The Department of Environmental Quality (DEQ) Brownfields Program received the Soil Vapor Sampling Report dated September 6, 2021, prepared by Resolve Environmental Services, PLLC for the above referenced Brownfields Property. The report documents additional soil vapor assessment for building expansion of the Senior Center at 500 West Jefferson Street (a portion of the former Scott Aviation
Brownfields Property).
The additional assessment work was done at the request of DEQ Brownfields Program in reference to Land Use Restriction (“LUR”) Number 7 in the Notice of Brownfields Property. Assessment activities
included soil gas vapor sample collection and analysis by EPA Method TO-15 for volatile organic compounds (VOCs). Based on the analytical results of the soil gas samples and DEQ Risk Calculator hazard risk index, DEQ Brownfields supports the conclusion that no additional measures, mitigation, or monitoring
are required for the proposed redevelopment plan at 500 W Jefferson St as present in the assessment report.

B. INTRODUCTION
1. Project Background
The subject site is located at 500 West Jefferson Street in Monroe, North Carolina. The site is a portion
of Brownfields Project 09042-05-090. The site is a currently proposed to be renovated into a Senior
Center for the City of Monroe. Part of the proposed renovation is the addition of an approximate 3900
ft2 addition on the northwest corner of the existing building. Previous ground water assessment
activities and soil vapor studies at the site indicated the presence of volatile organic compounds (VOCs)
in the soil vapor and groundwater at and/or adjacent to the site. The proposed usage at the site has
been characterized as “non-residential” by the NCDEQ’s Brownfields Program. A Site Location Map is
included as Figure 1.
At the request of the Brownfields Program Project Manager, a soil-gas survey vapor point was proposed
to be installed within the footprint of the proposed addition. The collected soil-gas sample would be
analyzed for VOCs by Method TO-15. The purpose of the sampling was to determine if soil vapor quality
within the footprint of the proposed addition exceeds the NCDEQ’s non-residential vapor intrusion
screening levels (VISLs).
The purpose of this report is to present the methods and results from soil-gas sampling conducted at the
site on August 6, 2021. The air samples were submitted to a nationally certified laboratory (National
Voluntary Laboratory Accreditation Program, aka NVLAP) for a full-list of volatile organic compounds by
EPA Method TO-15.
C. ENVIRONMENTAL ASSESSMENT ACTIVITIES
1. Sample Point Installation, QA/QC and Sample Collection
On August 2, 2021 Resolve supervised the installation of a vapor sampling point at the site. The soil-gas
vapor sample point consisted of Geoprobe® Post-Run Tubing (PRT). A 1.5-inch diameter rod with a
disposable end point was driven to a total depth of approximately 6 feet at the soil-gas vapor sample
point. The rod was then retracted approximately 0.5-feet. A bentonite seal was placed around the
perimeter of the 1.5-inch rod at ground surface to ensure no ambient air could enter the sampling point.
The PRT sampling point and associated tubing was then attached to the end of the PRT sampling rod.

On August 6, 2021, a soil-gas vapor sample (SV-1) and duplicate sample were collected from the newly
installed vapor sampling point. The samples were collected using laboratory supplied and certified 1-liter
Summa canisters and calibrated flow controllers. Each Summa canister flow controller was pre-
calibrated for a 30-minute sample collection at a target vacuum of 7-10 inches of mercury and a target
flow rate of 23.4 cubic centimeters per minute (regulator 3197) and 51.3 cubic centimeters per minute
(regulator 3198). Each canister passed a laboratory leak test prior to sampling. Additional leak testing
was not conducted on the canisters in the field.
The Summa canisters were placed on the ground adjacent to the vapor sampling point. Prior to
sampling, pressure readings on the canister gauges ranged from 29 to 29.5 in Hg. The sample tubing at
the sampling point was purged using an air pump. The volume of air removed from the vapor point was
a minimum of three times the pore space and tubing. Prior to sample collection, a leak test was
conducted at the sampling location. The leak test was conducted by placing a cover over the sampling
point, tubing and connectors, and helium placed within the cover. The percentage of helium in the air
beneath the cover was as close to saturation as possible, actual percentages were measured and
recorded in field notes. The air was continuously monitored for helium using a helium detector during
the purging of the sample locations. If a helium concentration was detected below 10 percent of the
concentration under the cover, it was assumed that the sample point and connected tubing were
properly sealed. Following the leak testing, the flow valves on the canisters were opened and samples
were collected over a 30-minute period. Canister pressures at the completion of sampling activities
ranged from 1 to 5 in Hg. Samples were collected by Resolve personnel wearing clean, disposable nitrile
gloves. Following sample collection, the canisters were shipped directly to the laboratory for analyses
following proper chain-of-custody protocol. The sample location is shown on Figure 2. Sample
collection QA/QC data is provided in Table 1.
2. Vapor Intrusion Sampling Results
Detectable and/or estimated concentrations of target VOCs were reported in each of the soil gas
samples (SV-1 and in the duplicate sample). Based upon the laboratory analytical report, none of the
detectable concentrations exceeded the NCDEQ’s non-residential VISLs. A summary of soil vapor quality
sampling results is included in Table 2. A copy of the laboratory analytical report is attached as
Appendix A.

D. DISCUSSION OF RESULTS
One soil-gas sample (SV-1) and a duplicate sample were collected from within the footprint of
the proposed 3,900 ft2 building addition.
Concentrations of contaminants of concern were detected in both samples collected. However,
none of the concentrations exceeded the non-residential VISLs in the samples.
Based upon the laboratory analytical results information, a passive vapor barrier and/or venting
system are not required for the proposed building addition.
E. LIMITATIONS
This report has been prepared for the exclusive use of City of Monroe and the NCDEQ for specific
application to the referenced site in Union County, North Carolina. The assessment was conducted
based on the scope of work and level of effort specified by the NCDEQ and with resources adequate only
for that scope of work. Our findings have been developed in accordance with generally accepted
standards of geology and hydrogeology practices in the State of North Carolina, available information,
and our professional judgment. No other warranty is expressed or implied.
The data that are presented in this report are indicative of conditions that existed at the precise
locations sampled and at the time the samples were collected. In addition, the data obtained from
samples would be interpreted as being meaningful with respect to parameters indicated in the
laboratory report. No additional information can logically be inferred from these data.
