Instrument Data and Field Notes Methane Assessment Dynatech II Brownfields Property Charlotte, North Carolina Partner Project Number: 21-307620 Brownfields Project Number 25001-21-060 June 14, 2021 Page 1 01699-007/00306623 1.0 INTRODUCTION 1.1 Background Partner conducted the Methane Assessment on behalf of Abacus Acquisitions, LLC (Abacus) to evaluate the former Dynatech and multifamily parcels which are part of a larger area currently designated as the Dynatech II Brownfields Project. The project will entail redevelopment of multiple properties near the intersection of Toomey Avenue and West Tremont Avenue in the South End area of Charlotte, North Carolina. The assessment was conducted to assess potential methane from buried debris at and near the former Dynatech and multifamily parcels. The former Dynatech parcel consists of 2.089 acres on a parcel with the address of 2213 Toomey Avenue, and the multifamily parcels consist of a 6.712-acre assemblage of properties with addresses of 2207, 2301, 2315, and 2325 Toomey Avenue and 704 West Tremont Avenue. Parcel recombination will occur so that the former Dynatech building will be located on a separate parcel from the multifamily parcel. In addition to debris found in the subsurface at the multifamily parcels, nearby Brownfields Program projects (Adams and Powers sites) contain buried debris and have had methane assessments conducted. An additional area of the Dynatech II project includes a parcel at 2320 Toomey Avenue, which is not included in the Methane Assessment, because no debris has been encountered in the subsurface and because of the distance from potentially affected areas. Figure 1 indicates the overall Dynatech II project location on part of a topographic map. Figure 2 shows the individual parcels on a recent aerial photograph background with methane and pressure assessment data. Figure 3 depicts the data on a background with the redevelopment grading plan. According to available historical sources, the Dynatech parcel was formerly undeveloped as early as 1905 and was developed with the existing improvements in 1969. Tenants on the subject property have included Eastern Transit Storage, a hauling business of household goods (1968-1973); Frank G.W. McKittrick Textile Machinery, a retail operation of textile machinery (1973-1985); Dynatech Industries, Inc. (1985-1990); RG Automation/Carolina Custom Tank (1996-Present). Most notably, Dynatech conducted chrome plating of compressor parts from approximately 1985 to 1990. The facility generated hazardous waste and conducted illicit discharge of plating waste to a septic system located on the 728 West Tremont Avenue parcel of the multifamily parcels. Various assessment activities at the Dynatech parcel in the 1990s confirmed metals and methyl ethyl ketone (MEK) impact to the subsurface. Removal actions by the United States Environmental Protection Agency (EPA) were conducted for soil, groundwater, and wastewater as one-time remedies during the early 1990s. Further assessment found that the site warranted a No Further Remedial Action Planned (NFRAP) status under the federal Superfund Program, with subsequent investigation under the (NC DEQ), including a Brownfields Assessment, confirming modest subsurface impact above standards. The site entered the North Carolina Brownfields Program with a Notice of Brownfields Property and Environmental Land Use Restrictions (ELUR), dated October 23, 2003. Subsequent compliance certifications indicate that the restrictions set forth in the ELUR continue to be met. Methane Assessment Dynatech II Brownfields Property Charlotte, North Carolina Partner Project Number: 21-307620 Brownfields Project Number 25001-21-060 June 14, 2021 Page 2 01699-007/00306623 Partner conducted methane monitoring at the Dynatech parcel during August 2020 and found no methane above the method detection limits, which were lower than 5 percent of the lower explosive limit (LEL) for methane. Due to the crucial nature of timing and civil design for the multifamily portion of the project on the overall Dynatech II mixed use project, additional methane soil gas assessment was conducted during Phase II Subsurface Investigations in late 2020 and early 2021. One minor methane detection on the eastern part of the property (MVSG-1A at 0.672% bv) and one elevated static pressure reading on the northern part of the property (MVSG-7A at 7.8 inches of water) were the only observed indicators of potential gas generation from debris. Table 1A, Table 1B, and Table 2 indicate methane information from prior assessments on the multifamily parcels at the Dynatech II project, and Figure 2 indicates the locations of prior testing. 1.2 Objectives The Methane Assessment was conducted to provide information in accordance with NC DEQ Brownfields Program requirements for residential properties, specifically related to the multifamily parcels at the Dynatech II Brownfields Property. The effort establishes subsurface conditions for risk evaluation in relation to redevelopment for multifamily residential use and has been conducted in accordance with the Methane Assessment Work Plan, except as discussed herein. 1.3 Limitations This report presents a summary of work conducted by Partner. The work includes observations of site conditions encountered during the course of the project using field instrumentation rented from a reputable provider who conducts calibrations pre-and post-rental as well as standard factory maintenance and calibrations at regular intervals. The number and location of readings were selected to provide the required information. It cannot be assumed that the limited available data are representative of subsurface conditions in areas not assessed. Conclusions and/or recommendations are based on the observations, field instrument readings, and the Brownfields Program guidelines. Conclusions and/or recommendations beyond those stated and reported herein should not be inferred from this document. Partner warrants that the environmental consulting services contained herein were accomplished in accordance with generally accepted practices in the environmental engineering, geology, and hydrogeology fields that existed at the time and location of work. Methane Assessment Dynatech II Brownfields Property Charlotte, North Carolina Partner Project Number: 21-307620 Brownfields Project Number 25001-21-060 June 14, 2021 Page 4 01699-007/00306623 2.0 METHANE ASSESSMENT ACTIVITIES The Methane Assessment activities were conducted to provide subsurface gas conditions related to buried debris at and in the vicinity of the multifamily parcels of the Dynatech II project. The work was conducted in conformance with applicable regulatory guidance documents: • NCDEQ Brownfields Program Methane Assessment Protocol (July 2020 – Rev. December 2020) using the Threshold Criteria for Methane Site Development (September 2020); • NCDEQ Brownfields Program Environmental Site Assessment Work Plan Minimum Requirements Checklist (November 2018); • NCDEQ Division of Waste Management (DWM) Vapor Intrusion Guidance (VI Guidance; March 2018); • The NCDEQ Inactive Hazardous Sites Branch (IHSB) Guidelines for Assessment and Cleanup of Contaminated Sites (January 2020); • The NCDEQ Solid Waste Division Section 6 of the NC DEQ Solid Waste Landfill Gas Monitoring Guidance (November 2010). • The current United States Environmental Protection Agency (USEPA) Region IV Science and Ecosystem Support Division (SESD) Field Branches Quality System and Technical Procedures; and • Los Angeles Department of Building Safety Site Testing Standards for Methane (LA Standards for Methane; January 2014). • Electric Power Research Institute Reference Handbook for Site Specific Assessment of Subsurface Vapor Intrusion to Indoor air, Appendix E (2005). Partner conducted project mobilization activities including development of a site Health and Safety Plan for site project personnel in accordance with Occupational Safety and Health Administration (OSHA) regulations, most specifically United States Code 1910.120 for Hazardous Waste Operations. Partner contacted the public utility location service prior to field activities and also contracted with a private utility locator to clear each assessment location for utilities and potential site subgrade infrastructure before assessment activities. As a final precaution, the drilling subcontractor manually cleared each location to a depth of approximately 5 feet (ft) below ground surface (bgs), where possible, prior to drilling equipment use. 2.1 Methane Assessment Locations From May 18 through May 21, Partner and a North Carolina-registered drilling subcontractor installed nested methane soil gas (MSG) monitoring points in 19 locations at the proposed multifamily parcels. The driller used rotary solid-stem augers for penetration and probe installation. The driller installed discreet sample collection points at appropriate intervals to evaluate debris gas generation from ground surface to the water table or into natural soils beneath debris. Sample intervals on the southwestern part of the site have two intervals: one point at approximately 5 ft bgs and a second point at approximately 10 ft bgs. Locations in other multifamily parcel areas with greater depths to the base of debris fill/water table or in Methane Assessment Dynatech II Brownfields Property Charlotte, North Carolina Partner Project Number: 21-307620 Brownfields Project Number 25001-21-060 June 14, 2021 Page 5 01699-007/00306623 locations with previous pressure or methane detections have an additional sampling point at 15 to 20 ft bgs. Shallow groundwater required a reduction in numbers of deeper interval points that were installed during the Methane Assessment, and the deviation from Work Plan conditions was discussed with Brownfields, who accepted the changes on May 20, 2021. Figure 2 and Figure 3 indicate the locations of the MSG monitoring locations, and Table 3 provides summary information on monitoring points and field data collection with references to changes in depth intervals caused by shallow groundwater. Given the approximate site area and the Methane Assessment Protocol, the 19 MSG locations provide guidance- applicable spacing for coverage of the multifamily parcels, at one MSG nested-point per 20,000 square feet of property area. The driller completed the installations described above in conformance with the LA Standards for Methane. For areas where shallow groundwater was not encountered, multiple MSG points were nested in a single borehole. For locations where the borehole extended to 20 ft bgs before encountering groundwater (MSG- 14, MSG-15, and MSG-17), six inches of bentonite was placed and hydrated with distilled water at the base of the boring at 20 ft bgs. A porous polypropylene filter tip was affixed to ¼-inch diameter polypropylene tubing that is extended into the borehole at two feet above the bentonite seal. A filter sand pack was emplaced surrounding and to approximately two feet above the filter tip, and another one foot of hydrated bentonite seal was installed above the interval. Separate installation of polypropylene filter packs and tubing was continued with filter/sand pack installation at progressively shallower intervals so that gas collection intervals were centered at 10 and 5 ft bgs in each borehole to create a nested MSG location. The shallower intervals at 5 and 10 ft bgs were constructed within approximately a one foot sand interval surrounding the probe tip. In certain locations where natural soil is found at or near ground surface or groundwater was encountered (MSG-4, MSG-5, MSG-6, MSG-12, MSG-13, MSG-16, and MSG-18 through MSG-22), the MSG points only extended to approximately 10 ft bgs, with two assessment intervals, centered at 5 and 10 ft bgs. In limited locations (MSG-14, MSG-15, and MSG-17), groundwater was encountered between 5 and 10 ft bgs, and only one MSG point, centered at 5 ft bgs, was installed. For each MSG-point, a hydrated bentonite seal was extended above the upper collection interval, and a manhole surface finish with a bolt-down cover was installed in a concrete pad similar to a monitor well surface finish. The MSG point installation generated minor amounts of investigation derived waste (IDW) with no indications of impact or debris was spread in a thin layer across the ground surface near the MSG point. Upon completion of each MSG point, the polypropylene tubing tips within each manhole were capped with a closed petcock valve composed of inert material, so that an airtight seal is formed, and subsurface conditions can equilibrate without surface atmospheric interference. The locations were left for a minimum of 48 hours of equilibration after installation, before additional assessment occurred. Typical protocol for environmental drilling and field work was also conducted in accordance with the EPA Field Branches Quality System and Technical Procedures. The MSG monitoring locations were installed for long-term testing and are suitable for evaluation of other subsurface vapor conditions. Methane Assessment Dynatech II Brownfields Property Charlotte, North Carolina Partner Project Number: 21-307620 Brownfields Project Number 25001-21-060 June 14, 2021 Page 6 01699-007/00306623 2.2 Subsurface Gas and Pressure Measurements Partner used forms from the LADBS Standard to track field progress and saved the collected data in the Landtec Gem 5000 field instrument. The field work was performed in accordance with the Brownfields Program Methane Testing Protocol including the guidance documents listed above. Quality Assurance and Quality Control (QA/QC) met the required steps (Initial Shallow Soil Gas Test and Gas Probe Test) and measurements (Steps 3-6 of the Shallow Gas Test) detailed in the Brownfields Program Methane Assessment Protocol. Note that the instrument could not perform stand-alone pressure testing prior to other testing in accordance with Step 4. We do not believe that this deviation from the work plan affected data quality, but if any future methane assessment is conducted, we recommend conducting a separate set of pressure readings using a digital manometer prior to future data collection. The instrument QA/QC included routine equipment maintenance and cleaning and periodic factory or representative calibration, as required for normal operation. Instruments used in the assessment were calibrated and bump check tested prior to use, and maintenance and factory calibration and maintenance were conducted as required for normal operation. The instrument was also calibrated and bump check tested on the morning of the second day to remove a minor drift in methane detection of 0.1 to 0.2 percent by volume (%bv) that was encountered in ambient air on the first day of fieldwork. The initial instrument had battery recharge difficulties during the second day of operation and was switched out for a separate Gem 5000 to complete the work. Conditions related to instrument care, calibration, and use are not expected to adversely affect data quality. Seal efficacy checks were conducted at each MSG point using a shroud, helium gas, and sample tube valving. The efficacy check was conducted to assure that minimal inclusion of ambient atmosphere into soil gas that was being assessed. Shroud efficacy tests prior to soil gas monitoring detected no breakthrough of helium from the sampling points, which indicated that each interval was suitably sealed and available for gas measurements. After successful seal efficacy testing, Partner collected field readings of subsurface gas and pressure from each MSG location and interval using a Landtec Gem 5000. Gas measurements included oxygen (%bv), carbon dioxide (%bv), hydrogen sulfide (parts per million vapor [ppmv]), and methane, as %bv and percent LEL. After the first round of measurements, a second round of pressure and gas measurements were collected. The measurements were collected from May 25 through May 28, 2021, which was more than 48 hours after installation of the points as specified by the Methane Assessment Work Plan. Appendix A contains Gem 5000 raw data files from the assessment with field notes, and Table 4 provides a summary of soil gas monitoring data. Methane Assessment Dynatech II Brownfields Property Charlotte, North Carolina Partner Project Number: 21-307620 Brownfields Project Number 25001-21-060 June 14, 2021 Page 7 01699-007/00306623 2.3 Discussion of Pressure Measurements Pressure was collected as static and differential in accordance with the Methane Assessment Protocol, but Partner notes that differential pressure readings are not applicable to this type of methane assessment as they are designed for flow measurements on landfill gas wellheads or industrial settings. For gas collection well heads, manifold piping connects to the main collection line from each well-head. The main collection line will have different gas pressure conditions, usually a vacuum being drawn mechanically, and the pressure differential between the subsurface (when isolated by a valve) and the manifold pressure, is an example of the differential pressure that the instrument is designed to read. In the case of measurements from MSG points, the differential pressure reading is simply an atmospheric pressure difference, and roughly the opposite (vacuum or pressure) from the static pressure. Therefore, this report will focus on static pressures only. 2.4 Methane Assessment Findings For Methane Assessment data evaluation, Partner compared the soil gas monitoring data to the North Carolina Brownfields Program Threshold Criteria for Methane Site Development. Due to the proximity of proposed commercial and multifamily residential properties, the data are primarily compared to the residential reuse threshold criteria. The residential reuse criteria include 1) no measurable static pressure differential greater than atmospheric pressure within 200 feet of the building footprint and 2) methane levels in soil gas below 30 %bv within 50 feet of the building footprint. The Brownfields Program also stipulates that conditions with greater than 1.25 %bv (25% LEL/12,500 ppmv) with no static pressure will require a minimum of a passive mitigation system. The following findings relate to the reuse criteria: • MSG-16 is the only location that had static pressure above negligible or background levels, with a maximum static pressure of 0.44 in of water. • Several sample locations, including MSG-13. MSG-16, MSG-18, and MSG-20, encountered water during attempts to gather data from the deeper interval at each location. • Locations MSG-8, MSG-16, and MSG-18 had methane readings in one or more zones above 1.25 %bv, and MSG-16 at 5 ft bgs contained methane at each measurement above 30 %bv. Methane above 30% bv was not detected at any other sampling location. • Other indicators of potential methanogenesis in buried debris included oxygen and several other gasses, and these concentrations tended to align with areas of known debris from prior assessment, including test pits. Oxygen concentrations below 10 percent would be considered depleted. Table 4 provides a summary of soil gas monitoring data from the Methane Assessment. Figure 2 and Figure 3 show an area that encompasses variations in pressure and methane detections above background at the Dynatech II properties. Methane Assessment Dynatech II Brownfields Property Charlotte, North Carolina Partner Project Number: 21-307620 Brownfields Project Number 25001-21-060 June 14, 2021 Page 8 01699-007/00306623 3.0 CONCLUSIONS On behalf of Abacus, Partner conducted a North Carolina Brownfields Program Methane Assessment in areas within and near proposed multifamily redevelopment at the Dynatech II Brownfields project, which is located to the north and east of the intersection of West Tremont Avenue and Toomey Avenue, in the South End area of Charlotte, North Carolina. The Methane Assessment found limited areas surrounding the Dynatech facility with methane detections. Most of the detections constituted probable transient-level readings, above background but below Brownfields guidance benchmarks. A single persistent detection of methane at approximately 36-38 %bv occurred in MSG-16 (5 ft bgs) on the northwest part of the property. Two other locations, MSG-8 and MSG-18, respectively to the southwest and northeast of the Dynatech facility, had methane detections above 1.25 %bv and below 30 %bv. The assessment delineated relatively limited areas affected by methane that coincide with known debris burial areas. The maximum static pressure measured was 0.44 in of water at MSG-16. No other sample locations indicating static pressure above background or negligible levels were observed, including at the two other sample locations with methane detections above 1.25% bv (MSG-8 and MSG-18). The static pressure reading observed during prior subsurface assessment at MVSG-7 was not replicated at the immediately adjacent MSG-17 location during the Methane Assessment. Other static pressure conditions presented as negative numbers, which indicate vacuums, suggesting that there is not an ongoing pressure generating source of methane at the site.
