Consistent with the Brownfields agreement for this project, an essential component of public health protection for this design is the professional engineer’s seal of these documents that the proposed design will be effective at mitigating the potential for vapor intrusion at the property and protecting public health. Furthermore, the safe occupancy of the building will be evaluated upon “Post- Construction and Pre-Occupancy System Effectiveness Testing” as required by Section 4.0 of the VIMP. In addition, DEQ Brownfields reserves the authority to require confirmation of efficacy in the future. An existing residential apartment building is located at the Site that contains commercial retail spaces on the ground floor. The southern wing of the existing apartment building contains a vapor intrusion mitigation system (VIMS) as detailed in the DEQ-approved H&H Vapor Intrusion Mitigation Plan – Revision 1 dated May 30, 2019. Construction of the building was completed in 2020 and the VIMS installation was summarized in the H&H Vapor Intrusion Mitigation System Installation Report dated May 26, 2020. At the time of the report submittal, each of the ground floor commercial areas in the southern wing of the building contained a concrete slab, but tenants did not occupy all of the spaces. Tenant upfit activities in Commercial Space 12, located in the southwestern corner of the building, began in February 2021. During upfit activities, new utilities were installed in select areas of the space that required removal of portions of the existing concrete slab. Therefore, the following modifications to the VIMP are requested to allow for installation of the new utilities while maintaining the effectiveness of the existing VIMS. The requested modifications of this VIMP in Commercial Space 12 include: 1. use of Raven Industries VaporBlock®-20 Plus (VBP-20) 20-mil vapor barrier to repair sections of the existing vapor barrier (Attachment 1), and 2. a minor correction to the existing sub-slab vent pipe layout to bypass the new utilities while maintaining an interconnected vent pipe below the tenant space and to the existing VIMS riser. Modification #1 The existing VIMS contains Stego Industries Drago Wrap (Drago), a 20-mil ASTM-certified chemically resistant polyolefin plastic vapor barrier. In order to install the new utilities during the upfit activities, portions of the existing vapor barrier had to be removed. This modification requests replacing the removed portions of the vapor barrier with the VBP-20, which is also a 20- mil ASTM-certified chemically resistant polyolefin plastic vapor barrier that is equivalent to Drago. Raven Industries sealants and tapes will be used to seal the new VBP-20 to the existing Drago to create a continuous vapor barrier within the commercial space. Specifically, the new vapor barrier will be overlapped with the existing vapor barrier and will be sealed using a double- sided butyl tape and a single-sided gas barrier tape manufactured by Raven Industries. The Raven Industries tapes are designed to seal polyolefin plastics and thus will effectively seal both the Drago and VBP-20 vapor barriers. Future upfit activities in Commercial Space 12, or other commercial spaces within the southern wing of the building, may occur that warrant similar minor repairs to the vapor barrier. Therefore, H&H further requests that this vapor barrier modification be allowed for the current upfit activities and future upfit activities within the building, if warranted. The proposed layout is depicted on Sheet VM-1 (Attachment 2). The new piping will interconnect to the existing VIMS piping that extends outside of the upfit area to create a continuous connected vent pipe throughout building to the risers in accordance with the VIMP. Furthermore, the sub-slab annular space below the area of upfit will receive a continuous stone (#57 stone) layer below the new concrete in accordance with the VIMP. The new layout of the vent piping with the interconnected piping and gravel layers will provide the same sub-slab vapor extraction as the original VIMS layout. Note, the revised as-built includes a correction to the VIMS vent pipe size in the southwestern portion of the building. The previous VIMP inadvertently indicated that 3” Sch 40 PVC vent pipe was used in this section, whereas 4” Sch 40 PVC vent pipe was used. Drawing VM-1 in Attachment 2 includes this change. The requested modifications listed above are expected to provide equivalent functionality of the VIMS to the original design and combined with the other provisions and testing requirements in the DEQ-approved VIMP, are designed to reduce vapor intrusion risks from known Site contaminants and protect public health of the building occupants related to vapor intrusion.
