1.0 INTRODUCTION
Partner developed the Methane Assessment Work Plan on behalf of Abacus to evaluate the former
Dynatech and multifamily parcels which are part of a larger area currently designated as the Dynatech II
Brownfields Project. The project will entail redevelopment of multiple properties near the intersection of
Toomey Avenue and West Tremont Avenue in the South End area of Charlotte, North Carolina. The work
plan addresses potential methane impact from buried debris at and near the former Dynatech and
multifamily parcels. The former Dynatech parcel consists of 2.089 acres on a parcel with the address of 2213
Toomey avenue, and the multifamily parcels consist of a 6.712-acre assemblage of properties with addresses
of 2207, 2301, 2315, and 2325 Toomey Avenue and 704 West Tremont Avenue. Parcel recombination will
occur so that the former Dynatech building will be located on a separate parcel from the multifamily parcel.
Abacus and Partner intend for the Methane Assessment Work Plan to establish requirements related to
methane for both the former Dynatech and multifamily parcels. In addition to debris found at the in the
subsurface at the multifamily parcels, nearby Brownfields Program projects (Adams and Powers sites)
contain buried debris and have had methane assessment. An additional area of the Dynatech II project
includes a parcel at 2320 Toomey Avenue, which is not included in the Methane Assessment Work Plan,
because no debris has been encountered in the subsurface and because of the distance from potentially
affected areas. Figure 1 indicates the overall Dynatech II project location, and Figure 2 shows the individual
parcels, including the planned recombination configuration.
Partner has proposed the methane assessment prior to other Brownfields Assessment work planning, due
to the crucial nature of timing and civil design for the multifamily portion of the project on the overall
Dynatech II mixed use project. The work plan is designed to conform with the North Carolina Department
of Environmental Quality (NC DEQ) Brownfields Program Methane Assessment Protocol (rev. December
2020).
Dynatech II Brownfields project lies near and to the northeast of the intersection of I-77 and Remount Road,
near the southern extent of the redeveloped area of South End. The area contains commercial, light
industrial, residential, and vacant land, which was previously developed. The project may include the
aggregation of properties for mixed use redevelopment with potential amendment to the current
Brownfields application for property assemblage and Prospective Developers. The current project makeup
includes:
• Five properties with addresses of 2207, 2301, 2315 (728 W Tremont), and 2325 Toomey Avenue and
704 West Tremont Avenue, which are slated for redevelopment with multifamily housing in five
buildings. The properties currently contain three buildings totaling 15,664 square feet on 6.712
acres and is known as the multifamily parcels.
• An affiliate of the Prospective Developer joined the project with addition of the Dynatech
Brownfields Property at 2213 Toomey Avenue for commercial mixed use. The former Dynatech
facility contains a 34,427 square foot industrial building on 2.089 acres.

• Addition of 2320 Toomey Avenue is planned for commercial mixed use. The property contains a
74,336 square foot light industrial building on 4.198 acres.
The Dynatech II project received a Letter of Eligibility (LOE) from the Brownfields Program dated February
5, 2021. The letter verifies that the intended redevelopment may include multi-family residential, industrial,
office, parking, retail, warehousing, commercial, recreational, and institutional uses. The LOE noted prior
Partner Phase I Environmental Site Assessments (Phase Is) dated June 8, 2020 for the 2213 Toomey Avenue
parcel (former Dynatech facility) and December 11, 2020 for the multifamily parcels. The LOE also noted
that prior Brownfields Property information from the NC DEQ may be used during the evaluation process
and requested additional information on the properties that Abacus could provide. Abacus submitted the
following prior reports to the Brownfields Program on February 26, 2021:
• Methane analytical data from August 2020 for 2213 Toomey Avenue;
• Phase I Environmental Site Assessment dated November 2, 2020 – 2320 Toomey Avenue;
• Phase II Subsurface Investigation dated December 17, 2020 – 2320 Toomey Avenue;
• Phase II Subsurface Investigation dated February 12, 2021 – Multifamily Assemblage
• Geotechnical Report dated January 19, 2021 – Multifamily Assemblage
• Geotechnical Report Addendum 1 dated February 22, 2021 – Multifamily Assemblage
1.1 Background
The following discussion outlines the environmental conditions likely to affect the three main parts of
project property:
Multifamily Parcels
The December 2020 Phase I provided history of the multifamily assemblage that indicated use from 1931
through 2014 as single family residential properties and a commercial building (2315 Toomey/728 West
Tremont) and former use as row houses for multifamily residential (704 West Tremont) by 1943. The row
houses, one of the single family residences, and the former commercial building were razed by 1993. The
existing warehouse was constructed on the south parcel in 1994. Prior and current tenants for the
multifamily parcels did not include businesses suggestive of recognized environmental conditions (RECs).
The site reconnaissance of the 2207 Toomey Avenue parcel found above-ground storage tanks (ASTs) and
55-gallon steel drums in an area with heavy vegetation that prevented observations of soil conditions that
might have indicated releases. The presence of drums and ASTs therefore constituted a REC.
The multifamily parcels had a REC in relation to potential migration of methane impact from the
southeastern-adjacent Adams Property at 510 West Tremont Avenue. The Adams Property has limited
subsurface impact by metals, petroleum hydrocarbons, semivolatile organic compounds (SVOCs), and
volatile organic compounds (VOCs) which do not appear to have migrated off-property, based on a
separate Brownfields assessment. The Adams Property has a Brownfields LOE but has not yet filed a Notice
of Brownfields Property. The southeast-adjacent Powers Site at 536 West Tremont Avenue operated in the
early 20th Century as a quarry, which was later filled with casting sand, concrete, wood debris, gravel, and

soil from unknown sources. Later operations including manufacturing, as an automotive salvage yard, and
for dumping occurred prior to the site entering the Brownfields Program with a Notice of Brownfields
Property being filed on October 6, 2017. Subsurface impact by metals, petroleum, and SVOCs do not
appear to have left the property, but methane had sufficiently elevated conditions for the resulting
condition to be characterized as REC for the multifamily parcels. The former Dynatech facility discharged
hazardous plating waste to a septic system on the southeastern part of the multifamily parcel, as discussed
below, and the discharge is also considered a controlled REC (CREC).
To address the RECs and CREC related to the multifamily parcels and conditions related to possible buried
debris, Partner conducted a Phase II Subsurface Investigation and a Geotechnical Report with Addendum
for test pits. The environmental analytical included a standard Brownfield Program suite of VOCs, SVOCs,
and Resource Conservation and Recovery Act (RCRA) metals, with the following detections and conclusions
applying to the multifamily parcels:
• Three SVOCs were found in soil at a boring near the septic system on the southwestern part of
the site at concentrations exceeding Residential Preliminary Soil Remediation Goals (PSRGs).
• Arsenic was detected in soil at concentrations exceeding Residential PSRGs near the septic
system and at another boring on the southwestern part of the property. Total chromium was
detected in soil above Residential and Industrial / Commercial PSRGs for each of the soil samples
collected across the property, and hexavalent chromium was detected in the soil sample at the
septic system and in soil at a boring on the northern part of the site above Residential PSRGs.
• Total chromium in groundwater exceeded the North Carolina 2L Groundwater Standard near
the septic system, and total chromium and lead in groundwater exceeded the 2L Groundwater
Standard at a boring on the northwestern part of the property.
• Soil gas contained vinyl chloride and benzene above Residential and Non-Residential Sub-Slab
and Exterior Soil Gas Screening Limits (SGSL) and ethylbenzene above Residential SGSLs in a
boring on the northern part of the multifamily parcels. A common ambient air constituent in
urban areas, 1,3-butadeine, was encountered in six of seven samples across the property but is
likely unrelated to site environmental impact.
• Methane was below detections limits for nine of 10 samples and was found at 0.672 percent by
volume (Less than the Brownfields Program threshold criteria of 1.25 percent by volume) at a
monitoring point on the southeastern part of the parcels (MVSG-1A). For reference, methane is
considered combustible between a Lower Explosive Limit of 5 percent and an Upper Explosive
Limit of approximately 15 percent by volume.
• Geotechnical exploration found unsuitable soils for standard construction due to debris (wood,
masonry, etc) to depths between approximately 2 and 8 feet below ground surface (bgs) across
much of the northern part of the parcels and to a depth of 16 feet bgs on the south-central part
of the parcels.
The results of investigations indicate a limited area of SVOC impact associated with the former septic
system; metals impact to soil near the septic system and potentially at other locations surrounding the
former Dynatech facility; and possible groundwater impact by metals. An evaluation of risk for individuals
found pathways not complete for soil and groundwater exposures, and vapor intrusion calculations found

hazard index for residents exceeded a typical risk threshold of 0.1 based on the detections of petroleum
and a chlorinated solvent at one location on the northern part of the property. The unsuitable soils with
debris constitute a potential source of methane and an adverse condition in relation to geotechnical
considerations.
Table 1A and Table 1B indicate methane information from prior assessment (January 13 and 14, 2021 and
February 2, 2021, respectively) on the multifamily parcels at the Dynatech II project, and Figure 2 and
Figure 3 indicate the locations of prior testing. Appendix A contains the methane analytical data via EPA
Method TO-15, for samples collected on February 2, 2021.
Dynatech Parcel
According to available historical sources, the Dynatech parcel was formerly undeveloped as early as 1905
and was developed with the existing improvements in 1969. Tenants on the subject property have included
Eastern Transit Storage, a hauling business of household goods (1968-1973); Frank G.W. McKittrick Textile
Machinery, a retail operation of textile machinery (1973-1985); Dynatech Industries, Inc. (1985-1990); RG
Automation/Carolina Custom Tank (1996-Present). Most notably, Dynatech conducted chrome plating of
compressor parts from approximately 1985 to 1990. The facility generated hazardous waste and conducted
illicit discharge of plating waste to a septic system located on the 728 West Tremont Avenue parcel of the
multifamily parcels. Various assessment activities at the Dynatech parcel in the 1990s confirmed metals and
methyl ethyl ketone (MEK) impact to the subsurface. Removal actions by the United States Environmental
Protection Agency (EPA) were conducted for soil, groundwater, and wastewater as one-time remedial
remedies during the early 1990s. Further assessment found that the site warranted a No Further Remedial
Action Planned (NFRAP) status under the federal Superfund Program, with subsequent investigation under
the (NC DEQ), including a Brownfields Assessment, confirming modest subsurface impact above standards.
The site entered the North Carolina Brownfields Program with a Notice of Brownfields Property and
Environmental Land Use Restrictions (ELUR), dated October 23, 2003. Subsequent compliance inspections
show that the restrictions set forth in the ELUR continue to be met. Based on the ELURs and Brownfields
property status, the septic system for disposal of hazardous waste on the multifamily parcels constitutes a
CREC for the Dynatech parcel.
Partner conducted methane monitoring at the Dynatech parcel during August 2020 and found no methane
above the method detection limits, which were lower than 5 percent of the LEL for methane. Table 2 and
indicates methane information from the prior assessment, and Figure 2 and Figure 3 indicate the
locations of prior testing (SG-1 through SG-3). Appendix A contains the methane analytical data via EPA
Method TO-15, for the samples collected on August 18, 2020.
2320 Toomey Avenue Parcel
According to available historical sources, the subject property was formerly undeveloped from as early as
1905; developed with a single-family residence from at least 1938 to circa 1965; and then remained vacant
land from 1967 until the current improvements were constructed in 1971. Tenants on the subject property

have included Delta Knitting Mills Inc. (1974); Service First Inc. (1979); Donl Inc. Athletic Clothing
Manufacturer (1989); Smart Products Incorporated (1999-2004); and Service Metal Inc. (2005-Present).
Current and prior tenants for the 2320 Toomey Avenue parcel did not include business operations likely to
result in RECs; however, the nearby apparently upgradient location of the former Dynatech facility and its
illicit discharge to a septic system on the multifamily parcels constitute a CREC. To evaluate the potentially
adverse environmental condition for 2320 Toomey Avenue, Partner performed a Phase II Subsurface
Investigation. The standard Brownfields Program suite of analytical (VOCs, SVOCs, and RCRA metals) was
performed, with limited detections above standards, and the following conclusions:
• Arsenic, total chromium, and selenium in soil exceeded NC DEQ Residential PSRGs (arsenic and
total chromium), Industrial / Commercial PSRGs (arsenic and total chromium), and the Protection
of Groundwater PSRG (Selenium) at each of the assessment locations, which were located on the
northern end of the parcel.
• Groundwater contained chromium and lead above the 2L Groundwater Standards in unfiltered
samples, only at the location closest to the former Dynatech facility. A filtered sample contained
only total chromium above the 2L Groundwater Standard.
• Soil gas assessment for VOCs, also at the northeastern end of the parcel, found only 1,3-butadiene
above applicable SGSLs. No methane assessment was conducted on the 2320 Toomey Avenue
Parcel; however, no debris has been encountered at the parcel, and areas containing debris and
other Brownfields properties with methane impact (Adams and Powers sites) are distant from the
parcel.
Thus, in addition to the CREC, business environmental risk exists for 2320 Toomey Avenue, because known
metal impacts remain associated with the Dynatech facility.
More detailed discussions of the project and vicinity environmental conditions across the Dynatech II project
properties are provided in previous reports.
1.2 Objectives
The Methane Assessment Work Plan will provide information in accordance with NC DEQ Brownfields
Program requirements for residential properties, specifically related to the multifamily parcels at the
Dynatech II Brownfields Property. The effort should establish subsurface conditions for risk evaluation in
relation to redevelopment for multifamily residential use. Partner and Abacus anticipate further Brownfields
Assessment work planning for the entire project. The review and approval of the Methane Assessment Work
Plan will provide rapid certainty for redevelopment with current design, modification of design, or other
conditions for the multifamily parcels to suit site conditions.

2.0 METHANE ASSESSMENT ACTIVITIES
The Methane Assessment activities will provide subsurface gas conditions related to buried debris at and in
the vicinity of the multifamily parcel of the Dynatech II project. The work will be conducted in general
conformance with applicable regulatory guidance documents:
• NCDEQ Brownfields Program Methane Assessment Protocol (July 2020 – Rev. December 2020) using
the Threshold Criteria for Methane Site Development (September 2020);
• NCDEQ Brownfields Program Environmental Site Assessment Work Plan Minimum Requirements
Checklist (November 2018);
• NCDEQ Division of Waste Management (DWM) Vapor Intrusion Guidance (VI Guidance; March
2018);
• The NCDEQ Inactive Hazardous Sites Branch (IHSB) Guidelines for Assessment and Cleanup of
Contaminated Sites (January 2020);
• The NCDEQ Solid Waste Division Section 6 of the NC DEQ Solid Waste Landfill Gas Monitoring
Guidance (November 2010).
• The current United States Environmental Protection Agency (USEPA) Region IV Science and
Ecosystem Support Division (SESD) Field Branches Quality System and Technical Procedures; and
• Los Angeles Department of Building Safety Site Testing Standards for Methane (LA Standards for
Methane; January 2014).
• Electric Power Research Institute Reference Handbook for Site Specific Assessment of Subsurface
Vapor Intrusion to Indoor air, Appendix E (2005).
Partner will conduct project mobilization activities including development of a site Health and Safety Plan
for site project personnel in accordance with Occupational Safety and Health Administration (OSHA)
regulations, most specifically United States Code 1910.120 for Hazardous Waste Operations. We will contact
the public utility location service at least three days prior to field activities, and we will also contract with a
private utility locator to clear each assessment location for utilities and potential site subgrade infrastructure
before assessment activities. As a final precaution, the drilling subcontractor will manually clear each
location to a depth of approximately 5 feet (bgs) prior to drilling equipment use.
2.1 Methane Assessment Locations
Partner will install nested methane soil gas (MSG) monitoring points in 19 locations at the proposed
multifamily parcels to evaluate potential gas generation associated with historic debris disposal, including
methane, and to evaluate potential methane migration from the nearby Adams and Powers Brownfields
sites. The MSG monitoring locations will be installed for long-term testing and will be suitable for evaluation
of other subsurface vapor conditions. Each location will have discreet sample collection points at
appropriate intervals to evaluate debris gas generation from ground surface to the water table or into
natural soils beneath debris. We anticipate sample intervals on the southwestern part of the site to have
two intervals: one point at approximately 5 ft bgs and a second point at approximately 10 ft bgs. Locations

in other multifamily parcel areas with greater depths to the base of debris fill/water table or in locations
with previous pressure or methane detections will have an additional sampling point at 15 to 20 ft bgs.
Given the approximate site area and the Methane Assessment Protocol, Partner anticipates that the 19 MSG
locations will provide guidance-applicable spacing for coverage of the multifamily parcels, at one MSG
nested-point per 20,000 square feet of property area. Figure 2 and Figure 3 indicate the locations of the
proposed MSG monitoring locations, and Table 3 provides sample summary information.
A qualified subcontractor will complete the installations described above to meet general conformance with
the LA Standards for Methane. Appendix B contains a copy of the LA Standards for Methane. For boring
installations, the MSG points will be nested in a single borehole, so that six inches of bentonite will be placed
and hydrated with distilled water at the base of the boring at 15 to 20 ft bgs. A porous polypropylene filter
tip will be affixed to ¼-inch diameter polypropylene tubing that is extended into the borehole at one foot
above the bentonite seal. A filter sand pack will be emplaced surrounding and to one foot above the filter
tip, and another one foot of hydrated bentonite seal will be installed above the interval. Separate installation
of polypropylene filter packs and tubing will continue with filter/sand pack Installation at progressively
shallower intervals so that gas collection intervals are centered at 10 and 5 ft bgs in each borehole to create
a nested MSG location. In certain locations where natural soil is found at or near ground surface, the MSG
points will only extend to approximately 10 ft bgs, with two assessment intervals, centered at 5 and 10 ft
bgs. For surface finish, a hydrated bentonite seal will be extended above the upper collection interval, and
a manhole surface finish with a bolt-down cover will be installed in a concrete pad similar to a monitor well
surface finish. The Standards document, on page 8 in Appendix B, indicates installation similar to the
locations planned at the multifamily parcels.
The MSG point installation will generate minor amounts of investigation derived waste (IDW). For locations
where the waste is soil with no field indications of impact, the IDW will be spread in a thin layer across the
ground surface near the MSG point. If debris from the subsurface or other indications of impact are
encountered with the IDW, the material will be collected into labeled 55-gallon drums and staged at the
subject property pending results of a composite IDW sample appropriate for waste characterization and
disposal at a suitable facility.
2.2 Subsurface Gas and Pressure Measurements
Partner will use forms from the LADBS Standard and perform the field work in accordance with the
Brownfields Program Methane Testing Protocol including the guidance documents listed above. Quality
Assurance and Quality Control (QA/QC) will include attention to the required steps (Initial Shallow Soil Gas
Test and Gas Probe Test) and measurements (Steps 3-6 of the Shallow Gas Test) detailed in the Brownfields
Program Methane Assessment Protocol. Equipment QA/QC will include routine equipment maintenance and
cleaning, periodic factory or representative calibration, calibration as required for normal operation, and
bump check testing with a commercial five-gas mixture with a calibration certificate. The instrument will
field-calibrated and bump tested at least twice per day or at a more frequent interval if specified by

manufacturer or regulatory guidelines. Typical protocol for environmental drilling and field work will also
be conducted in accordance with the EPA Field Branches Quality System and Technical Procedures.
Upon completion of each MSG point, the polypropylene tubing tips within each manhole will be capped
with a closed petcock valve composed of inert material, so that an airtight seal is formed and subsurface
conditions can equilibrate without surface atmospheric interference. The locations will be left for a minimum
of 48 hours of equilibration after installation, before additional assessment occurs. Field personnel will then
collect static and differential pressure readings from each depth interval at each monitoring point. The
pressure readings will be collected with a Landtec Gem 5000, or equivalent, immediately upon accessing
each MSG point and prior to conducing seal efficacy checks using helium gas as described below.
Seal efficacy checks will be conducted at each MSG point using a shroud, helium gas, and sample tube
valving. The efficacy check is another form of QA/QC to minimize inclusion of ambient atmosphere into soil
gas that is being assessed. The shroud will be affixed around the MSG point surface, each of the ¼-inch
tubing leads to subsurface intervals will be connected to a three way valve, which accesses the shroud
interior and subsurface. The shroud interior will be filled with helium, and the subsurface will be purged of
more than three annular volumes from each monitoring zone, using a syringe or equivalent relatively low
flow method. By toggling each valve from closed, to purged subsurface interval, to shroud interior, gas will
be collected into a Tedlar bag for the shroud and each interval. Measurements of helium concentrations
with a calibrated field instrument will then be collected from the Tedlar bags for comparison. If the purged
subsurface interval contains less than 10 percent of the helium concentration in the shroud, the interval will
be deemed suitably sealed and available for soil gas field measurements or other soil gas collection.
After successful seal efficacy testing, Partner will collect field readings of subsurface gas from each MSG
point and interval using a Landtec Gem 5000, or equivalent for oxygen, carbon dioxide, and methane as
percent by volume, percent LEL, and parts per million vapor. After this first round of measurements, the
valves at the MSG points will be closed for a minimum of 24 hours, and a second round of pressure
measurements, oxygen, carbon dioxide, and methane (percent volume and LEL) will be collected. The
second round of measurements will be collected at a different time of day than the first round, and during
the second round, at least two sets of pressure and gas measurements will be conducted.
2.3 Reporting
Partner will produce a Methane Assessment Report documenting the findings after the initial rounds of
monitoring from the MSG point network at the Dynatech II multifamily parcels. The report will contain a
description of site activities, a discussion of findings, conclusions, and recommendations in relation to NC
DEQ guidance and procedures as derived from field data. If deviations from the work plan occur during
field activities, a discussion of rationale for the changes will be provided. The report will also contain figures
indicating sample locations, schematics of MSG point installations, and a table documenting the data
gathered during the field activities for each depth interval and location, including peak and stabilized
concentrations of methane in percent by volume, percent LEL, and parts per million vapor), carbon dioxide,

and oxygen. The report will append field notes and instrument calibration, service records, time-stamp
documentation of readings, and other appropriate documentation. The report will include the Partner
professional engineering corporate license number and the seal and signature of the licensed professional
in responsible charge of the project.
