NCDEQ has reviewed the Brownfields Assessment Work Plan dated June 9, 2020 and is providing the
following comments:

· Soil Gas Sampling, pg. 7. The air stone should be placed at a depth so that the minimum
depth to the top of the sand pack is 5 feet.
· Add one additional soil gas sampling point at the approximate location of the proposed
composite soil sample on the eastern side of the Phase 2 area (Figure 5).
· Investigative Derived Waste will be disposed of in accordance with NCDEQ Inactive
Hazardous Sites Branch Requirements.

Please submit a revised final work plan by email and let me know if you have any questions.

Good morning. I hope you had a great weekend and Father’s day.

I know it’s only been a couple weeks since I sent you the Work Plan for the additional
assessment at the above referenced site, but I wanted to follow up to see if you had a chance
to review the work plan and/or see if you have any questions, comments, concerns on it. It
should be as we discussed during our online meeting/presentation of May 19. If you don’t
have any objections and if the work plan is approved, TGACSE Central Square, LLC would like
us to proceed with getting them a proposal to address the sampling activities and get the field
activities on the calendar in order to keep the project on schedule.

Good morning.

As a follow up to our conference call a couple weeks ago and on behalf of TGACSE Central
Square, LLC, attached for your review and approval is the Brownfields Assessment Work Plan
that addresses the additional assessment activities at the above referenced Brownfields site.
If we also need to send either a hard copy, a copy on a memory stick/CD, or forward to others,
please let us know and we’ll be glad to do so.

Additionally, as a side note, I wanted to let you know that yesterday we conducted the 90 day
follow up site visit and reconnaissance of the Meineke Car Care Center located at this
Brownfields Site. The site visit and reconnaissance was conducted in accordance with the Site
Operations and Environmental Compliance Plan (SO&ECP), dated March 20, 2020. Although
no reporting or documentation from this visit is to be sent to the NCDEQ, Brownfields
Program from this follow up visit, the information from this visit and reconnaissance will be
included into the final report, following the decommissioning and vacating of the property by
Meineke Car Care Center, which I believe is currently scheduled for some time in November,
2020. However, I will let you know that while conducting the reconnaissance, we did not
observe new areas of staining or evidence of releases, spills, etc. and they actually had better
record keeping practices put into place, following the submittal of the SO&ECP.
