11/l/89 NCDEHNR Memo
- discusses new tank installation & contamination removed from site;
- says that release was discovered during old tank removal;
11/6/89 20 Day Report
- Letter states that release was reported to DEHNR on 10/24/89
- states that t/o believes release has been contained in the soils &
that the soils have now been removed, therefore no environmental
hazard exists;
- a summary of the initial abatement actions is in the 20 Day report
2/23/90 Letter from Star Enterprises
- Acknowledging that DEHNR has decided to waive compliance dates
to 2/16/90
4/10/90 Closure Report
- On 10/24/89 the old gas USTs at this site were removed & replaced w/
Fiberglass USTs; In addition, a waste oil & heating oil tank were removed;
- Contaminated soils were detected in the tank pit; These soils were
excavated & disposed of offsite; 3 soil samples were taken beneath the
excavated soils and all were analyzed via method 5030; All sample results
were below 10 ppm; The contaminated soils were disposed of at Lee Brick
in Sanford (40 truck loads);
- Water was present in the tank pit;
I
r
- The new fiberglass tanks were installed 20' to the north & the old
tank pit was filled w/ pea gravel; 4 Mws were installed in the new
tank pit;
- Mws were checked for the presence of free product on 2/28/90,
none detected & depth to GW was 10' bls;
- Land use: Commercial/Residential
- Area is served with public water & sewer; One deep (225') WSW is
located at University Mall; Bolin Creek is located nearby;
- 2 of the Mws were sampled on 3/6/89 and analyzed via method 624;
Both wells detected MTBE; One of the wells also detected benzene, ethyl
benzene, toluene, & MTBE; 2L standards are exceeded for benzene, ethyl
benzene, toluene, & MTBE; GCL's are exceeded for benzene in 1 well
only;
- My notes,
* Other analysis should have been run for soil; 5030 doesn' t cover
Gas, heating oil, & waste oil;
5/14/90 Letter from Star Enterprises
- This letter is in response to a letter sent by DENR on 4/20/90;
- T/O intends to drill 4 Mws & prepare a report;
7/23/90 LSA Report
- Apparently an NOV was issued to t/o on 4/20/90 requiring assessment
work;
- Soil samples taken from beneath excavated contaminated soils were
c 10 ppm;
- DENR requested GW samples from Mws 3 & 4 in new tank pit;
Analytical results for both GW samples (as seen in closure report)
showed 2L and GCL violations;
- Receptors: Little Creek- 200' away, Booker Creek 1500', several
small ponds- .5-1 mile away, & Jordan Lake- 1.5 miles downgradient;
Also, several natural gas & telephone lines exist adjacent to the site;
- 4 soil borings were drilled on 6/25/90; The most contaminated sample
from each boring was sent for lab analysis (method 3550); The 4 borings
were then completed as Mws; Screened intervals were from 4'-22';
- Free product was detected in MW8 on 7/20/90;
The four newest Mws were sampled on 7/3/90;
- GW flow is to the Southwest & GW was detected at 6'-10' bls;
Hydraulic conductivity was calculated at 1.59 ft/day; Transmissivity
= 16.59 square feet/day; GW velocity = .059 ft/day or 21.65 ft/year;
- Soil sample results:
All soil samples were BDL except GT4, 160 ppm TPH (gas);
GW sample results:
