The Site consists of four contiguous parcels (Mecklenburg County Parcel Identification Nos. 12104201, 12104402, 12104203, and 12104218) totaling approximately 2.83 acres of land located in a mixed commercial and residential area of South End Charlotte. A Site location map is provided as Figure 1, and the Site and surrounding area are shown in Figure 2. On October 6, 2020, H&H completed a Brownfields Assessment Report for this Site. The report included a review of site history; evaluation of the potential for sources of subsurface impacts; and soil, groundwater, sub-slab vapor, and soil gas sampling activities. The report also included a receptor survey. A key finding in the report was that groundwater impacts were present behind the former Crayton Printing unit and the depth to the water table was shallow in that areas. The groundwater assessment activities indicated the chlorinated VOCs PCE, TCE and vinyl chloride were detected at concentrations above the 15A NCAC 2L Standard and/or North Carolina Department of Environmental Quality (DEQ) Division of Waste Management (DWM) Residential Vapor Intrusion Groundwater Screening Levels (GWSLs) in the northern and upgradient portion of the Site and in the vicinity of the former Crayton Printing facility. PCE was detected above the 15A NCAC 2B Standard in temporary monitoring well TMW-3 which was located in the area with a shallow water table. Locations of temporary monitoring wells installed in the September 2020 assessment are shown in Figure 3 and analytical results are 3 S:\AAA-Master Projects\Akridge\AKR.005 Dunavant Brownfileds Assessment\Additional Assessment\Report\24025 - Additional Brownfields Assessment Report_Crayton Printing.doc summarized in Table 2.   After review of proposed redevelopment plans for the proposed apartment building and parking deck, shallow groundwater may be encountered during redevelopment activities. Therefore, H&H provided Additional Brownfields Assessment Work Plan in an email for DEQ review and approval. At the same time, H&H prepared an Environmental Management Plan (EMP). The Additional Brownfields Assessment Work Plan email and EMP received DEQ approval in an email dated October 12, 2020 and November 3, 2020, respectively. Additional Brownfields assessment activities described herein were completed to further evaluate the extent of VOCs in Site groundwater and to further evaluate the area of shallow groundwater that may need to be managed during redevelopment activities. Details regarding additional monitoring well installations, water level gauging, and groundwater sampling are provided below. 4 S:\AAA-Master Projects\Akridge\AKR.005 Dunavant Brownfileds Assessment\Additional Assessment\Report\24025 - Additional Brownfields Assessment Report_Crayton Printing.doc 2.0 Monitoring Well Installation In October 2020, H&H completed additional Brownfields assessment activities including permanent groundwater monitoring well installation and groundwater sampling activities. Prior to conducting field activities, H&H contacted North Carolina 811, the public utility locator, to mark subsurface utilities at the Site. H&H also contracted with a private utility locator to mark utilities which were not identified by the public locator. The private utility locator also utilized ground penetrating radar (GPR) survey techniques to identify and mark utilities. H&H directed the drilling contractor to hand clear each boring to a depth of approximately 5 feet below ground surface (ft bgs) to further screen the boring locations for the presence of subsurface utilities. In accordance with Mecklenburg County rules, H&H obtained a Subsurface Investigation Permit (SIP) from Mecklenburg County (SIP No. 70002783) prior to monitoring well installation and sampling. The assessment activities were performed in general accordance with the DEQ approved Work Plan, the DEQ Inactive Hazardous Sites Branch (IHSB) Guidelines for Assessment and Cleanup of Contaminated Sites (Guidelines) dated January 2020, and the most recent versions of the U.S. Environmental Protection Agency (EPA) Region IV Science and Ecosystem Support Division (SESD) Field Branches Quality System and Technical Procedures guidance. H&H provided oversight during installation of five (5) permanent groundwater monitoring wells (MW-1 through MW-5) at the Site. The monitoring well locations are depicted on Figure 4, and were installed in the following locations:  near the western Site boundary along Distribution Street and in the topographic low area of the subject Site (MW-1 and MW-2);  in the south-central portion of the Site at the perimeter of the Crayton Printing unit (MW- 3 and MW-5); and  within the former Crayton Printing unit (MW-4). 5 S:\AAA-Master Projects\Akridge\AKR.005 Dunavant Brownfileds Assessment\Additional Assessment\Report\24025 - Additional Brownfields Assessment Report_Crayton Printing.doc The permanent monitoring wells were installed using a track-mounted hollow-stem auger drill rig to advance soil borings until sufficient groundwater was encountered. Continuous soil samples were collected from the monitoring well borings and logged for lithologic description, observed for obvious evidence of staining and unusual odors, and field screened for the presence of volatile organic vapors using a calibrated PID. Field screening results did not indicate the likely presence of impacts in soil collected from the temporary monitoring well borings. As such, soil samples were not collected for laboratory analysis. Permanent monitoring wells were constructed of 2-inch diameter PVC with 10 ft or 15 ft of well screen set to bracket the water table and 2-inch diameter PVC well casing to the ground surface. Permanent monitoring wells were installed to depths ranging from approximately 12 to 18 ft bgs. Auger refusal was encountered in four of the five monitoring well borings. Due to the particularly shallow auger refusal in MW-2, this well was advanced deeper using air hammer drilling. The five monitoring wells were completed with a flush mounted well vault and an approximate 2 ft by 2 ft concrete pad. A summary of well construction and groundwater elevation information is provided in Table 1. Monitoring well boring logs with well construction details and driller provided well records are provided in Appendix A. The wells will be abandoned by a certified well driller prior to site re-development. 6 S:\AAA-Master Projects\Akridge\AKR.005 Dunavant Brownfileds Assessment\Additional Assessment\Report\24025 - Additional Brownfields Assessment Report_Crayton Printing.doc 3.0 Groundwater Sampling Activities 3.1 Well Development and Purging Upon completion of monitoring well installation activities, the wells were allowed to equilibrate to static conditions and a decontaminated electronic water level indicator was used to measure the depth to the water table relative to the ground surface and the tops of the well casings. Groundwater was measured at depths ranging from approximately 1 ft bgs in the east-central portion of the Site to approximately 5 ft bgs in the western portion of the Site. Once groundwater measurements had been collected, each temporary well was developed by removing a minimum of 3 to 5 well volumes until field parameters stabilized (pH ± 0.1 Standard Units [SU] and specific conductivity varied no more than 5%). After development, a groundwater sample was collected for laboratory analysis from each monitoring wells utilizing low flow/low stress purging techniques using a peristaltic pump and dedicated polyethylene tubing. The intake point of the pump tubing was placed in the approximate mid-portion of the screened interval of the well and groundwater was removed at a rate no greater than 200 milliliters per minute. H&H utilized water quality meters to collect measurements of pH, temperature, dissolved oxygen, oxidation reduction potential, turbidity, and specific conductivity during the purging process. Purging was considered complete when field parameters stabilized (pH ± 0.1 SU, conductivity varied no more than 5% and turbidity was near or less than 10 Nephelometric Turbidity Units [NTUs]). Groundwater sampling forms completed by H&H sampling personnel are provided in Appendix C. Once groundwater parameters stabilized or the well was purged dry, groundwater samples for VOC analysis were collected directly into laboratory supplied sample containers using the “soda straw” method to eliminate the potential for volatile loss through the peristaltic pump head. Groundwater samples submitted for remaining analyses were collected directly into laboratory supplied glassware from the sample tubing discharge. The sample containers were labeled with the sample identification, date, time, and requested analysis, and placed in a laboratory supplied cooler with ice. The samples were delivered to Pace under standard chain of custody protocols 7 S:\AAA-Master Projects\Akridge\AKR.005 Dunavant Brownfileds Assessment\Additional Assessment\Report\24025 - Additional Brownfields Assessment Report_Crayton Printing.doc for analysis of VOCs by EPA Method 8260. 3.2 Groundwater Gauging Events The wells were allowed to equilibrate to static conditions after installation and prior to groundwater sampling activities. After reaching static conditions, groundwater was measured at depths ranging from approximately 1 ft bgs in the east-central portion of the Site to approximately 5 ft bgs in the western portion of the Site. Following a heavy rain event on November 12, 2020, H&H mobilized to the Site to collect additional water level measurements on November 13, 2020 in order to document potential fluctuations of the water table. The depth to groundwater collected after the heavy rain event raged from approximately 0.5 ft in the east-central portion of the Site to approximately 4.5 ft in the western portion of the Site. These levels were slightly higher compared with the initial water levels collected November 2, 2020. In October 2020, H&H worked with a North Carolina professional surveyor to obtain the top of casing and ground surface elevation at each monitoring well. The surveyed TOC elevations and the measured depths to groundwater were used to calculate groundwater elevations for each monitoring well. Based on the calculated groundwater elevations, groundwater flow direction was estimated to be toward the west. A potentiometric surface map is provided as Figure 4. 3.3 Groundwater Sample Analytical Results Laboratory analytical results indicate that select VOCs were detected at concentrations above the laboratory method detection limits in the groundwater samples collected at the Site. Vinyl chloride was detected in the duplicate groundwater sample collected from MW-4 (3.0 micrograms per liter [µg/L]) at a concentration above the 2L Standard of 0.03 µg/L, the DEQ DWM Residential Vapor Intrusion GWSL of 1.5 µg/L, and the 2B Standard of 2.4 µg/L. However, vinyl chloride was not detected above the laboratory method detection limits in the parent sample collected from MW-4, which is located within the former Crayton Printing 8 S:\AAA-Master Projects\Akridge\AKR.005 Dunavant Brownfileds Assessment\Additional Assessment\Report\24025 - Additional Brownfields Assessment Report_Crayton Printing.doc building. H&H contacted Pace about the discrepancy in the two vinyl chloride concentrations. After further review, Pace indicated that they could not identify a reason for the vinyl chloride discrepancy. Therefore, H&H re-sampled monitoring well MW-4 and collected an additional duplicate sample in November 2020. Laboratory analytical results for the November 2020 sampling event confirmed detections of vinyl chloride (up to 3.1 µg/L) at concentrations that exceed the 2L Standard, DEQ DWM Vapor Intrusion GWSL, and 2B Standard. The VOC TCE was detected in groundwater samples collected from wells MW-3 (1.8 µg/L) and MW-5 (2.5 µg/L) at concentrations that exceed the DEQ DWM Residential Vapor Intrusion GWSL of 1 µg/L. The VOCs acetone (up to 47.0 µg/L), 2-butanone (up to 6.3 µg/L), cis-1,2- dichloroethene (up to 14.0 µg/L), p-isopropyltoluene (up to 0.48 J µg/L), and toluene (up to 0.62 J µg/L) were detected in groundwater samples collected at the Site but at concentrations well below the 2L Standards, DEQ DWM Residential Vapor Intrusion GWSLs, and 2B Standards. VOCs were not detected above the laboratory method detection limits in the groundwater sample collected from well MW-1. During initial Brownfields Assessment activities, PCE was detected in TMW-3 located behind the former Crayton Printing unit (see Figure 2). Relatively higher levels of PCE were also detected in the soil gas sample collected beneath the Crayton Printing unit. Other constituents detected in groundwater near the former Crayton Printing unit include TCE, cis-1,2-DCE, and vinyl chloride. These compounds are potential reductive dechlorination biodegradation products of PCE. Based on these results, it appears that the PCE plume and biodegradation products are sourced at the former Crayton Printing unit. The groundwater TCE detected in temporary monitoring well TMW-1 in the northwestern portion of the site is attributed to an off-Site source. The estimated groundwater plume areas are shown on Figure 5. 9 S:\AAA-Master Projects\Akridge\AKR.005 Dunavant Brownfileds Assessment\Additional Assessment\Report\24025 - Additional Brownfields Assessment Report_Crayton Printing.doc 4.0 Quality Assurance – Quality Control For quality assurance and quality control purposes (QA/QC), non-dedicated equipment and tools were decontaminated prior to use at each boring or sampling location or following exposure to soil or groundwater. Field QA/QC samples were analyzed along with the investigative samples to determine potential variability introduced in sampling, handling, shipping, and analysis. One trip blank was submitted for analysis of VOCs by EPA Method 8260. In addition, H&H collected duplicate groundwater samples to evaluate the ability of the laboratory to reproduce sample results. Duplicate samples were submitted to the laboratory for the same analysis as the corresponding parent sample. 4.1 Trip Blank The trip blank was prepared by the laboratory and consisted of certified-clean sample containers filled with analyte-free water. The trip blank accompanied the empty laboratory sample containers to the Site, remained within the sample cooler during sampling, and traveled back to the laboratory with field samples. The purpose of a trip blank is to evaluate sample handling conditions and the potential for external contaminants to compromise investigative samples during transit. A trip blank accompanied the field groundwater samples. Laboratory analytical results of the trip blank did not indicate the presence of VOCs at concentrations above the laboratory method detection limits (Appendix B). 4.2 Laboratory Duplicates Duplicate samples were collected to evaluate the precision of the field sampling procedures, sample matrix variability, and analytical reproducibility. Duplicate groundwater samples were collected directly into individual laboratory supplied sample containers using sampling methodologies described in previous sections. The samples were analyzed for the same parameters as the parent samples, and the analytical results were compared with those of the parent sample. The analytical results of the parent sample and the duplicate sample were used to evaluate the cumulative precision of the analytical method, sample matrix, and sample collection 10 S:\AAA-Master Projects\Akridge\AKR.005 Dunavant Brownfileds Assessment\Additional Assessment\Report\24025 - Additional Brownfields Assessment Report_Crayton Printing.doc techniques. The groundwater duplicate samples were collected from monitoring well MW-4, located within the Crayton Printing facility. As discussed in Section 3.2, the data did not indicate good correlation for vinyl chloride between the parent and duplicate samples collected on November 2, 2020. As such, H&H collected an additional parent and duplicate sample from monitoring well MW-4 on November 13, 2020. The second sampling event data indicated good correlation between the parent and duplicate samples and confirmed that vinyl chloride is present in the area beneath the former Crayton Printing unit. 11 S:\AAA-Master Projects\Akridge\AKR.005 Dunavant Brownfileds Assessment\Additional Assessment\Report\24025 - Additional Brownfields Assessment Report_Crayton Printing.doc 5.0 Summary and Conclusions H&H completed additional Brownfields assessment activities at the Crayton Printing Brownfields property located in Charlotte, North Carolina. The assessment activities were conducted in accordance with the DEQ Brownfields approved Work Plan email dated October 12, 2020. Brownfields assessment activities included installation of five permanent monitoring wells, groundwater gauging events, and collection of groundwater samples for laboratory analysis. A brief summary of the Brownfields assessment activities is provided below.  Results of groundwater assessment activities indicate that the chlorinated VOCs TCE and vinyl chloride were detected at concentrations above the 2L Standard and/or DEQ DWM Residential Vapor Intrusion GWSLs in the vicinity of the former Crayton Printing facility and in the southern portion of the Site. The vinyl chloride detected beneath the former Crayton Printing unit also exceeds the 2B surface water standard.  Results of groundwater gauging events indicate that depth to groundwater ranges from approximately 0.5 ft bgs in the east-central portion of the Site to approximately 5 ft bgs in the western portion of the Site. Based on depth to groundwater measurements, shallow groundwater will likely be encountered during redevelopment activities (i.e. utility and foundation installations) unless the site elevation is built up prior to development. The depth to groundwater ranges from 0.5 to 5 ft below grade in the east-central and western portion of the Site. In the event that groundwater is encountered near the former Crayton Printing unit during construction, it will require special management. Impacted groundwater management is discussed in the DEQ-approved EMP in the case that concentrations are below surface water standards. Because groundwater concentrations for PCE and vinyl chloride exceed surface water standards, water from construction dewatering will need to be containerized (such as using frac tanks) and re-tested to check if levels meet surface water standards, containerized and hauled to a permitted water treatment facility, or treated and discharged in accordance with a NPDES permit. The process to obtain a NPDES permit is time consuming and extensive monitoring is often required by such permits. 12 S:\AAA-Master Projects\Akridge\AKR.005 Dunavant Brownfileds Assessment\Additional Assessment\Report\24025 - Additional Brownfields Assessment Report_Crayton Printing.doc The development team will consider proposed development plans, groundwater levels and the plume area where surface water standards are exceeded to confirm that an NPDES permit is not required post-construction.
