Provide UST Owner and Operator Information See Table 1. 2. Provide UST Information See Table 2. 3. Provide Non -UST Information No ASTs or Surface Spills are known to exist at the site. 4. Describe relation of location of current UST system to historical UST releases. November 9, 2018 Site Check Report During UST closure activities by Texaco, conducted in October 1989, a release from the UST system was discovered and reported to the North Carolina Department of Environmental Quality (NCDEQ). The release was issued UST incident #5371. The incident was issued a Notice of No Further Action (NFA). 5. Provide a Brief Description of Site Characteristics The subject property consists of one convenience store building and petroleum fueling equipment. The subject property and surrounding area is fairly level. The subject property is located in a residential and light commercial area of Chapel Hill. Public water is supplied to the area. The presence of water supply wells in the immediate vicinity of the site was not noted. A topographic map and site map are attached as Figures I and 2, respectively. C. Site Check Procedures 1. UST System Testing On September 19, 2018, during onsite testing of the UST system, it was determined that the regular unleaded #1, regular unleaded #2, premium, and diesel spill buckets would not pass their respective hydrostatic tests. On September 26, 2018, Circle K personnel submitted a UST-17A UST Suspected Release 24 Hour Notice. On November 9, 2018, upon receipt of the soil analytical results, ATC personnel submitted a UST-61 24-Hour Release and UST Leak Reporting Form to NCDEQ Raleigh Regional Office. As of the date of this report, Circle K is in the process of getting the spill bucket repaired/replaced. Copies of the referenced notifications are provided in Attachment I. 2. Site Check Procedure On October 23, 2018, ATC personnel contracted with Sweetwater Utility to air knife the boreholes for future soil samples SS-1, SS-2, SS-3, and SS-4 to six feet below ground surface (bgs). On October 29, 2018, ATC and Regional Probing Services (RPS) personnel met onsite and collected soil samples from SS-1 (premium spill bucket), SS-2 (diesel spill bucket), SS-3 Circle K Store #2723102 NCDEQ Facility ID #00-0-0000020451 November 9, 2018 Site Check Report (regular #2 spill bucket), and SS-4 (regular #1 spill bucket) at a depth of approximately thirteen feet bgs. The soil samples were then submitted for laboratory analyses. The locations of the soil samples are provided on Figure 2. It should be noted the soil samples were collected as close as possible to the noted spill buckets. 3. Soil Excavation Activities Soil excavation was not performed as part of this site check. D. Site Investigation 1. Field Screening Soil samples SS-1, SS-2, SS-3, and SS-4 were screened with a photoionization detector (PID) following sample collection. The respective PID readings are provided on Table 3. 2. Soil Sampling Information Soil samples SS-1, SS-2, SS-3, and SS-4 were collected at approximately 13 feet bgs on October 29, 2018. The soil encountered at the sampling depth consisted of grayish -brown silty clay. Boring logs for SS-1, SS-2, SS-3, and SS-4 are provided in Attachment II. The soil samples were shipped to a N.C. certified laboratory in a chilled cooler following proper chain -of -custody procedures. Soil samples SS-1, SS-3, and SS-4 were requested to be analyzed by Total Petroleum Hydrocarbons (TPH)-Gasoline Range Organics (GRO) and Environmental Protection Agency (EPA) Method for 8260B. Soil sample SS-2 was requested to be analyzed by TPH-GRO and TPH-diesel range organics (DRO). 3. Groundwater and Surface Sampling Information Groundwater samples and surface water samples were not collected. 4. Quality Control Measures The soil samples were placed in laboratory provided jars and vials. Samples were immediately placed on ice and contained in a cooler during transportation. Samples were transported by courier under a chain -of -custody to the laboratory for analysis. 5. Investigation Results TPH-GRO or TPH-DRO concentrations were not detected above applicable State Action Levels in any of the soil samples. Laboratory analytical results of soil sample SS-4 (regular #1 spill bucket) detected benzene and methyl tert butyl ether (MTBE) concentrations above the established Soil -to -Groundwater (STGW) Maximum Contaminant Concentrations (MSCCs). Other target compound concentrations were detected above laboratory method detection limits but below STGW-MSCCs. The results are shown in Table 3. A copy of the laboratory report and chain -of -custody documents are provided in Attachment III. E. Conclusion and Recommendations Laboratory analytical results of soil sample SS-4 (regular #1 spill bucket) detected benzene and MTBE concentrations above the established STGW-MSCCs. TPH-GRO or TPH-DRO concentrations were not detected above applicable State Action Levels in any of the soil samples. Based on the soil analytical data, it appears a release of petroleum has occurred from the regular unleaded #1 spill bucket. F.
