HomeMy WebLinkAbout16021_New Belgium_Request for AVL Tank Expansion_C_2021Jun09 June 9, 2021 David Peacock Brownfields Division Mail Service Center 1646 Raleigh, NC 27699-1646 RE: Approval for soil disturbance at New Belgium Brewery for tank expansion To Whom it May Concern, New Belgium Brewery (NBB), located at 91 Craven St., Asheville, NC 28806, is currently in the planning process for a tank expansion. This project will add eight (8) fermentation vessels (FVs), four (4) bright beer tanks (BBTs) and two (2) sugar tanks. These tanks will be added to the west side of the production area, adjacent to the current tanks (see attached image). The total construction area is currently 4,750 square feet, with the area disturbed below 24’’ being less than this amount. As with the original tanks, multiple micropiles (piles) were driven into the ground to add structural stability for these large tanks. These piles are drilled and a tremie pipe (casing) is inserted and either left in place or extracted as grout and concrete is pumped in. This process does not use a traditional auger type drill, so spoils are either limited in generation or not produced at all. The max depth for these piles is 66’’ below grade, and a total of 72 will need to be installed. Appendix A contains the civil drawings of the proposed construction. The EMP is in place to protect workers from exposure to contaminated soil and groundwater, exposure to asbestos-containing materials, and hazardous conditions (fire or explosion). Based on the data from the EMP, there does not appear to be any exposure concerns identified in the construction area. The nearest soil bore sample (HH-SB-17) did not identify any metals, TPH-DRO, VOCs or SVOCs of concern. The nearest water sample (HH-TW-6) also did not identify any contaminants of concern. While there were not many samples taken in the proposed construction area, this does not appear to be an area with any contaminants. Depth to groundwater for HH-TW-6 is about 4 feet, so there is a potential to contact groundwater. This should only happen with the pile equipment, with no construction personnel coming anywhere near the drilling depth. Any other soil disturbance that may encounter groundwater will follow the EMP. All contractors who will be working on the concrete foundation will be provided a contractor brownfields information sheet, which includes a link to the site EMP. Construction relating to the concrete foundation is currently scheduled to begin on September 13, 2021. Before the foundation work begins, a small amount of work will be performed associated with drains and water lines. This work will disturb soil to 3 feet and is scheduled to begin on September 1, 2021. This area is depicted in Appendix A in the bottom right hand corner of the image, highlighted in yellow.
