However, additional assessment is being completed to determine the necessity of a passive vs active system beneath all site buildings. No work has begun on the VIMS at the time of the inspection. Summary: N/A Summary: The existing mill building is currently being renovated into a multi-residential apartment building. Work is in the early stages with large sections of the building being removed at the time of the Site Inspection. An additional apartment building will also be constructed on the western portion of the property, but has not broken ground at the time of the inspection. Summary: Typical soil grading during construction activities observed. No soil stockpiles observed during the site inspection. Summary: N/A Condition: Summary: N/A No public exposure was observed at the time of the Site Inspection, with the entire property being surrounded by temporary construction fencing. PHOTOGRAPHS Photo 1: View of Chronicle Mill looking southwest from Catawba St. The purpose of the site inspection was to view renovation activities and discuss DEQ concerns with renovation/new construction without mitigation based on the known impacts on-site. During the site visit, we discussed the possibility of mitigating the entire “new” apartment building, and I suggested that mitigation of the existing mill building should be considered given the entire slab would be removed and addressing any potential VI issues at this stage of construction would be much less expensive and disruptive than in the future. Recommended the collection of sub-slab or soil gas samples below existing mill building at a minimum which was being discussed when I departed the site. Following site inspection, a conference call with DEQ, the consultant, and developer determined that assessment activities would best determine if an active or passive mitigation system would be best for the site buildings. Assessment has been approved by DEQ and data will be presented following collection. A sunken garden will be installed, eliminating current soil contact with interior walls.
