The single-story industrial building at the site includes a 7,546 square foot (sq. ft.) office area with an adjacent warehouse and manufacturing areas totaling approximately 97,211 sq. ft. The site is bound to the southwest by railroad tracks, to the northwest and southeast by adjacent industrial facilities, and to the northeast by Atando Avenue. Current and historical occupants of the on-site facility include a supplier of steel bar stock and a distributor of granite slabs for use as countertops. The site is currently enrolled in the North Carolina Brownfields Program (NCBP) due to chlorinated compounds detected in the groundwater on the northern portion of the property. A second area of impacted groundwater is located beneath the southern warehouse area. Groundwater impacts in this area are related to a release of petroleum constituents from one or two leaking underground storage tanks (UST)s that were located beneath the warehouse floor slab. A topographic map showing the site location is included as Figure 1. A No Further Action letter dated February 7, 2019 was issued by the North Carolina Department of Environmental Quality (NCDEQ) UST Section for the Intregis Metals release incident associated with on-site USTs. On-site monitoring wells MW-1 through MW-5 and DW-1 and recovery well RW-1 were abandoned on March 29, 2019 as part of the petroleum incident closure. Since well MW-5 (routinely sampled as part of the Brownfields requirements) had been installed as the up-gradient well for the petroleum release and subsequently abandoned, Terracon installed a replacement well (MW-5R) for abandoned well MW-5 on January 31, 2020. On-site monitoring wells (MW-6 through MW-10) associated with the assessment of chlorinated compounds from an off-site up-gradient source were not abandoned. The source of chlorinated compounds is believed to be a former diaper cleaning service located on the adjacent property to the northwest. The groundwater flow direction at the site is towards the south-southeast. The locations of on-site monitoring wells and other site features are shown on Figure 2. Water supply wells have not been reported within 1,500 feet of the site. The nearest surface water feature is an intermittent stream/drainage ditch located approximately 500 feet to the southwest of the site. Based on local topography, water from the drainage feature discharges into Little Sugar Creek. Groundwater Monitoring Report Atando Avenue Brownfields Site ■ Charlotte, North Carolina February 2, 2021 ■ Terracon Project No. 71187030 Responsive ■ Resourceful ■ Reliable 2 According to Land Use Restriction 13 in the Brownfields Agreement, monitoring wells MW-5 (now MW-5R) and MW-9 are required to be sampled each January for three consecutive years (starting in 2018) or until the NCBP determines, in writing, that sampling is no longer required. The Brownfields Agreement also states that the wells should be analyzed for volatile organic compounds (VOCs) and semi-volatile organic compounds (SVOCs). Additionally, the NCBP requires submittal of a Land Use Restrictions (LUR) Update form at the beginning of each year. The LUR Update form was submitted to the NCBP in January 2020. 1.1 Occurrence of Chlorinated Volatile Organic Compounds (CVOCs) at the Site Historically, groundwater samples obtained from on-site monitoring well MW-5 have shown the highest concentrations of chlorinated compounds at the site at levels that exceeded the North Carolina Administrative Code (NCAC) 2L Groundwater Standards. Well MW-5 was located within the northwestern portion of the site, up-gradient of the on-site buildings and most operations conducted on the property. Based on the VOC levels detected in well MW-5 and health and safety concerns for personnel on the site and nearby properties, the Inactive Hazardous Sites Branch (IHSB) opened Incident No. NONCD0001992 for the site in 2014. Based on preliminary assessment activities conducted at the site, the IHSB recommended additional assessment to identify the on-site source of the chlorinated VOCs (CVOCs). In response to the recommendations of the IHSB, Terracon installed monitoring wells MW-9 and MW-10 in August 2015 at locations up-gradient of well MW-5/MW-5R along the northwestern property boundary to disprove IHSB’s claim of an on-site source. Analytical results from well MW-9 detected the highest concentrations of CVOCs on the property. Well MW-9 is located directly up-gradient of well MW-5/MW-5R at the northern property boundary. CVOCs were also detected in wells MW-8 and MW-10 located in the northwestern portion of the site at concentrations several orders of magnitude lower than wells MW-5 and MW-9. A previously completed Phase I ESA conducted for the site in 2013 identified the adjacent Dy-Dee Service as an industrial laundry business formerly located on the property to the north and up-gradient of the site. An approximate 1,500-gallon aboveground storage tank (AST) in poor condition located at the rear exterior of the Dy-Dee Service building was identified as a recognized environmental condition (REC). Terracon confirmed the presence of the AST in August, October, and November 2015 and also observed several rusted 55-gallon drums stored at the rear of the Dy-Dee Service building near the AST. Based on the groundwater flow direction towards the south-southeast, a release from the AST, drums or former operations at the Dy-Dee Service facility could potentially impact the groundwater quality at 527 Atando Avenue. A secondary potential source for groundwater contamination is a former automotive repair shop that was reportedly located in a building located at the rear of the Dy-Dee Service building (on the same parcel). Terracon could not obtain information regarding the automotive repair business. Groundwater Monitoring Report Atando Avenue Brownfields Site ■ Charlotte, North Carolina February 2, 2021 ■ Terracon Project No. 71187030 Responsive ■ Resourceful ■ Reliable 3 2.0 SCOPE OF SERVICES Terracon’s environmental services were performed in general accordance with the land use restriction requirements of the Brownfields Agreement for the property. The scope of services included: ▪ Collection of groundwater samples from on-site monitoring wells MW-5/MW-5R and MW-9; and ▪ Completion of the Land Use Restriction Update form (submitted under separate cover). 2.1 Standard of Care Terracon’s services were performed in a manner consistent with generally accepted practices of the profession undertaken in similar studies in the same geographical area during the same time. Terracon makes no warranties, either expressed or implied, regarding the findings, conclusions, or recommendations. Please note that Terracon does not warrant the work of laboratories, regulatory agencies, or other third parties supplying information used in the preparation of the report. The services were performed in accordance with the scope of work authorized by our client, as reflected in our proposal and were not conducted in accordance with ASTM E1903-11. 2.2 Additional Scope Limitations Findings, conclusions, and recommendations resulting from these services are based upon information derived from the on-site activities and other services performed under this scope of work; such information is subject to change over time. Certain indicators of the presence of hazardous substances, petroleum products, or other constituents may have been latent, inaccessible, unobservable, non-detectable, or not present during these services. We cannot represent that the site is free of hazardous substances, toxic materials, petroleum products, or other latent conditions beyond those identified during this investigation. Subsurface conditions may vary from those encountered at specific borings or wells or during other surveys, tests, assessments, investigations, or exploratory services. The data, interpretations, findings, and our recommendations are based solely upon data obtained at the time and within the scope of these services. 2.3 Reliance This report has been prepared for the exclusive use of Advantage Machinery Services, Inc and the North Carolina Brownfields Program. Any authorization for use or reliance by another party (except a governmental entity having jurisdiction over the site) is prohibited without the expressed written authorization of Advantage Machinery Services, Inc. and Terracon. The limitation of liability defined in the terms and conditions is the aggregate limit of Terracon’s liability to Advantage Machinery Services, Inc. and all relying parties unless otherwise agreed in writing. 3.0 FIELD INVESTIGATION METHODS Terracon conducted the field work under a health and safety plan developed for this project. Work was performed using United States Environmental Protection Agency (USEPA) Level D work attire consisting of a hard hat, safety vest, safety glasses, protective gloves and protective boots. 3.1 Groundwater Sampling Terracon mobilized to the site on January 21, 2021 to collect groundwater samples from on-site wells MW-5R and MW-9 as required by Land Use Restriction 13 within the Brownfields Agreement. Prior to sampling, the monitoring wells were purged using low-flow techniques via peristaltic pump and clean, disposable polyethylene tubing. Water quality parameters pH, specific conductance, oxidation-reduction potential, dissolved oxygen, and temperature were measured and recorded during purging activities at five-minute intervals to ensure the groundwater had stabilized. Groundwater sampling records are included in Appendix A of this report. The groundwater samples from the two wells were placed in laboratory-supplied glassware, labeled and stored in an ice-packed cooler. The samples, along with chain-of-custody documentation, were delivered to Pace Analytical Services, Inc. in Huntersville, North Carolina for analysis of VOCs by EPA Method 8260 and SVOCs by EPA Method 8270. 3.2 Site Hydrogeology Depth to groundwater was measured at 6.81 feet below top of casing (btoc) in well MW-5R and 5.15 feet btoc in well MW-9 (in 2015, depth to water levels were measured at approximately 12 to 13 feet btoc). The locations of the on-site wells are shown on Figure 2. Based on historical measurements, groundwater in the shallow aquifer zone appears to be flowing to the south/southeast. Groundwater depths and elevations are reported in Table 1. 3.3 Investigation Derived Waste Investigation-derived waste (IDW) consisting of purge water generated during the groundwater sampling activities was containerized and staged on the site pending analysis. The IDW will be disposed at an off-site facility in accordance with applicable NCDEQ requirements. Groundwater Monitoring Report Atando Avenue Brownfields Site ■ Charlotte, North Carolina February 2, 2021 ■ Terracon Project No. 71187030 Responsive ■ Resourceful ■ Reliable 5 4.0 ANALYTICAL RESULTS According to the laboratory analytical reports, the following VOC and SVOC constituents were detected during the January 2021 groundwater sampling event. VOCs: ▪ Tetrachloroethylene (PCE) was detected in wells MW-5R (2,160 µg/L) and MW-9 (1,690 µg/L) at concentrations above its 2L standard of 0.7 µg/L. ▪ Trichloroethene (TCE) was detected in wells MW-5R (1,030 µg/L) and MW-9 (917 µg/L) at levels above its 2L standard of 3 µg/L. ▪ cis-1,2-Dichloroethene (cis-1,2-DCE) was detected in wells MW-5R (1,400 µg/L) and MW- 9 (8,750 µg/L) above its 2L standard of 70 µg/L. ▪ Vinyl chloride was detected in well MW-5R (42.8 µg/L) above its 2L standard of 0.03 µg/L. Vinyl chloride was not detected above the laboratory reporting limit in well MW-9. ▪ trans-1,2-Dichloroethene was detected in wells MW-5R (9.0J µg/L) and MW-9 (47.7J µg/L) at estimated concentrations below its 2L standard of 100 µg/L. ▪ Naphthalene was detected in well MW-5R (6.6J µg/L) at an estimated concentration above its 2L standard of 6 µg/L. Naphthalene was not detected above the laboratory reporting limit in well MW-9. SVOCs: ▪ SVOC constituents were not detected in wells MW-5R and MW-9 above laboratory method detection limits (MDLs). Groundwater analytical results are also summarized in Table 2. The laboratory analytical report is provided in Appendix B. 5.0 CONCLUSIONS AND RECOMMENDATIONS Based on the scope of services described in this report and subject to the limitations described herein, Terracon provides the following conclusions. ▪ Groundwater results indicate that CVOCs are present at concentrations exceeding 2L standards in wells MW-5R and MW-9. Total CVOC concentrations are generally stable in the two wells compared to previous sampling events (with the exception of the sampling Groundwater Monitoring Report Atando Avenue Brownfields Site ■ Charlotte, North Carolina February 2, 2021 ■ Terracon Project No. 71187030 Responsive ■ Resourceful ■ Reliable 6 results for January 2019 when total CVOC concentrations were significantly lower, particularly within well MW-5). ▪ The potential off-site CVOC source is believed to be located on the adjacent parcel to the north of the site where the Dy-Dee Diaper business formerly operated and where several rusted 55-gallon drums and ASTs were observed by Terracon and others. The off-site source of the CVOCs is supported by high concentrations of CVOCs in the groundwater along the northern property boundary. ▪ Historical groundwater flow direction at the site is towards the south/southeast. ▪ Natural attenuation of the CVOCs is apparent based on the presence of various daughter products of tetrachloroethylene in the wells. ▪ Naphthalene was detected in well MW-5R during this sampling event slightly above its 2L standard. Based on the findings of our assessment activities, the following comments and recommendations are provided for the site. ▪ Since CVOC concentrations at the site have not significantly attenuated, Terracon recommends sampling wells MW-5R and MW-9 in January 2022 in accordance with Land Use Restriction 13 in the Brownfields Agreement, which requires annual sampling to continue until NCDEQ indicates in writing that further sampling is not needed.
