Subject : Site Grading Approval Letter, Vernon Packaging Winston-Salem, Forsyth County, North Carolina Brownfields Project Number 24050-20-034
Dear Mr. McClatchy: The North Carolina Department of Environmental Quality (DEQ) Brownfields Program has reviewed the June 2, 2021 Environmental Management Plan (EMP) submitted on your behalf by Terracon for
the above referenced Brownfields Property. Additional soil vapor assessment work is necessary prior to redevelopment of the property; however, it is our understanding that site demolition and grading will be ready to commence following collection of the soil vapor samples. To facilitate site redevelopment, the DEQ Brownfields Program is providing approval of site grading and demolition
activities with the following conditions: (i) soil vapor sampling described in the February 25, 2021 Brownfields Assessment Work Plan and the March 1, 2021 DEQ approval letter must be implemented prior to all demolition and grading activities; (ii) demolition of site building(s) must be conducted in accordance with all applicable legal requirements as noted in the Demolition Approval
letter dated May 25, 2021, (iii) grading activities must adhere to all applicable portions of the June 2,
2021 draft EMP; (iv) site monitoring wells will be properly abandoned in accordance with applicable regulations; and (v) within thirty (30) days of receipt of the validated soil vapor results, provide to DEQ a report of the soil vapor results and a final revised EMP for DEQ signature and approval.
Be advised that this approval from the Brownfields Program does not waive any applicable requirement to obtain any necessary permits, licenses, or certifications for demolition or site grading, nor does it waive any requirement to comply with applicable law for such activities.
