Environmental Current Use of Property: Residential Structures on Property: Existing Structures Violation: No Vapor Mitigation Systems: Observed Vapor Mitigation Violation: No Use of Surface Water or Groundwater: Not Observed Water Use Violation: No Summary: Several operational roof top fans, and interior maintenance area VIMS fans (currently turned off during testing), were observed during the Site Inspection. Geosyntec had replaced one older roof mounted fan, and were pilot testing a more powerful VIMS fan on an existing VIMS riser during the site visit. Two additional temporary fans were observed that were being used for pressure testing spaces to evaluate the effect of positive pressure on VI rates which were monitored in real time utilizing a portable gas chromatograph. As noted above, the VIMS system has been unsuccessful in portions of the site based on indoor air sampling. The intent of pilot testing and retrofit efforts is to bring the entire building into compliance with VIMS requirements and indoor air sampling demonstrates the building is safe for occupancy. No spaces are occupied that have not been approved by the NC DEQ Brownfields Program. Summary: N/A Condition: Summary: N/A Geosyntec is performing VI mitigation system enhancements/repairs/and testing in an attempt to determine sources of current VI issues within the apartment building. With relatively high levels of VI present within Atrium and at least some first floor units, there are concerns that residents in the building are at risk of exposure until the source of VI into the building can be located and addressed and confirmation sampling demonstrates indoor air is safe for occupancy. Occupied spaces have been sampled previously prior to occupancy. Upper floors where a GAC filter was previously required for occupancy will be tested again following mitigation efforts. PHOTOGRAPHS Photo 1: Portion of former mill building (white siding) being investigated by Geosyntec during Site Inspection. The purpose of this inspection was to observe active VIMS diagnostic testing within the building to determine the source of vapor intrusion within the Site building for mitigation to proceed and complete occupancy of the building to eventually be allowed. Mobile lab onsite to evaluate the effects of recent floor sealing activities, positive and negative pressure testing, evaluating more powerful roof mounted fans, and existing vapor barrier sealing. In addition, air samples are being analyzed from the breathing zone within first floor apartments, atrium, and void spaces within walls, brick columns, and additional locations to determine where VI is taking place, and appropriate ways to mitigate.
