This request was submitted on your behalf by Mr. Bo Cappleman of Hart & Hickman (H&H) in his Summary of Concrete Fill Testing-Southern Steel Site email dated April 7, 2021. DEQ Brownfields reviewed the analytical data and site maps provided in the correspondence. Upon review of the data provided, the levels are below state criteria and cumulative risk is below the non-residential hazard index of 1. DEQ Brownfields approves the transfer of up to 8,000 cubic yards of crushed concrete to be exported to the Southern Steel Brownfields Property. All import/export must be conducted under the DEQ Brownfields approved EMP for the Southern Steel Brownfields Property. Further, in the absence of an approved EMP for the Cone Mills Pineville Brownfields Property, written documentation that the export was conducted in accordance with applicable standards, and confirmation that no soil was disturbed during the export, must be provided to DEQ within 30 days of export. Per the Southern Steel EMP, the material will be field screened during excavation prior to export from the property. If unanticipated impacts are identified during excavation, please refer to the EMP for further actions and cease transfer until appropriate characterization can be completed. In addition, in accordance with the approved EMP, annual Redevelopment Summary Reports will be submitted to DEQ Brownfields. Details related to the disposition of this crushed concrete including but not limited to, total volume, general description of field screening efforts, etc. should be included with the Southern Steel Redevelopment Summary Report.
