HomeMy WebLinkAbout23045 Acme Spinning Redevelopment Summary Report 20210127 Via Email January 27, 2021 NCDEQ – Division of Waste Management Brownfields Program 1646 Mail Service Center Raleigh, North Carolina 27699-1646 Attention: Mr. Bill Schmithorst Re: Annual Redevelopment Summary Report Acme Spinning Mill Woodlawn Street and Cason Street Belmont, North Carolina Brownfields Project No. 23045-19-036 H&H Job No. BMT-001 Dear Bill: 1.0 Introduction On behalf of Belmont Industrial, LLC (Prospective Developer or PD), Hart & Hickman, PC (H&H) is submitting this report to summarize environment-related activities associated with redevelopment of the Acme Spinning Mill Brownfields property (Brownfields Project No. 23045-19-036) located at 182 Woodlawn Street and 667 Cason Street in Belmont, Gaston County, North Carolina (Site). The Site is comprised of three parcels totaling approximately 58 acres of land located in a mixed residential and commercial use area in North Belmont approximately one-mile north of Interstate 85. A Site location map is provided as Figure 1, and the Site and surrounding area are shown in Figure 2. Phase I of the redevelopment plan includes construction of one approximately 380,000 square foot (sq ft) industrial warehouse building in the western and central portion of the Site and one approximately 227,000 sq ft industrial warehouse building in the eastern portion of the Site. Phase II of the redevelopment will include construction of an industrial warehouse building on the northern Site parcel. The layout of the Site plan for the first phase of proposed redevelopment prepared by McMillan Pazdan Smith Architecture is provided in Appendix A. 2.0 Environmental-Related Redevelopment Activities Redevelopment activities at the Site are ongoing and have included Site wide grading activities, installation of temporary stormwater and erosion control measures, roadway abandonments, utility installations, and retaining wall construction. Redevelopment activities at the Site have been conducted in accordance with the North Carolina Department of Environmental Quality (DEQ) Brownfields Program approved Environmental Management Plan (EMP) dated May 21, 2020. The DEQ-approved EMP indicates that by January 31 of each year after the effective date of the EMP, for as long as physical redevelopment of the Brownfields property continues, a report of environment-related activities will be prepared for submittal to DEQ Brownfields. This report has been prepared in accordance with redevelopment reporting requirements outlined in the DEQ-approved EMP. A summary of environmental-related activities associated with redevelopment of the Brownfields property is provided in the following section. Mass Grading Activities and Initial Construction Activities Prior to beginning redevelopment activities at the Site, H&H attended an on-Site preconstruction meeting with subcontractors for the PD to review areas of potential contamination and contingency plans outlined in the DEQ-approved EMP. Mass grading activities completed to achieve final grade elevations for construction of the two industrial warehouse buildings began in early August 2020. Mr. Bill Schmithorst January 27, 2021 Page 3 s:\aaa-master projects\belmont industrial\redevelopment report\23045 - redevelopment summary report_acme spinning mill.doc According to cut and fill analysis prepared for the Site by Seamon Whiteside, grading is expected to result in a net balance with no import or export soil needed to achieve final grade elevations. Based on information provided by subcontractors for the PD, approximately 35,000 cubic yards of excess soil generated from areas of cut in the western and southwestern portions of the Site was utilized in the north-central portion of the Site to bring the Site up to near final grade elevations. No soil was imported or exported as part of mass grading activities completed in 2020. A copy of the cut-fill analysis is provided in Appendix B. During grading activities, one temporary stormwater basin was installed in the south-central portion of the Site along the north-south trending railway line located in the central portion of the Site. Additional erosion control measures were also installed as needed during grading activities. By late October 2020, Centerview Street and Jade Circle roadway easements were permanently abandoned. Initial construction activities included development of retaining walls in the northern portion of the Site near the former Centerview Street right-of-way and along the north-south trending railway line located in the central portion of the Site. By December 2020, proposed parking areas in the northern portion of the Site were near final grade elevations and the permanent retention pond outfall was installed in the northern portion of the Site. General photographs of redevelopment activities are provided in Appendix C. In summary, redevelopment activities at the Acme Spinning Mill Brownfields property are ongoing and are being conducted in accordance with the DEQ-approved EMP. Upon completion of construction activities and installation of impervious surfaces in exterior areas surrounding the new buildings, H&H will observe the Site for unpaved areas. Based on observations, H&H will prepare a Work Plan outlining a proposed final grade soil sampling approach for DEQ Brownfields review and approval.
