This report documents sampling activities conducted prior to a proposed soil export at the Brownfields sites located at 255 Matheson Avenue in Charlotte, North Carolina (the “Site”) (Figure 1). On February 4th, 2019 and July 12th, 2019 Notices of Brownfields Property (NBP) were filed for the Site to be developed for multi-family residential use and for development of a recreational Greenway (Matheson Ave II and Matheson Ave Creek, respectively). Planned development includes several multi-level buildings, associated amenities, and a bridge over Little Sugar Creek. The Brownfields projects are being developed concurrently under an Environmental Management Plan (EMP), approved and signed by the North Carolina Department of Environmental Quality (NCDEQ) on November 27, 2019. Redevelopment activities at the Site commenced in April 2020 and have consisted of land-clearing, grading, construction of structural walls, preliminary construction of a bridge over Little Sugar Creek, utility work, and initial construction of building foundations and split-walls. Soil that is unsuitable for re-use due to geophysical properties has been generated in the southern portion of the Site from areas with no identified former environmental impacts. The soil was generated in three general areas of the Site from the excavation of soil around a sewer utility installation and at the base of structural walls. See Figure 2 depicting the approximate locations of the soil excavations and the resulting soil stockpile area. The soil is not suitable for re-use at the Site due to geophysical properties and the material is proposed for export to the Reeves Land Clearing and Inert Debris (Reeves LCID) landfill located at 2323 Salome Church Road in Charlotte, North Carolina. In accordance with Part 1.C of the approved EMP, material proposed for offsite export must be characterized. The soil sampling activities described within this Brownfields Export Soil Assessment Report follow characterization requirements and the analytical program as outlined in Part 1.A. Number 4 of the approved EMP. 2.0 BACKGROUND INFORMATION 2.1 Site History Prior to current development activities beginning in April 2020, the Site was an empty plot of forested land that is bisected northeast to southwest by the Little Sugar Creek corridor. Surrounding properties generally consist of commercial and industrial properties. The northern Brownfields Export Soil Assessment Report April 1, 2021 Matheson Ave II Page 2 tract of the Site was bound to the northwest by the unopened Chick Godley Road right-of-way, to the northeast by the unopened East 31st Street right-of-way, to the southeast by the Little Sugar Creek Corridor, and to the southwest by Matheson Avenue. The southern tract of the Site was bound to the northwest by the Little Sugar Creek Corridor, to the northeast and southeast by railways owned by Norfolk Southern Railroad and North Carolina Railroad, and to the southwest by Matheson Avenue. Historically, the Site consisted of vacant undeveloped land with no known prior development. In the 1970s, fill material was placed on a significant portion of the Site, presumed to have been imported from a construction project at Matheson Avenue and 30th Street Bridge, but no official documentation is available for verification. 2.2 Previous Environmental Assessment Activities Limited Phase 2 Environmental Site Assessment (ESA), Hart & Hickman, PC (H&H), December 5, 2014 A Phase 2 ESA was conducted by H&H to evaluate the potential for impacts within the fill material identified on the Site. Six soil borings were installed, and grab samples were collected and analyzed for volatile organic compounds (VOCs), hazardous substance list (HSL) metals, and semi-volatile organic compounds (SVOC). VOCs and SVOCs were not detected at concentrations exceeding applicable Inactive Hazardous Sites Branch (IHSB) Preliminary Soil Remediation Goals (PSRGs). Several metals were detected at concentrations exceeding their PSRGs including the following: • Lead was detected at a concentration exceeding the applicable PSRG in one sample; and, • Manganese, arsenic, and chromium were detected at concentrations exceeding one or more PSRG in several samples. Based on the findings of the 2014 Phase 2 ESA, the lead exceedance identified in the northwest portion of the Site represents an isolated area. Manganese, arsenic, and chromium concentrations were generally consistent with naturally occurring background conditions. Limited Phase II ESA, Apex, November 2017 Apex conducted a Limited Phase II ESA at the Site in November 2017 to further evaluate subsurface conditions. The investigation included excavating test pits to evaluate the type of fill material present, sampling of fill material for characterization, installation and sampling of temporary groundwater monitoring wells, and sampling of surface water from four locations along Brownfields Export Soil Assessment Report April 1, 2021 Matheson Ave II Page 3 Little Sugar Creek. Samples were analyzed for VOCs, SVOCs, and RCRA metals. Metals, including arsenic and chromium, several petroleum related SVOCs, and tetrachloroethylene (PCE) were detected at concentrations exceeding one or more respective PSRG and/or protection of groundwater standard in soil. Trash and debris were identified in one of the test pit locations and an empty drum with minor soil staining was observed near the test pit with the garbage and debris. The two soil samples containing elevated SVOCs were collected from the area where the empty drum and trash/debris were observed. The metals detections in soil were generally consistent with naturally occurring background concentrations. Two of the groundwater samples contained elevated concentrations of chromium and bis(2-ethylhexyl)phthalate above applicable 2L Standards. Each of the surface water samples contained multiple VOCs and at least one SVOC above 2B Surface Water Standards. VOCs and SVOCs detected above applicable standards included PCE, trichloroethylene (TCE), vinyl chloride, anthracene, benzo(a)anthracene, benzo(a)pyrene, and bis(2-ethylhexyl)phthalate. Surface water exceedances were attributed to documented chlorinated solvent releases upstream and offsite to the east northeast and observed releases originating from the offsite metal recycling facility to the north northeast. Soil Gas Assessment Report, Apex, October 30, 2018 Apex conducted a soil gas assessment at the Site in October 2018 to evaluate the potential for vapor intrusion concerns associated with the proposed residential development. Eight shallow soil gas samples were collected to evaluate potential vapor intrusion issues. Laboratory results revealed the presence of 31 VOCs within the soil gas samples although none were identified above their respective soil gas screening levels (SGSLs). Based on the results, a vapor intrusion concern was not identified. Limited Phase II ESA, Apex, September 2019 Apex conducted a Limited Phase II ESA within the Little Sugar Creek corridor portions of the Site in May 2019 to evaluate subsurface conditions in the vicinity of the proposed recreational greenway and to evaluate conditions downgradient of the adjacent metal recycling and salvage facility. The investigation included installation and sampling of a temporary groundwater monitoring well, sampling of sediment within a drainage area, and sampling from four shallow soil borings. The results identified concentrations of benzo(a)anthracene, benzo(a)pyrene, benzo(b)fluoranthene, and indeno(1,2,3-c,d)pyrene in one or more sediment or soil sample Brownfields Export Soil Assessment Report April 1, 2021 Matheson Ave II Page 4 downgradient of the adjacent metal recycling and salvage facility and chromium and arsenic exceeding one or more respective PSRG and/or protection of groundwater standard in soil throughout the Site. No compounds were detected in groundwater above applicable 2L Standards. EMP, Apex, November 27, 2019 Apex prepared an EMP for Site development activities, which was approved by NCDEQ Brownfields Program on November 27, 2019. The EMP outlined the following three areas of the Site that with soil that would require special handling considerations: 1) An area with elevated lead concentrations in the northwest portion of the Site; 2) An area with elevated SVOC concentrations downgradient of the adjacent metals recycling and salvage facility; and, 3) An area with elevated SVOC concentrations in the southeast portion of the Site where trash, debris, and an empty drum had been identified. The EMP included a cut and fill plan, which identified excavations required in the trash and debris area. In accordance with the EMP, excavated material from trash and debris area will be disposed of at a Subtitle D / Municipal Solid Waste Facility. 3.0 SOIL SAMPLING ACTIVITIES On February 2, 2021, Apex conducted soil sampling activities in accordance with the NCDEQ approved EMP and in general accordance with the NCDEQ IHSB Guidelines for Assessment and Cleanup of Contaminated Sites dated January 2020. The methodology and results are summarized in the following sections. 3.1 Sampling Methodology Soil generated in unimpacted areas of the Site was stockpiled in the southern portion of the Site. The stockpile area was surveyed by the onsite grading contractor and determined to comprise a total of approximately 1,500 cubic yards of soil. The general locations of the excavated material source areas and stockpile location are identified on the attached Figure 2. The stockpile area was divided in half, into an eastern half (SP-01) and a western half (SP-02), each of which comprise approximately 750 cubic yards of soil. Each of the two stockpiles was further divided into four approximately equally sized quadrants based on a visual evaluation (SP- 01a through SP-01d and SP-02a through SP-02d). At each quadrant, one grab soil sample was collected at depths ranging from approximately two to six feet into the stockpile using a Brownfields Export Soil Assessment Report April 1, 2021 Matheson Ave II Page 5 decontaminated stainless-steel hand auger. Each of the grab soil samples were field screened for the presence of odor, staining, and elevated photoionization detector (PID) readings. No indications of odors, staining, or elevated PID readings were detected in any of the samples and the deepest grab sample from each of the two stockpiles was selected and placed in laboratory- supplied sample containers, properly labeled, and placed in a laboratory supplied cooler with ice. The samples were then hand delivered to Pace Analytical in Huntersville, North Carolina under standard chain-of-custody protocol for analysis of VOCs by EPA Method 8260D, preparation Method 5035. After the selected VOC soil sample from each of the two stockpiles was collected and prepared, the four grab soil samples from each stockpile were composited in the field into one composite soil sample per stockpile using a decontaminated stainless-steel bowl and spoon. The two composite soil samples were placed in laboratory-supplied sample containers, properly labeled, and placed in a laboratory supplied cooler with ice. The samples were then hand delivered to Pace Analytical in Huntersville, North Carolina for analysis of SVOCs by EPA Method 8270E, hexavalent chromium by EPA Method 7199, metals (arsenic, barium, cadmium, total chromium, lead, manganese, selenium, and silver) by EPA Method 6010D, mercury by EPA Method 7471B, and Synthetic Precipitation Leaching Procedure (SPLP) by EPA Method 1312 followed by manganese analysis of the leachate by EPA Method 6010D. The SPLP and additional manganese analysis of the leachate was performed as an added measure due to the proposed export of the soil to an unlined landfill. As an added quality control measure, one duplicate soil sample (SP-DUP) was collected from the stockpile soil sample (SP-02) and analyzed for the same parameters as the parent sample. 3.2 Analytical Results The soil sample results were compared to the lowest of the NCDEQ Protection of Groundwater (PoG), Residential Health-Based, and Industrial/Commercial Health-Based PSRGs (July 2020). The results of the manganese analyses on the SPLP leachates were compared to the 15A NCAC 2L Groundwater Quality Standard (2L Standard) for manganese. The results tabulated in the attached Table 1 and summarized as follows: VOCs Laboratory analytical results identified toluene detected in each sample collected (SP-01, SP-02, and SP-DUP) at estimated J-flagged concentrations ranging from 0.0041 to 0.0056 milligram per Brownfields Export Soil Assessment Report April 1, 2021 Matheson Ave II Page 6 kilogram (mg/kg). In addition, methylcyclohexane (0.0328 mg/kg) and xylenes (0.0062 J mg/kg) were detected in SP-01; bromomethane (0.0331 mg/kg) and methyl acetate (0.143 mg/kg) were detected in SP-02; and methyl acetate (0.133 mg/kg) was detected in SP-DUP. All detected concentrations of VOCs were below applicable PSRGs. No other VOCs were detected in the soil samples. SVOCs Laboratory analytical results identified bis(2-ethylhexyl)phthalate detected in SP-02 at an estimated J-flagged concentration of 0.156 mg/kg, below the applicable PSRGs. No other SVOCs were detected in the soil samples. Metals Laboratory analytical results did not identify detectable concentrations of hexavalent chromium, selenium, or silver in any of the three samples (SP-01, SP-02, and SP-DUP). Several metals were detected in each of the samples, summarized as follows: • Arsenic ranged from an estimated J-flag concentration of 2.1 mg/kg in the SP-DUP sample to 2.9 mg/kg in SP-01. All detected concentration of arsenic exceeded the Residential PSRG, but are below Industrial/Commercial and PoG PSRGs; • Barium ranged from a concentration of 85.5 mg/kg in the SP-DUP sample to 93.7 mg/kg in SP-01. All detected concentrations of barium were below applicable PSRGs; • Cadmium ranged from an estimated J-flag concentration of 0.079 mg/kg in the SP-DUP sample to 0.093 mg/kg in SP-01. All detected concentrations of cadmium were below applicable PSRGs; • Total Chromium ranged from a concentration of 39.3 mg/kg in the SP-01 sample to 48.3 mg/kg in SP-02 and hexavalent chromium was not detected in any of the samples. As such, all detected concentrations of total chromium were below applicable PSRGs; • Lead ranged from a concentration of 10.8 mg/kg in the SP-DUP sample to 17.5 mg/kg in SP-01. All detected concentrations of lead were below applicable PSRGs; • Manganese ranged from a concentration of 578 mg/kg in the SP-01 sample to 746 mg/kg in SP-02. All detected concentration of manganese exceeded the Residential and PoG PSRG, but are below the Industrial/Commercial PSRG; Brownfields Export Soil Assessment Report April 1, 2021 Matheson Ave II Page 7 • Mercury ranged from a concentration of 0.038 mg/kg in the SP-02 and SP-DUP samples to 0.041 mg/kg in SP-01. All detected concentrations of mercury were below applicable PSRGs; and, • Concentrations of manganese in the leachate following the SPLP ranged from a J- qualified concentration of 3.7 micrograms per liter (µg/L) to 12 µg/L, below the 2L Standard of 50 µg/L. Only arsenic and manganese were detected at concentrations exceeding the Residential Health- Based and/or PoG PSRGs. However, the detected concentrations of arsenic and manganese are consistent with data previously collected throughout the Site and are within the range of expected naturally occurring background concentrations for the area. No other metals were detected at concentrations above PSRGs. Analytical data for the duplicate soil sample (SP-DUP) are generally consistent with the data for SP-02. The analytical detections for the export soil sampling are summarized in Table 1 and the complete laboratory analytical report is included as Appendix A. 3.3 Risk Calculation In anticipation of a potential transfer to the Reeves LCID facility, the analytical data collected from proposed export stockpile at the Site was compared to background metals concentrations at the Reeves LCID (data obtained from Hart & Hickman’s Soil Management Options Letter Report dated August 7, 2020; Manganese data provided February 19, 2021). Metals concentrations between the Site and the Reeves LCID are generally similar, both within the range of expected naturally occurring concentrations. Concentrations of all metals except for manganese were slightly higher at the Reeves LCID than at the Matheson Site stockpile. The metals results are summarized in the attached Table 2. The analytical results were further evaluated using the NCDEQ Risk Calculator (January 2021 version) by entering the highest concentrations of each VOC and SVOC detected in the February 2021 stockpile sampling event and the highest concentration of each metal shown on Table 2 to evaluate the risk associated with the transfer of these soils. The risk calculator was used to evaluate the carcinogenic and non-carcinogenic risks for residential direct contact, non-residential worker direct contact, and construction worker exposure scenarios. The NCDEQ acceptable threshold for cumulative carcinogenic risk is typically 1.0 x 10-4 and the acceptable threshold for cumulative non-carcinogenic hazard is a hazard index equal to or less than 1.0. The results of the risk calculator indicate the following: Brownfields Export Soil Assessment Report April 1, 2021 Matheson Ave II Page 8 • Residential direct contact with soil: o Cumulative carcinogenic risk of 5.8 x 10-6 o Cumulative hazard index of 5.3 x 10-1 • Non-residential worker direct contact with soil: o Cumulative carcinogenic risk of 1.1 x 10-6 o Cumulative hazard index of 3.8 x 10-2 • Construction worker direct contact with soil: o Cumulative carcinogenic risk of 2.9 x 10-7 o Cumulative hazard index of 3.5 The results of the risk calculations indicate that calculated carcinogenic risk and non-carcinogenic hazard for the worst-case scenario based on the February 2021 analytical results are well below typical thresholds set by NCDEQ for residential direct contact and non-residential worker direct contact exposure scenarios. The construction worker direct contact cumulative hazard index is calculated at 3.5; however, this is largely driven by naturally-occurring manganese concentrations. Apex notes that the existing manganese concentration of 550 mg/kg within Reeves LCID soil has a calculated non-carcinogenic hazard quotient of 2.5. Furthermore, construction worker exposure at the Reeves LCID is not considered a likely exposure scenario once the soils have been placed. The output sheets from the NCDEQ Risk Calculator are included as Appendix B. 4.0 CONCLUSIONS Apex has completed export soil sampling activities at the Matheson Ave Brownfields property located 255 Avenue in Charlotte, North Carolina. Sampling included collection of two stockpile samples (SP-01 and SP-02) and one duplicate sample (SP-DUP) to characterize Site soil that cannot be reused onsite due to geophysical properties and will require offsite export. The results of the export soil sampling activities have identified five VOCs and one SVOC at low concentrations, below applicable PSRGs. Several metals were detected within soil samples including arsenic, detected above Residential PSRGs in all stockpile samples, and manganese, detected above Residential and PoG PSRGs in all stockpile samples. Detected concentrations of arsenic and manganese were within the expected range of naturally occurring background levels and comparable to results collected from prior sampling across the Site, which include samples collected in areas with fill and sampling of native soil. No other analytes were detected at concentrations above applicable PSRGs. Brownfields Export Soil Assessment Report April 1, 2021 Matheson Ave II Page 9 The analytical results were further evaluated using the NCDEQ Risk Calculator by entering the highest detected concentration for each of the detected analytes. Based on the results of the risk calculations, the cumulative carcinogenic and non-carcinogenic risk were determined to be below acceptable limits for direct contact with soil as evaluated for direct contact soil exposure scenarios including resident and non-residential worker. Finally, SPLP analysis of manganese in the Matheson Site stockpile samples show that manganese is not expected to leach from this soil at a concentration great enough to create a groundwater quality concern.
