the valve to the purge device was closed and the sample canister valve was opened to initiate collection of soil vapor for laboratory analysis. The sample was collected at a flow rate of approximately 200 milliliters per minute. The sample canister valve was closed when the gauge measured approximately five to nine inches of mercury (Hg) vacuum. The canisters were packaged and delivered along with chain of custody documentation to Pace for analysis of chlorinated VOCs via USEPA Method TO-15. 3.0 RESULTS Soils at the site were observed to consist primarily of sand and silt/siltstone. Groundwater at the site was inferred to flow to the east based on topography. Groundwater elevations and a true groundwater flow direction at the site were not determined. Groundwater flow at the former American Drycleaners facility, located approximately 200 feet northwest of the site, was estimated to flow to the southeast (AECOM, 2020). Site lithology was documented in boring logs provided in Appendix A. Site photographs documenting field activities and site conditions are provided in Appendix B. The laboratory analytical reports are provided in Appendix C. 3.1 Soil Analytical Results Soil sample analytical results were compared with the North Carolina Department of Environmental Quality (NCDEQ) Residential and Industrial/Commercial Preliminary Soil Remediation Goals (PSRGs). Results of soil sample analytical results are as follows: Cis-1,2-dichloroethene (cis-1,2-DCE) was detected below its Residential and Industrial/Commercial PSRG in TW-03. Additional chlorinated VOCs were not detected in the soil samples. The soil analytical results are summarized in Table 2. Results of groundwater sample analytical results are as follows: cis-1,2-DCE, tetrachloroethene (PCE), trichloroethene (TCE), and vinyl chloride were detected above the 2L standards in TW-03. cis-1,2-DCE and trans- 1,2-dichloroethene (trans-1,2-DCE) were detected below the 2L standards TW-02 and TW-03, respectively. Additional chlorinated solvent VOCs were not detected in the groundwater samples. The groundwater analytical results are summarized on Table 3. 3.3 Soil Vapor Analytical Results Soil vapor sample analytical results were compared with NCDEQ Residential and Non -Residential Sub -Slab Soil Gas Screening Levels (SGSLs) and are summarized as follows: None of the chlorinated VOCs analyzed were reported to be above the Non -Residential SGSL. Chloroform and tetrachloroethene were detected above the Residential SGSL, but not above the Non -Residential SGSL in SV-02. Additional chlorinated solvent VOCs were detected below the Residential and Non - Residential SGSLs in SV-01 and SV-02. Soil vapor analytical results are summarized on Table 4. 4.0 FINDINGS AND CONCLUSIONS The findings and conclusions of this investigation are as follows: The site is part of a larger parcel (parent tract) that has been impacted by a release of dry- cleaning solvents and petroleum. A NORP has been recorded for the petroleum release incident (Incident #46402) and implemented an industrial/commercial use only land -use restriction for on -site soil. The parent tract has also been granted eligibility into the NC Brownfield Program. When a finalized Brownfields Agreement is in place, it will likely include further land -use restrictions on the property. Chlorinated VOCs were not detected above the Residential or Industrial/Commercial PSRGs in the soil samples. Based on the depth to groundwater, impacted soils are not anticipated within the shallow onsite soils likely to be disturbed as part of construction. Cis-1,2-DCE, PCE, TCE, and vinyl chloride were detected in groundwater samples above the 2L standards in TW-03. Additional chlorinated VOCs were not detected above the 2L standards in the groundwater samples. Chloroform and PCE were detected in sub -slab soil gas samples above the Residential SGSL, but not above the Non -Residential SGSL in SV-02. The chloroform likely is associated with potable water use and is not considered to be a constituent of concern. Additional chlorinated VOCs were not detected above the Residential or Non -Residential SGSL in the soil vapor samples. 5.0 RECOMMENDATIONS Based on the results of this investigation, Terracon recommends the following: Based on the observed site groundwater and soil vapor concentrations, Terracon recommends that the property owner report the detections to the NCDEQ Brownfields Program. Since the site is located on a NCDEQ Brownfields Program property, an approved Environmental Management Plan may be required by NCDEQ prior to construction activities, which could include installation of a vapor mitigation system or further soil vapor evaluation based on NCDEQ Brownfields Program comment. Terracon does not recommend further assessment of groundwater or soil vapor based on the proposed commercial use of the site without input from the NCDEQ Brownfields Program. 6.0 REFERENCES AECOM Technical Services of North Carolina, Inc., 2020. This is not intended as a comprehensive explanation, and if you have additional questions please contact your project representative. Surrogate (Surrogate Standard) - Analytes added to every blank, sample, Laboratory Control Sample/Duplicate and (S) Matrix Spike/Duplicate; used to evaluate analytical efficiency by measuring recovery. Surrogates are not expected to be rqC detected in all environmental media. U Not detected at the Reporting Limit (or MDL where applicable). Analyte The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes reported. If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the Dilution standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the FAI laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the result reported has already been corrected for this factor. These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal Limits for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or SC duplicated within these ranges. This column provides a letter and/or number designation that corresponds to additional information concerning the result Qualifier reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable. The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was no measurable result returned for a specific analyte, the result in this column may state "ND" (Not Detected) or "BDL" Result (Below Detectable Levels). The information in the results column should always be accompanied by either an MDL (Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect or report for this analyte. Uncertainty (Radiochemistry) Confidence level of 2 sigma. A brief discussion about the included sample results, including a discussion of any non -conformances to protocol Case Narrative (Cn) observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report. Quality Control This section of the report includes the results of the laboratory quality control analyses required by procedure or Summary (Qc) analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not being performed on your samples typically, but on laboratory generated material. This is the document created in the field when your samples were initially collected. This is used to verify the time and Sample Chain of date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This Custody (Sc) chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the samples from the time of collection until delivery to the laboratory for analysis. This section of your report will provide the results of all testing performed on your samples. These results are provided Sample Results (Sr) by sample ID and are separated by the analyses performed on each sample. This is not intended as a comprehensive explanation, and if you have additional questions please contact your project representative. Results Disclaimer - Information that may be provided by the customer, and contained within this report, include Permit Limits, Project Name, Sample ID, Sample Matrix, Sample Preservation, Field Blanks, Field Spikes, Field Duplicates, On -Site Data, Sampling Collection Dates/Times, and Sampling Location. Results relate to the accuracy of this information provided, and as the samples are received. Abbreviations and Definitions CP IP FTC FSS MDL Method Detection Limit. ND Not detected at the Reporting Limit (or MDL where applicable). rCn RDL Reported Detection Limit. Rec. Recovery. FSr RPD Relative Percent Difference. SDG Sample Delivery Group. Surrogate (Surrogate Standard) - Analytes added to every blank, sample, Laboratory Control Sample/Duplicate and 6 QC (S) Matrix Spike/Duplicate; used to evaluate analytical efficiency by measuring recovery. Surrogates are not expected to be detected in all environmental media. U Not detected at the Reporting Limit (or MDL where applicable). Analyte The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes reported. If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the a Dilution standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the result reported has already been corrected for this factor. FSC These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal Limits for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or duplicated within these ranges. This column provides a letter and/or number designation that corresponds to additional information concerning the result Qualifier reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable. The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was no measurable result returned for a specific analyte, the result in this column may state "ND" (Not Detected) or "BDL" Result (Below Detectable Levels). The information in the results column should always be accompanied by either an MDL (Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect or report for this analyte. Uncertainty (Radiochemistry) Confidence level of 2 sigma. A brief discussion about the included sample results, including a discussion of any non -conformances to protocol Case Narrative (Cn) observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report. Quality Control This section of the report includes the results of the laboratory quality control analyses required by procedure or Summary (Qc) analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not being performed on your samples typically, but on laboratory generated material. This is the document created in the field when your samples were initially collected. This is used to verify the time and Sample Chain of date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This Custody (Sc) chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the samples from the time of collection until delivery to the laboratory for analysis. This section of your report will provide the results of all testing performed on your samples. These results are provided Sample Results (Sr) by sample ID and are separated by the analyses performed on each sample. The header line of each analysis section for each sample will provide the name and method number for the analysis reported. Sample Summary (Ss) This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and times of preparation and/or analysis.
