According to the Mecklenburg Property Ownership and Land Records Site (POLARIS), the Brownfields Property consists of parcel numbers: 08117722 (10.671 acres); and 08117724A/08117724B (1.145 acres). A topographic map of the Brownfields Property area is included as Figure 1 and an aerial of the Brownfields Property area is included as Figure 2. Assessment History The Brownfields Property was recently purchased by TGACSE Central Square, LLC and at the time of the purchase, the Brownfields Property was occupied by various commercial businesses and restaurants, offices, and associated surface parking and drive areas. Previous assessment activities conducted on the various parcels include the following: • EDR Radius Map Summary and Limited Historical Search (EDR Summary Report), prepared by ECS (ECS Project No. 49-10756) and dated January 3, 2020. • Phase I Environmental Site Assessment (Phase I ESA), prepared by ECS (ECS Project No. 49-10756) and dated January 20, 2020. • Report of Limited Environmental Assessment, prepared by ECS (ECS Project No. 49-10756-A) and dated February 19, 2020. • Standard Operating & Environmental Procedures for Meineke Car Care Center, prepared by ECS (ECS Project No. 49-10756-B) and dated March 30, 2020. ECS also reviewed: • Portions of a Report of Phase II Environmental Site Assessment dated November 3, 1999 that was conducted prior to development of the CVS Pharmacy. • A letter of No Further Action (NFA) dated May 12, 1999 for an underground storage tank (UST) closure at the former Sunoco Station located at 1231 Pecan Avenue (current CVS Pharmacy). • An additional NFA letter dated September 27, 1999 for the risk-based closure of a UST at the former Sherwin Williams site. Both NFA letters were sent by the North Carolina Department of Environment and Natural Resources (NCDENR, currently the North Carolina Department of Environmental Quality or NCDEQ). Based on the results of the EDR Summary Report and the Phase I ESA, the below Recognized Environmental Conditions (RECs) were identified, associated with the site: • Former onsite Cole Manufacturing facility; • Former onsite gasoline station at southeast portion of the site; • Former offsite drycleaner facility listed at 1209 Pecan Avenue; and Soil Assessment Work Plan Former Sherwin Williams Brownfields Site Central Avenue and Pecan Avenue Charlotte, Mecklenburg County, North Carolina Brownfields Project ID: 24002-20-060 ECS Project No. 49-10756-H May 7, 2021 3 • Historical and ongoing operations at onsite Meineke Car Care Center. Although not considered to be RECs of the site due to receiving the above referenced NFA letters, the following Historical Recognized Environmental Concerns (HRECs) were identified: • Former onsite 500-gallon UST used by the former Sherwin Williams facility, which was removed and received the NFA. • The seven former onsite USTs that were previously removed from the former gasoline station that were removed and received the NFA (current CVS Pharmacy location). Also, after the completion of the Phase I ESA, ECS reviewed the information in the portions of the Report of Phase II Environmental Site Assessment that was conducted for the CVS site prior to its development as well as the information pertaining to the NFA at the Former Sherwin Williams site. According to those documents, in addition to the petroleum UST detections that received the NFA, a chlorinated solvent (tetrachloroethene or PCE) was detected in one soil samples and one groundwater sample (the exact location(s) are not confirmed). The PCE in the groundwater sample exceeded the NCAC 2L Groundwater Quality Standard. Based on these identified RECs and the additional PCE detections, ECS conducted the referenced Limited Environmental Assessment activities that included the collection of 4 soil samples and 7 groundwater samples in various areas of the Brownfields Property. The soil samples were submitted for laboratory analysis of total petroleum hydrocarbons (TPH) gasoline and diesel range organics (GRO/DRO), volatile organic compounds (VOCs), semi-volatile organic compounds (SVOCs), total RCRA metals, and hexavalent chromium. Results of soil sampling did not identify VOCs or SVOCs at concentrations above their respective Preliminary Soil Remedial Goals (PSRGs); however, select metals were detected at concentrations greater than residential PSRGs in the four samples and also greater than the soil-to- water PSRG in one of the samples. Additionally, hexavalent chromium was detected in one sample at a concentration that was greater than the residential PSRG. The groundwater samples were submitted for laboratory analysis of VOCs, SVOC, and total RCRA metals. Results of the groundwater analysis identified chromium in two samples and bromodichloromethane in one sample at concentrations greater than their respective NCAC 2L Groundwater Quality Standards. Brownfields Assessment & Receptor Survey ECS completed a Brownfields Assessment Report and Receptor Survey (ECS Project No. 49-10756-D), dated September 29, 2020 at the property which included the collection of soil, groundwater, and soil gas samples at the site. Four of the soil gas samples detected 1,3-butadiene at estimated concentrations exceeding the Residential Vapor Intrusion Screening Level. As discussed in the Brownfields Assessment Report, based on a review of the laboratory reports, and available information regarding potential sources of 1,3-butadiene, it was concluded that the detections may be false positives and not indicative of site conditions. In an effort to verify the presence or absence of 1,3-butadiene within the subsurface at the site, a work plan addendum was prepared and submitted on October 23, 2020 to collect additional soil gas samples in the vicinity of the previous sample locations with 1,3-butadiene detections. Additionally, a soil gas sample will be collected in the vicinity of a soil sample collected during the Brownfields assessment Soil Assessment Work Plan Former Sherwin Williams Brownfields Site Central Avenue and Pecan Avenue Charlotte, Mecklenburg County, North Carolina Brownfields Project ID: 24002-20-060 ECS Project No. 49-10756-H May 7, 2021 4 which has detections of PCE and trichloroethylene (TCE) at concentrations above the Protection of Groundwater PSRGs but below the Residential PSRGs. After review of the work plan addendum, the NCDEQ, Brownfields requested the following changes be made, and resubmitted for final approval: • Move proposed soil gas sample point SG-10 slightly west so that it is within the footprint of the proposed development; • In addition to reporting 1,3-butadiene in proposed verification soil gas sample SG-1A, also report TCE and PCE since they were detected in the initial soil gas sample SG-1, but both concentrations were less than their respective residential sub-slab and exterior vapor intrusion screening level; and, • Recommend allowing 1 to 2 days after installation of the soil gas sample points prior to sampling in an effort to allow the sample points to better equilibrate and/or give more time for potential 1,3-butadience generated during installation to dissipate. As such, the work plan addendum was revised, submitted, and approved by NCDEQ, Brownfields on November 6, 2020. In the approval of the work plan addendum, NCDEQ, Brownfields requested that each of the soil gas samples be analyzed for VOCs by method TO-15 as opposed to the select compounds. The results of the verification soil gas sampling were provided in a Verification Soil Gas Sampling Report prepared by ECS (ECS Project No. 49-10756-E), dated December 17, 2020 and did not identify concentrations of 1,3-butadiene at concentrations exceeding the method detection limit. Based on the lack of 1,3-butadiene detections during the verification sampling, the previous 1,3-butadiene detections do not appear to be representative of actual site soil gas conditions and appear to have been false positives. Additionally, it does not appear that a vapor intrusion concern exists for the previous soil sample which contained detections of PCE and TCE. Therefore, based on previous site soil, groundwater, the discussed soil gas sample results, and the NCDEQ Risk Calculators, it does not appear that there is a vapor intrusion concern for the proposed site redevelopment and as such, a vapor mitigation system is not warranted. The Brownfields Program confirmed on January 20, 2021 that a vapor mitigation system, post-construction/pre-occupancy sampling, and ongoing monitoring regarding vapor intrusion will not be required. Proposed Redevelopment Plans The proposed redevelopment plans (Figure 3) include the excavation and potential export of approximately 54,000 cubic yards of soil divided into six areas. As such and in accordance with the EMP, ECS has been requested to conduct in-situ soil sampling of the proposed cut areas in an effort to assess the soils for export disposal options, including potentially exporting to another Brownfields site. The proposed sampling methodology are shown on Table 1. The areas of proposed cut and potential export are shown on Figure 2 and are further described on Table 2. The objective of this work plan is to collect fifty-four soil samples (nine of which will be comprised of a set of composite and grab samples) within the proposed cut areas at the Brownfields Property. Proposed soil boring locations are depicted on Figure 4 and a summary of proposed sample locations and analysis is provided in Table 1. Soil Samples The proposed cut/excavation areas will be divided into six areas (A through F), as indicated on Figure 4. Soil samples will be collected from each area so that one sample per approximately 1,000 cubic yards of proposed export is submitted for laboratory analysis, as indicated on Table 2. In general, soils will be collected over approximate five-foot deep sample horizons (i.e., 0 to 5 feet below the ground surface (bgs), 5 to 10 feet bgs, 10 to 15 feet bgs, etc.). The borings will be conducted by a direct push technology (DPT) type drill rig. The sampling methodology for each area is estimated as listed below. 3.0 SAMPLING METHODOLOGY & LABORATORY ANALYSIS The soil sampling will be conducted in general accordance with the North Carolina Division of Waste Management’s (NCDWM) Inactive Hazardous Site Program’s Guidelines for Assessment and Cleanup of Contaminated Sites (January 2020, Version 2). Soil Sampling As mentioned above, the proposed cut/export areas will be subdivided into six areas. The borings will be advanced using a DPT type drill rig. After retrieval of each pre-decontaminated 4 to 5-foot macro core soil sampler, the disposable inner clear liner will be removed, cut open to expose the removed soil, and the soils will be described and logged on a bore log noting soil colors, type, grain size, etc. The soils will also be field screened by noting evidence of odors, staining and relative concentrations of volatile organic vapors using the PID. The sampling methodology and laboratory analysis for each area are as follows: • Area A – ~35,027 cubic yards of export, 20-25 feet of cut (5 sample horizons) – 7 borings will be advanced, and a sample submitted for laboratory analysis from each horizon in each boring, totaling 35 soil samples. Each sample will be submitted for laboratory analysis of volatile organic compounds (VOCs) using EPA Method 8260, semi-volatile organic compounds (SVOCs) using EPA Method 8270, Resource Conservation and Recovery Act (RCRA) metals using EPA Method 6010 and 7471, and hexavalent chromium (Cr6) using EPA Method 7199. • Area B – ~264 cubic yards of export, 8 feet of cut (2 sample horizons) – 1 boring will be advanced, and soil will be screened from 0 to 4 feet bgs and from 4 to 8 feet bgs. A grab sample will be collected from the interval exhibiting the most apparent evidence of impact, based on field screening, and submitted for laboratory analysis of VOCs. The two intervals will be composited into one sample and submitted for laboratory analysis of SVOCs, RCRA metals, and Cr6. [1 grab sample and 1 composite sample] • Area C – ~1,950 cubic yards of export, 0-5 feet of cut (1 sample horizon) – Area C will be subdivided into two sections. Four borings will be advanced in each section and soil will be screened from 0 to 5 feet bgs. A grab sample will be collected from the boring in each section exhibiting the most apparent evidence of impact, based on field screening, and submitted for laboratory analysis of VOCs. Soil from each boring in each section will be composited into one sample and submitted for laboratory analysis of SVOCs, RCRA metals, and Cr6. [one grab sample and one composite sample from each section – two grab samples and two composite samples total from Area C] • Area D – ~4,105 cubic yards of export, 5-10 feet of cut (2 sample horizons) – Area D will be subdivided into two sections and four borings will be advanced in each section. Soil in each boring will be screened from 0 to 5 feet bgs and 5 to 10 feet bgs. A grab sample will be collected from each horizon in each section from the boring exhibiting the most apparent evidence of impacts, based on field screening, and submitted for laboratory analysis of VOCs. The composite soil samples will be submitted for laboratory analysis of SVOCs, RCRA metals, and Cr6. [two grab and two composite samples from each section – four grab and four composite samples total from Area D] • Area E – ~2,248 cubic yards of export, 0-5 feet of cut (1 sample horizon) – Area E will be subdivided into two sections. Four borings will be advanced in each section and soil will be screened from 0 to 5 feet bgs. A grab sample will be collected from the boring in each section exhibiting the most apparent evidence of impact, based on field screening, and submitted for laboratory analysis of VOCs. Soil from each boring in each section will be composited into one sample and submitted for laboratory analysis of SVOCs, RCRA metals, and Cr6. [one grab sample and one composite sample from each section – two grab samples and two composite samples total from Area E] • Area F – ~10,098 cubic yards of export, 5-10 feet of cut (2 sample horizons) – 5 borings will be advanced, and a sample submitted for laboratory analysis from each horizon in each boring totaling 10 soil samples. Each sample will be submitted for laboratory analysis of VOCs, SVOCs, RCRA metals, and Cr6, as stated above. Additionally, six duplicate soil samples will be collected and analyzed for the same compounds (VOCs, SVOCs, and RCRA Metals plus hexavalent chromium) and methods. See the attached Table 1 for a summary of the soil sampling and analysis. Assuming that unexpected soil conditions are not encountered, at the completion of the soil boring and sampling activities, soil cuttings generated will either be placed back into the various soil borings or spread onsite in the vicinity of the boring locations. Should groundwater be encountered within a boring, bentonite will be added prior to topping the boring with soil cuttings. Each boring will be completed by capping with asphalt, concrete, etc. to match the surrounding surface. Deviation from Approved Plan This work plan is intended to be dynamic and to be adapted to specific and actual site conditions. Accordingly, should such conditions warrant a change either by addition, deletion or modification of a procedure, such may be accomplished with agreement between TGACSE Central Square, LLC representative and ECS after consultation with, and subject to approval by the NCBP. Such changes will comply with applicable local, State, and Federal rules and regulations. A written amendment shall be prepared and submitted to NCBP for approval (the use of e-mail correspondence shall suffice for approval, followed by a hard copy or electronic copy provided on disk or similar media) prior to implementation. Amendments must have the approval of the NCBP prior to implementation of each amendment. QA/QC Soil samples will be maintained under a chain-of-custody protocol and a Level II QA/QC package will be requested. The soil samples will be submitted to a North Carolina certified laboratory for analysis. Additionally, it will be requested that the method detection limits (MDL) and J-flags be included. The Soil Assessment Work Plan Former Sherwin Williams Brownfields Site Central Avenue and Pecan Avenue Charlotte, Mecklenburg County, North Carolina Brownfields Project ID: 24002-20-060 ECS Project No. 49-10756-H May 7, 2021 8 sampling activities will be conducted in general accordance with Science and Ecosystem Support Division (SESD) guidelines and NCDEQ Inactive Hazardous Sites Branch (IHSB) Guidelines for Assessment and Cleanup of Contaminated Sites. Waste Disposal As previously stated, assuming that unexpected soil conditions are not encountered in the field, investigative derived waste (IDW) generated during field sampling activities will be thinly spread onsite in the vicinity of the boring location, in accordance with the NCDEQ, Inactive Hazardous Sites Branch requirements. 4.0 REPORTING Upon receipt of all final laboratory reports, ECS will prepare a written report documenting the field activities, sampling procedures, sample locations, laboratory procedures and results, conclusions, and recommendations for submission and approval by the NCBP. The report will include the applicable tables with comparisons against applicable screening levels, figures depicting the sample locations and media sampled. The report will include the ECS License Number and an individual North Carolina licensed PE/PG seal and signature. The laboratory detections for the soil samples will be compared to the current NCDEQ, DWM Preliminary Soil Remedial Goals (PSRGs) for Residential Health and Industrial/Commercial Health. The results of this assessment are for the use of the NCDEQ Brownfields Program.
